Counter-Improvised Explosive Device (C-IED) / Counter-small Unmanned Aircraft Systems (C-sUAS) Training Aids

Statement of Need (SON) 20 April 2021

1. Background: In response to the global threat of Improvised Explosive Devices (IEDs), Unmanned Aircraft Systems (UAS), and expeditionary training requirements, selected US Air Force training units are required to train and ensure all Airmen know how to identify, react, and properly respond to IEDs, UAS, and operate in high threat, uncertain environments. The training is executed at numerous CONUS and OCONUS locations via classroom lecture and hands-on exercises. The exercises include training scenarios conducted in surrogate villages designed to replicate the current theater of operations (i.e. – Afghanistan, Iraq, etc.). The training scenarios include role players, replicated IEDs, UAS, and expeditionary training aids using the same and/or similar tactics, techniques, and procedures employed by enemy combatants and insurgents. In support of this training, HQ AETC/A3Q requires Commercial- Off-The-Shelf (COTS) training aids and support equipment as listed in this Statement of Need (SON). On some occasions, certain items will not be available as COTS and will require Fused Deposition Modeling (FDM) as a service (a.k.a. 3-D Printing). The acquisition of drones must adhere to all DoD regulations and section 889(a)(1)(B) of the John S. McCain National Defense Authorization Act (NDAA) for Fiscal Year (FY) 2019.

2. Item Descriptions: Our AF C-IED and C-sUAS training sites require the most realistic replica ordnance available for use during C-IED and C-sUAS training operations. All replica ordnance must be constructed of extremely durable materials specifically designed for producing ordnance training aids which are heavy duty and must withstand years of continued use during C-IED and C-sUAS training operations under severe operating conditions. Additionally, these items must be inert, contain no hazardous materials and be one-person portable. Some items will require contractor installation. Contractor shall provide the items listed below:

2.1. IED Training Lane Kit: Kit contains the following items: 1 each 155mm replica projectile; 1 each 155mm M1A1 South African replica projectile; 1 each 152mm USSR replica projectile; 1 each 130mm USSR replica projectile; 1 each 122mm USSR replica projectile; 1 each 107mm replica rocket; 1 each 73mm PG-9 replica rocket; 1 each PG-7 replica rocket; 1 each RKG-3 replica Anti-Tank parachute grenade; 1 each RG-42 USSR replica grenade; 1 each RGD-5 USSR replica grenade; 1 each F-1 USSR replica grenade;

1 each TC/6 Anti-Tank replica mine; 1 each VS-2.2 Anti-Tank replica mine; 1 each VS-

1.6 Anti-Tank replica mine; and 1 each VS-50 AP replica mine.

2.2. Replica Electric Blasting Caps: Replica Electric Blasting Caps have a closed end, and have a hole drilled through the body to show that it is empty.

2.3. 1000 ft Rolls of Detonation Cord: Replica roll of detonation cord red in color.

2.4. Replica Rocket Propelled Grenade Launchers: Inert, RPG-7 Launcher replica.

2.5. Replica PG-7 Grenades: Exact replica of a Rocket propelled grenade including folding fin assembly that allows RPG to be loaded into simulated launcher.

2.6. Replica 82mm Soviet/Russian Mortar Rounds: Exact replica of Soviet/Russian mortar round.

2.7. Replica 82mm Chinese Mortar round: Exact replica of Chinese mortar round

2.8. Replica 81mm HE Mortar Rounds: Exact replica of 81mm HE mortar round

2.9. Replica 60mm HE Mortar Rounds: Exact replica of 60mm mortar round and is tan in color.

2.10. Replica Italian TC/6 Mines: Exact replica of mine and is tan in color.

2.11. Replica Italian VS50 Mines: Exact replica of mine and is tan in color.

2.12. Replica Soviet OZM-72 Bounding Mines: Exact replica of mine and is OD green in color.

2.13. Replica 107mm Rocket: Exact replica of rocket warhead and is offered in tan and OD green in color

2.14. Replica Soviet 152mm Artillery Round: Exact replica of projectile.

2.15. Pressure Cooker IED: Replica Middle Eastern style pressure cooker typically used in the manufacture of IEDs.

2.16. Replica OG-7 Grenades: Exact replica OG-7 Grenades including folding fin assembly that allows RPG to be loaded into simulated launcher.

