About this file

This is a Statement of Need (SON) for the fabrication and delivery of engine intake plugs and exhaust covers for T-38 Talon aircraft operated by the 435th Flying Training Squadron at JBSA Randolph, Texas.

The procurement requires manufacturing 160 intake plugs and 80 exhaust covers (240 items total) for 80 aircraft, with each aircraft requiring two intake plugs and one exhaust cover. All covers must be specifically designed for T-38 engine intake and exhaust configurations, constructed from durable, weather-resistant, UV-resistant, and moisture-resistant vinyl filled with sculpted urethane foam, and colored black. Covers must include integrated "Remove Before Flight" streamers meeting aviation safety standards, withstand temperatures up to 300 degrees Fahrenheit, be lightweight for single-maintainer installation and removal, and prevent intrusion of dust, sand, moisture, birds, and foreign objects. Exhaust covers must include securing straps or retention systems to prevent dislodgment in high-wind conditions. Intake plugs shall display the official 435th Flying Squadron insignia, while exhaust covers shall display "435th FTS" in large white lettering using durable, fade-resistant printing or embroidery methods. All items must include a two-year replacement warranty and meet applicable aerospace ground support durability standards. Delivery is required to 11090 5th Street East Hangar 3, JBSA Randolph, TX 78150 within 90 days of contract award, with the contractor responsible for packaging to prevent shipping damage and coordinating delivery with Mr. Tim Kilford (timothy.kilford@us.af.mil). The Government will inspect items upon delivery for proper fit, material integrity, and insignia accuracy, with defective or non-conforming items replaced at no additional cost.

Statement of Need for

12th Aircraft Maintenance Squadron’s T-38 Engine Intake Plug and Exhaust Cover Fabrication

25 March 2026

1. This memorandum provides the Statement of Need (SOW) for the procurement of engine intake plugs and exhaust covers for eighty (80) T-38 Talon aircraft assigned to the 435th Flying Training Squadron.

2. The 435th FTS operates with eighty T-38 aircraft in support of pilot training operations. When parked on the flightline, aircraft engines are exposed to environmental hazards including foreign object debris (FOD), precipitation, dust, wildlife intrusion, and high winds. Engine intake plugs and exhaust covers are required to mitigate FOD risk, preserve engine integrity, and maintain aircraft readiness. Additionally, the former 560th Flying Training Squadron has been redesignated as the 435th Flying Squadron. Existing engine covers display outdated unit identifiers. New covers bearing the official 435th FTS insignia are required to ensure proper unit identification and heritage representation.
