Headquarters Air Combat Command (HQ ACC) 99th Communications Squadron Nellis AFB, NV 89191
Statement of Objectives (SOO)
For
Flexible Service Credits for
VoSIP Call Manager Initial Installation, Setup and Configuration, VSAN Initial Installation, Setup and Configuration and VMware Initial On-Site Installation, Setup and Configuration, 29 July 2025
1.0 INTRODUCTION/BACKGROUND:
The 99th Communications Squadron (99th CS) at Nellis Air Force Base is undergoing a significant network modernization effort and requires 450 flexible and readily available service credits to ensure seamless integration of new systems and technologies. The Credits will be used to install our VoSIP (Voice over Secure Internet Protocol) call manager initial installation and setup., NIPRnet and SIPRnet VSAN (Virtual Storage Area Network) initial installation and setup, and VMWare (Virtual Machine Software) on-site hardware and software configuration and setup.
Recognizing the shortage of specialized in-house IT expertise, the 99th CS utilizes Flexible Service Credits to contract with IT companies. This provides Airmen with access to the subject matter expertise needed for the proper installation and operation of IT hardware and software.
This flexible access is paramount for the efficient installation, configuration, and ongoing maintenance of modern equipment being incorporated into the network infrastructure. These service credits are critical for achieving interoperability, maintaining operational continuity, and facilitating ease of integration with both existing and future network initiatives, all while adhering to stringent Air Force directives and safeguarding the network against emerging vulnerabilities. Throughout Fiscal Year 2025, the 99CS has fully utilized its allocated flexible service credits, leveraging them to bring specialized teams on-site to augment the existing technical staff and expedite critical modernization projects. Examples of these complex installations and modernizations include the allocation of 300 flex credits to address and remediate critical vulnerabilities affecting the SIPRnet VMware ESXI hosts. Additionally, 265 flex credits were used to upgrade the Cisco Call Manager, optimizing call processing capabilities.
Finally, 235 credits were dedicated to the installation of Ansible, an automation platform designed to streamline the management of applications, systems, and infrastructure, further enhancing network efficiency and security.