2.17. Small Assault Squad Kit: The Small Assault Squad Kit contains an exact inert replica of the following items: 2 each AK-47 w/Folding Stock made of 100% metal/wood, working actions and magazines are removable; 1 each AK-47 w/Solid Stock made of

100% metal/wood, working actions and magazines are removable; 1 each RPD Machine

Gun made with steel framed durable resin is 100% visually accurate; and 2 each Suicide

Vests w/siren penalty which are set for pressure activation.

2.18. Small Fire Support Kit: The Small Fire Support Kit contains an exact inert replica of the following items: 1 each AK-47 w/Solid Stock made of 100% metal/wood, working actions, and removable magazines; 1 each SVD Dragunov sniper rifle made with steel framed durable resin and 100% visually accurate; 1 each RPD Machine Gun made with steel framed durable resin and 100% visually accurate; 1 each RPK Machine Gun made with steel framed durable resin and 100% visually accurate; 1 each PKM Machine Gun made with steel framed durable resin and 100% visually accurate; and 2 each Suicide

Vests w/siren penalty which are set for pressure activation.

2.19. Large Weapon Assault Kit: Kit contains an exact inert replica of the following items: 3 each AK-47 w/Folding Stock made of 100% metal/wood, working actions, and removable magazines; 3 each AK-47 w/Solid Stock made of 100% metal/wood, working actions, and removable magazines; 1 each RPG Launcher kit which includes 1 each inert RPG-7 launcher and 1 each inert PG-7 round; 2 each SVD, Dragunov sniper rifles made with steel framed durable resin and 100% visually accurate; 3 each RPD Machine Guns made with steel framed durable resin and 100% visually accurate; 1 each RPK Machine Gun made with steel framed durable resin and 100% visually accurate; 2 each PKM Machine

2.25. Replica Landmine Training Kit w/Case: Each kit includes: 1 each TC-6 Anti-Tank

2.26. Functional A.P. Landmine Training Kit with Penalty Box: Each kit includes inert AP landmines with all functional features, realistic pressure switches, 1 each PMA-2; 1 each

VS-50; 1 each P2-MK2; 1 each PMN-2; 1 each Penalty Box; 1 each OZM-72 mine, 1 each 50' Extension Wire and 9V battery leads. Each training aid is made of heavy duty solid cast resin. Kit includes a heavy-duty storage/transport case capable of storing all kit contents. Each training aid is capable of integrating into a Penalty Box. The Penalty Box includes a siren and LED lights to indicate arming/trigger status.

2.27. Platoon Level Functional IED Training Kit: Each modular kit is designed to support

Platoon level IED training, when training lanes and ranges are occupied or unavailable.

The kit includes a modular penalty box unit capable of monitoring all switches contained in the kit as well as other Normally Open, Normally Closed switches created by the end user and include a siren. The Penalty Box includes the following features: Automatic 30 second safe separation (arming delay); ability to automatically detect whether a switch is normally open or normally closed; a penalty siren and LED lights that activate for 30 seconds when penalty box is initiated; and an Automatic Circuit Reset. The Kit includes: 1 each low metal content pressure plate; 1 each mousetrap tripwire; 1 each remote key fob;

1 each anti-movement switch; 1 each Trembler (vibratory) Switch; 1 each Digital Timer

Switch; 1 each photocell switch; 1 each passive infrared (PIR) Motion Sensor; 1 each

Commercial Pressure Mat; 1 each Replica 122mm Russian Artillery Projectile; 1 each

Replica 82mm Chinese Mortar Round; 1 each Simulated Grapeshot IED; 1 each

2.28. Grenade Training Kit w/Case: Each kit includes (1) RG-42, (1) RDG-5, (1) F-1 Frag

Grenade, (1) M-67 Frag Grenade, (1) Mk2 Frag Grenade, (1) RKG-3 (Anti-Armor

Grenade), (1) M34 White Phosphorus Grenade, (1) M18 Smoke Grenade, (1) M25A2 CS

Gas Grenade, (1) ABC-M7A2 CS Gas Grenade, (1) AN-M14 Incendiary Grenade. Kit includes a heavy-duty storage/transport case capable of storing all kit contents.

2.29. Disposable 12 Gram CO2 Cartridge - Case of 300: Disposable CO2 cartridge.

2.30. CO2 Cartridge training Landmines- Personnel and vehicle size landmines that are actuated by pressure triggers and use CO2 to make an audible noise. Devices should not produce fragmentation or require a battery power source.

