About this file

This is a Statement of Need for the replacement of an electric shelving system used by the Colorado Air National Guard's Asset Management section. The current electronic mobility shelving system, which houses mission-critical F-16 Aircraft parts for the 120 Fighter Squadron Alert Mission, has been identified as a critical safety hazard and shut down. The system serves more than 1,800 Colorado Air National Guard members and is no longer sustainable for current operational tempo and tasking requirements.

The existing shelving system requires multiple personnel up to ten minutes to manually open a forty-eight-foot section to retrieve and store parts, creating serious physical safety risks due to the weight and volume involved. The proposed replacement system will provide uninterrupted simultaneous access to thousands of aircraft parts, decrease MICAP (Mission Capable) pull times, increase operational efficiency, reduce personnel requirements for augmentees, improve warehouse cubic footage accessibility, and minimize potential failure points through fewer moving parts. The replacement shelving will be located in the middle of the warehouse and requires complete removal and installation of the current system.

STATEMENT OF NEED

SUBJECT: Materiel Management Electric Shelving System Replacement

The primary function of the electronic mobility shelves is to house all the aircraft parts and supporting equipment that are to be issued and maintained daily by the Asset Management section. The electric shelving system has been reported as a critical safety hazard and has been shut down. The shelving system currently houses all the real-world, mission critical F-16 Aircraft parts for the 120 FS Alert Mission. The current shelving system is not sustainable for the tempo and real world taskings for the more than 1800 Colorado Air National Guard members. The inadequacy of the electronic system requires in most scenarios double or triple the work to receive, inventory and issue aircraft parts. The current functionality of the shelving system could have a big impact on mission capability. The aircraft part shelves are located in the middle of the warehouse, and all need to be taken out and replaced.

The current system, when functioning, takes multiple members up to ten minutes to fully complete open by physically pushing the forty-eight foot section open wide enough to retrieve and store parts. This poses a serious physical safety risk due to the sheer weight and volume of the shelving system. This proposal provides the Asset Management section with the ability to process have uninterrupted access to thousands of parts simultaneously, decreasing MICAP pull times and increasing efficiency. more PAX at a time while also decreasing the need for additional personnel and augmentees. Additionally, this proposal provides a safer alternative, as well as increasing the accessible warehouses cubic feet. The proposed system also limits the number of moving parts, decreasing the amount of potential failure points and excess repairs.
