About this file

This document is a Statement of Objectives (SOO) for a federal contract opportunity to provide substantial audio/visual/network/projection upgrades to a courtroom at Altus AFB, OK. The key objectives include reducing costs and time at trial, reducing clutter and safety hazards from wires, allowing for remote testimony and viewing, and enabling all court participants to adequately view and comprehend evidence.

The technical requirements specify that the visualization projector must connect to 23 separate devices, including tablets, interactive displays, and monitors, and allow for real-time casting of the same image across all screens. The system must have annotation capabilities, snapshot preservation, a simple user interface, wireless connectivity, and integrated microphones for transcription. It must be user-friendly for visiting court reporters and allow for remote video conferencing of witnesses. The system should also permit jury members to view evidence on individual tablets during deliberations, and come with pre-sales advice, installation, removal of old equipment, and post-sales support.

Statement of Objecves

Background

• The court room requires substanal audio/visual/network/projecon upgrades to reduce costs and me at trial, reduce cluter and danger from wires, allow for remote tesmony and remote viewing, and permit the jury/judge/clerk/witness to adequately view/comprehend all evidence during trial and deliberaons

• A visualizaon projector must ensure crime weapons, drugs, documents from expert witnesses, and evidence of any type to be easily shown to all court parcipants in fine detail, from both the prosecuon and defense tables (or alternavely from a central locaon in the court room) without any interrupon to proceedings

Technical Requirements

• The visualizaon projector needs to be able to connect to at least 23 separate devices in the courtroom including 17 tablets, 3 interacve displays, 2 large monitors in the courtroom, and a separate large monitor in the deliberaon room

• Addional or personal tablets should be able to connect to the system with litle difficulty

• Individual tablets, computer systems or similar devices at the prosecuon and defense tables must connect to the tablets and monitors to allow prosecuon and defense teams to project videos, power points, documents or other demonstrave aids in high definion to all court parcipants

• The system needs to integrate all court technology onto one system to reduce paper use

• The system needs to be able to cast the same image on all screens in real-me to save me and costs and trial

• The product needs to offer annotaon capabilies to allow prosecuon and defense teams and the court reporter to digitally mark, write or draw on the evidence being presented to the court

• The product needs to allow snapshots of what is presented to be captured and preserved for purposes of maintaining prosecuon, defense and appellate exhibits and an accurate record of the trial proceedings

• The final product needs to have a simple user interface that does not rely on frequent soware updates or long start/loading mes to operate smoothly

• The interface should have the ability to close off certain funcons to certain individuals, allowing for certain individuals to make annotaons (such as atorneys and expert witnesses) while not allowing other individuals (such as the jury) to make annotaons

• The product needs to be wireless (or as minimal wiring as possible) to reduce fire and safety hazards of wires and to reduce cluter, confusion and unprofessionalism in what will be high visibility federal proceedings

• There should be a minimum of 12 wireless microphones integrated into the system to project the sound of the judge, court reporter, witnesses and prosecuon and defense teams from the court room to the deliberaon room. Ideally the same microphones will be used for transcripon of the proceedings

• The system needs to be user-friendly to permit its use by vising court reporters with no more than 2 hours of training on its operaon

• The system needs to allow for individuals outside of the courtroom to video conference in so that they can tesfy in court remotely using an internet connecon, video camera and microphone. Witnesses tesfying remotely should be visible with sound on the monitors in the court room and the deliberaon room

Statement of Objecves

• The system should permit jury members to view the evidence (and only the admited/permited evidence) while in deliberaons in a separate room. Ideally this will occur on individual tablets carried by each member of the jury

• The system should come with pre-sales advice, installaon, removal/disposal of old audio/visual equipment, and post-sales support, training, and service, to ensure the Air Force receives the maximum benefit from its investment

• The projecon/tablet system does not need to be connected to the Air Force network and should not connect independently to Wi-Fi or any internet, but files and data must be able to be uploaded to the system via USB, microUSB, USB-C, CD, DVD, or other means – ideally mulple opons should be available to get evidence and other files onto and off of the system in a relavely quick and easy manner

• Supported file types on the projecon/tablet system should include .doc, .pdf, .jpg, .png, .avi., .mov, .wmv, .MTS, .mp4, .gif, .vob, and .ppt

• The monitors should be Wi-Fi enabled themselves to allow for the viewing internet-based content, but will not be connected to the Air Force network

• The monitors should also be capable of displaying video and sound from a Wi-Fi connected device (such as a laptop) using HDMI, USB-C, and Bluetooth technology

• The system should allow Wi-Fi access using personal laptop/wireless devices used by judge, clerk, prosecuon/defense teams, and other necessary trial personnel to ensure seamless and immediate access to online legal systems and digital products. This system does not need to be connected to the Air Force network