2.31. Special FX powder - White - Case of 12: White FX Powder (Cool Smoke) used to simulate the visual cloud effect of an explosion. Powder should be made of non-toxic environmentally friendly ground Talc powder and contain no explosive hazards

2.32. RHINOS for MRAP: a surrogate (non-functioning) RHINO with no electrical connections to the vehicle. This RINO looks identical to the anti-PIR “RHINO”, but lacks all internal components. Accessories may vary depending upon vehicle type. The VIIEDS is designed to familiarize deploying personnel with the challenges of operating a vehicle with a RHINO system installed.

2.33. RHINOS for HMMWV: a surrogate (non-functioning) RHINO with no electrical connections to the vehicle. The VIIEDS looks identical to the anti-PIR “RHINO”, but lacks all internal components. Accessories may vary depending upon vehicle type. The

VIIEDS is designed to familiarize deploying personnel with the challenges of operating a vehicle with a RHINO system installed.

2.34. CITMV10: The Remote Controlled Vehicle Immobilization device contains a power supply, audio amplifier, speakers and incorporates the following: engine shut off/kill module, an audio module allowing the use of MP3 tracks provided by the instructors and the ability to produce a non-toxic fog inside the vehicle providing a more realistic training environment.

2.35. ARIMSV10: The Advanced Remote Initiation Management System (ARIMS) combines the vehicle and scenario control capabilities of the CITM with the remote management and long range initiation capabilities of the RIMS. This configuration allows an operator to control three vehicles and up to six training enhancement systems with a single remote control.

2.36. RIMSV10: The Remote Initiation Management System (RIMS)™ is a long range transmitter/receiver system that allows an operator to control up to six separate devices from a single remote control. The system consists of two Initiation Point Boxes (IPB’s) and an Advanced Remote Control. Each IPB has three independently controlled firing points. Each firing point can be connected to any training enhancement system (IE Blast

Simulator, Small Arms Simulator, etc.).

2.37. Military Machine Gun Sim Kits: This small arms simulator provides realistic audio and visual machine gun simulation (120+ Decibels) for training involving incoming small arms fire. The system can be easily broken down and stored in a convenient hardened case

(provided). The system is portable, water resistant and self-contained.

Note: Includes interchangeable barrels and adjustable fire rates allow the X-CAL

Machine Gun Simulator to simulate 5.56, 7.62, and .50 cal weapons. Manual trigger cable and ability to be fired remotely.

2.38. AK 47/74 machine gun Backpack Sim Kit: This small arms simulator provides realistic audio and visual machine gun simulation (120+ Decibels) for training involving incoming small arms fire. The system can be easily broken down and stored in a case. The system is portable, water resistant and self-contained (power source and fuels).

2.39. Wiring Harness for HMMWV: Harness allows for easy installment of a remote “kill switch” device to simulate loss of power to vehicle. This harness allows for the ability to quickly move simulator from one vehicle to another.

2.40. IED Monitor Kit: IED Monitoring System, specially designed to simulate blasting cap or “brain box” in a training IED. This system allows users to use electrically functional

IED Training Aids that are 100% visually accurate. User needs to be able to build an electrically functional circuit and place the training cap/brain-box where an electric blasting cap or firing signal receiver would normally go. The initiator sends a signal to a receiver that either shows device imitation or activates a blast simulator. When a signal is received, the wireless cap will activate the appropriate output plug. The outputs on the cap should send a signal that can fire any type of monitoring system currently on the market including strobes, sirens, electric matches, Non-Pyrotechnic C02 Battlefield effects, Propane/Oxygen Blast Simulators, Flash Effect Simulators and many other monitoring systems that can receive initiation signal Monitor System. Kit should include 5 ea caps or brain box devices and have an all-weather storage case

2.41. Handheld Transmitter to be utilized with Blast simulators: transmitter provides a rugged housing and an intuitive interface for controlling multiple Explosive Simulators.

Ten LEDs are each dedicated to a Simulator and continuously indicate not only the communications status of the unit but its Armed/Disarmed/Firing state as well. A single operator can control and monitor an entire training range of several acres from one location. Utilizes the 915MHz, 1,000m+ range. Compatible with all current Blast

Simulators in inventory and Controls up to ten simulators simultaneously.

2.42. Siren Accessory: Utilizes a high intensity siren that adds confusion and the "ringing ear" effect to inhibit communications in an enclosed area such as a vehicle. Each siren plugs directly into HMMWV wiring harness and is compatible with smoke/strobe devices.

