1.0 GENERAL

1.1. Description. This is a non-personnel contract to provide the 96th Test Wing equipment and included services to facilitate installation and support for a Bird Detection Radar (BDR) system, Drone Detection Radar (DDR) system, Maritime Surveillance Radar (MSR) system, and camera/video system to be installed on Eglin AFB Florida 32542, and installation and support for BDR, DDR, and camera/video system to be installed on Duke Field Florida 32542.

The Government shall not exercise any supervision or control over the installation or removal of equipment to the providers performing the services herein. Providers shall be accountable solely to the Contractor who in turn is responsible to the Government.

* Duke Field is currently NOT FUNDED and will be placed as an exercisable Option into the scope of the contract. *

1.1.1. Scope. The Contractor shall provide all management, personnel, equipment, supplies, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform installation, maintenance, and required hardware/software upgrades as defined in this Statement of Objectives (SOO). The Contractor shall perform to the standards within this SOO to include the planning, coordination, and surveillance of the activities necessary to ensure disciplined work performance and timely resource application to accomplish all tasking under the contract. The Contractor shall be responsible for maintaining communication with the contracting officer (CO) to immediately notify of any problems that would prevent timely delivery and installation of this contract.

1.2. Background. Eglin AFB and Duke Field currently do not have systems to meet the airfield safety and security requirements, including avian radar systems with drone detection capability and maritime surveillance capability as well as an operational current-technology airfield camera system. Eglin and Duke’s location along the coastal area with high avian activity requires an avian radar for effective bird hazard mitigation to conduct safe and effective commercial and military flight operations. With emerging threats to aircraft by personally operated Unmanned Aerial Systems (UAS), a drone detection capability is critical to the safety and security of flight operations at Eglin AFB and Duke Field. Maritime surveillance of restricted waterways is essential due to the large unsecured access points along the South and East sides of Eglin AFB. A 360-degree camera/video system with storage and playback capability will bolster surveillance of any movements in the airfield environment and allow the detection systems to positively identify targets detected by the system to enable mitigation efforts.

1.3. Inherently Governmental Function. The Contractor shall not perform inherently governmental functions as defined in FAR Subpart 7.5 in relationship to this PWS.

1.4. Period of Performance. Performance shall commence at date specified in resultant contractual document for a one-year base plus four (4) twelve month option periods, in accordance with Option for Extension of Services clause FAR 52.217-9.
