STATEMENT OF NEED
FOR
MOBILE MEDICAL TRAILER

GENERAL – PART 1
GENERAL:
The statement of need (SON) defines the scope of equipment specification to provide a need for the MOBILE MEDICAL TRAILER for the Operational Support Team.
PRODUCTS / TECHNICAL – PART II
2.1 PRODUCTS/TECHNICAL
The mobile medical trailer offers a wide range of medical providers the flexibility to treat where they are most needed, thus increasing access to care and decreasing time spent away from the mission. The mobile medical trailer offers two treatment rooms, a portable sink, storage and workspace for physical therapists, mental health providers and flight medicine providers. The mobile medical trailer meets the Joint Commission (TJC) and medical quality of care requirements. Specifications are listed.
2.1.1 MOBILE MEDICAL TRAILER Specifications:
Structure o 20’-24’x8’ o Dual axels o Commercial grade flooring o Minimum 2 treatment rooms
Physical therapy (14’x8’) Upper and lower mounted storage cabinets Armedica AM-SX3500 Treatment Table Portable sink with hot water heater built in Portable water tanks for fresh and grey water Exam room stool
Mental Health (6’x8’) 3 chairs Desk Mounted storage cabinets o Separate exterior entry to both treatment rooms o Interior pocket door between treatment rooms
Systems o Generator
50 gal fuel tank o Electrical

2.1.2 Requirements:
Mobile Medical Trailer
2.1.2.1 Minimum Requirements for Medical Treatment Facilities from Department of Health (DAH) and the Joint Commission (TJC):
Fire Safety: unobstructed ingress/egress and access to fire extinguisher Safety Management: functional space free of physical and electrical hazards Utilities: secured electrical panels/ports/outlets Infection Control Hazardous Material and Waste: secure location for sharps containers Security: facility remains HIPAA compliant and all medical supplies are secured Medical Equipment: equipment is well maintained and temperature controlled
2.1.2.2 Warranty:
Extended warranty 2-3 years
2.2 Mission Statement:
The goal of the Operational Support Team is to provide focused interventions in high-risk units to target musculoskeletal and psychological risk factor improvement. The mobile medical trailer would enable the physical therapist and mental health clinicians to provide limited scope healthcare within embedded units, increasing overall OST impact. This would better meet the rotational needs of OST in addition to providing a location that fulfills the Joint Commission and medical quality of care requirements. Additionally, it will save time and resources by eliminating the need for facility upgrades and ongoing maintenance within each embedded unit. The mobile medical trailer also has the potential to enhance medical operations on the flight line, support community events and facilitate mission readiness.
2.3 Delivery:
The Mobile Medial Trailer shall be delivered to 201 Independence Drive, Columbus Air Force Base, MS, 39710.