2.43. LED Strobe Light Accessory: The Strobe Light Accessory is compatible with Siren accessory and utilizes state of the art high intensity LEDs. The strobe light reflects light off the smoke dispensed by other training devices to induce additional confusion and stress during a simulated IED vehicle strike. The strobe light needs the ability to plug directly into smoke generating devices and come with stand-alone power supply, and work in conjunction with other smoke producing devices remotely, and is weather resistant.

2.44. Extended Signal Repeater: For use in remote training locations to allow for signal boost/network signal to be used for remote controlled training devices. The system incorporates high capacity batteries to allow operators to charge up to 3ea power systems simultaneously from "LOW" power to 100% without the need for local power and is capable of deployment to remote locations on sites with large mission areas and act as a signal repeater. The system would incorporate a large battery capacity allowing the repeater to be deployed for 30 days without needing to be charged. It is able to retransmit signals from all components of a training area.

2.45. Fire Randomizer Accessory: The Fire Randomizer Accessory is compatible with pyrotechnic Military Machine Gun Simulator and other blast simulator products. The randomizer receives the fire signal from the trigger/sensor and then sends a random burst or fire signal to the Military Machine Gun Simulator for a set amount of time. Operators are capable of selecting different burst intensities (short/intermittent bursts or

Heavy/Nearly continuous Bursts) and different activation lengths (5 seconds to 60 seconds). The randomizer also incorporates the option for a delay between randomizer activation and machine gun simulator initiation.

2.46. Signal Repeater: Signal Repeater is a small version of the extended signal repeater and is compatible with existing training products. The repeater does not have the charging or extended deployment capabilities of the larger system. The repeater is much smaller in size making it easier to deploy and conceal. It maintains the signal repeating capabilities of the extended deployment repeater and covers a large operation area. It is quickly and easily taken down. It is capable of repeating the signals of any components within the training area.

2.47. Area/Room Monitoring Module: When initiated, the module produces an explosion sound effect and emits a large volume of safe smoke. A single system monitors multiple triggers. Operators are able to use triggers available commercially off the shelf or triggers operators build onsite with remote simulation caps or brain boxes. The system is compatible with siren and LED strobe accessories as well.

2.48. Portable HME Lab Kit: Each kit is completely inert and non-hazardous and includes each of the following: 2 each pairs of Chemical Resistant Gloves (13 mil and Size 8); 1 each knee boots (size 12); 1 each premium cast iron corn grinder for wheat and grains; 1 each small personal fridge; 1 each inert hydrochloric acid 55 gallon chemical drum (sealed and empty); 1 each lab ware equipment package (basic); 1 each half mask respiratory body (size large); 2 each goggles (economy direct vent); 5 each two gallon jugs; 2 each 4-liter amber glass bottles; 3 each 1-liter sterile water; 2 each artificial ice cubes (12 piece, 1”, clear); 1 each pressure cooker; 1 each copper tubing ¼ inch; 1 each electric countertop range; 2 each aluminum powder (500g); 2 each hydrogen peroxide 16 oz bottles; 1 each citric acid (5 lb); 1 each confectioners sugar (1 lb); 1 each cookie sheet 17” x 11”; 1 each cookie sheet 15” x 10”; 1 each cookie sheet 13” x 9”; 1 each package of coffee filters; 1 each mason jar (case of 9 ); 5 each inert urea nitrate bags; 2 each acetone (1 quart); 1 each camp stove fuel tablets (hexamine); 5 boxes of 100 count (minimum) matches; 4 each middle eastern jugs; and 3 each heavy-duty storage/transport cases capable of storing all kit contents.

2.49. Command IED Training Kit: Kit Includes: (1) DTMF Device IED switch with 2-way radios, (2) Motorcycle alarm IED switches with key FOB, (2) Command wire IED switches with rocker switches, (2) Command pull IED switches. Training aids are electrically functional and explosively inert. Circuits are compatible with wireless signal blasting caps to allow integration into existing training systems

2.50. Timed IED Training Kit: Kit Includes: (2) Mechanical clock initiators and (2) Digital timer initiators. Training aids are electrically functional and explosively inert. Circuits are compatible with wireless signal blasting caps to allow integration into existing training systems.

2.51. Victim Operated IED Training Kit: Kit Includes: (2) Tripwire Initiators, (2) Anti-tamper push/pull initiators, (2) Pressure plate initiators. Training aids are electrically functional and explosively inert. Circuits are compatible with wireless signal blasting caps to allow integration into existing training systems.

2.52. Men Arab Apparel - Disha Dasha, Egal, Smagh: Includes: Disha Dasha, pajama pants, prayer hats, and head scarves; all in multiple sizes

2.53. Women Arab Apparel - Abaya, Burqa, Hijab: Includes: Abaya, Burqa and Hijab or similar; all in multiple sizes.

2.54. Bike Shop Set Design: The set design includes: 1 each bike rack; 1 each work bench;

assorted bikes and parts.

2.55. Clothing Vendor Shop Set Design: The set design includes: 2 each clothing bins with a minimum of 20 items per bin wired securely to the bin and a minimum of 8 hanging items. All clothing items consistent with Middle Eastern clothing.

2.56. Electronics Store Set Design: The set design includes: 2 each display tables: 35 each assorted electronic devices such as VCR’s, TVs and or radios. Gives appearance of an actual store front set up for use by the local populace.

2.57. Garage/Auto Parts/Tire Shop Set Design: The set design includes: 2 each gas pump replicas with gas hoses; 1 each work bench; and 10 assorted tires.

2.58. Restaurant Set Design: The set design includes: 4 each four person tables; 12 each chairs; 4 each tea sets; 1 each side table; and assorted restaurant items i.e. utensils, plates and salt and pepper shakers. All tabled are secured to the table to prevent unauthorized removal.

2.59. Rug Shop Set Design: The set design includes: 5 each 4’ X 6’ large rugs; 5 each 2’ X 8’ medium rugs; and 5 each 2’ X 3’ small rugs. The rugs are of Middle Eastern design.

2.60. Bakery Set Design: The set design includes: 2 each wooden stands with an assortment of faux (plastic or similar) bread products.

2.61. Butcher Shop Set Design: The set design includes the following number and type of faux meat products: 6 each steaks; 1 each cow head; 1 each goat head; 2 each beef legs; 2 each pieces of beef; 1 each meat rack; and 1 each butcher block.

2.62. Fruit Stand Set Design: The set design includes: 3 each fruit carts with 3 bays and an assortment of faux fruit that cannot be removed from the bays.

2.63. Grain/Spice Store Set Design: The set design includes: 16 each large bags of various types of grains and spices.

2.64. Kabob Vendor Set Design: The set design includes: 1 each grill; 20 each skewers with faux meat; 1 each side tray; 1 each side table; and a minimum of 4 sets of eating utensils.

2.65. Vegetable Stand Set Design: The set design includes: 3 each carts with 3 bays and an appropriate assortment of faux vegetables that cannot be removed from the bays.

2.66. 2.85. Inert UAS "Bomblet" Ordnance Training Kit: Inert UAS Ordnance Training Kit consisting of (20ea) UAS loaded inert bomblets that are based on various ISIS 40mm bomblet designs. Bomblets must be visually accurate training aids and be capable of being dispensed from a servo powered UAS “dropper” system.

2.86. M4 5.56mm UTM Conversion Kit: Conversion Kit designed to prevent the discharge of traditional 5.56mm/.223 “live” ammunition (5.56 NATO, 5.56 x 45mm, and .223

Remington). Fail-Safe shall be achieved by utilizing an offset firing pin design, which will only work with the rim fire primer used in the UTM Cartridge, but not with a “live” center fire cartridge. In the event a 5.56mm “live” cartridge is chambered, and the trigger is pulled, the Conversions offset firing pin must strike outside the primer pocket of the

5.56mm “live” round making it impossible to detonate the “live” cartridge in the UTM converted weapon. UTM conversions must provide users with the feel and function of

“live” ammunition and be easy to install, requiring a simple exchange of the manufacturer’s Bolt and Carrier Assembly.

2.87. M9 UTM Conversion Kit: M9 UTM Conversion Kit has a unique chamber profile that will not allow “Live/Lethal” Ammunition to completely chamber therefore holding the weapon out of battery, making the weapon inoperative. The conversion must be slotted on the side, to allow the brass case of a live round to rupture in a controlled manner, dispersing gases and unburnt powder through the ejection port if all safety protocols are not followed or a round is distorted/forced into the conversion. The conversion must also provide live round lock-out for commonly used ammunition in the Law Enforcement and

Military communities with the remaining portion of uncommon rounds being dispelled with the gas dispersal safety feature to reduce incident potential.
