STATEMENT OF NEED
FOR
CAFB EVENT CENTER AUDIO/VISUAL SYSTEM EQUIPMENT
20 JUNE 2023
The statement of need (SON) defines the scope of equipment specification to provide a need for the renovation of the audio/video system of the Columbus Event Center. This project directly supports a variety of functions under the 14th Force Support Squadron.
The goal is to update the antiquated and malfunctioning audio visual system that is currently in the Columbus Event Center. With this upgrade, the Columbus Event Center will be able to create a theater atmosphere for the personnel that uses it and will improve on the quality of life on base.
Events such as graduations, town halls, movie nights, and more will run smoothly with this new audio visual upgrade.
This purchase and installation will allow the Columbus Event Center to host a plethora of unique events, while also still allowing classified briefings to be held due to the wired configuration of audio visual system.
PRODUCTS / TECHNICAL
1. New System Components and Functionality
1.1. Main Ballroom
1.1.1 Visual – One (1) LED Laser projector with lens and ceiling mount. This projector will provide the capabilities to show informational material during events and meetings.
Specification – 16,000 Lumens
1.1.2 Audio – Two (2) 15” two-way speaker in front corners of ballroom. This speaker will be used to project sound through the room via microphone or video.
Specification –
1.1.3 Microphones – Two (2) Digital wireless microphones. These microphones will be utilized by speakers during events and functions.
1.1.4 Headsets – Two (2) Ear set head worn microphones. These microphones will be used by speakers during events and functions.
1.1.5 Control Screen – One (1) Touch control screen. The control screen will be used to control the system throughout the building.
1.2. Dedalian
1.1.6 One (1) smart screen. This screen will be able to be used for meetings needing presentation capabilities and will also be able to connect to main ballroom visual control to mirror visual source.
1.3 Foyer
1.3.1 Two (2) smart screens. These screens will be used to display advertisements, seating charts, and other information and will also need the ability to connect to main ballroom visual control to mirror visual source if needed.
1.4 Video System – Projection and Display
1.4.1 One (1) Laser diode projector will be suspended from the ceiling and imaged onto an owner furnished fixed frame projection screen Specification – Laser 3-chip DLP, Brightness12000 lumens, Contrast 20,000:1 (full on/full off, in Dynamic Contrast 3 mode), Resolution 1,920 x 1,200 pixels (Input signals that exceed this resolution will be converted to 1,920 x 1,200 pixels.), Lamp 3-Chip DLP Laser, DLP chip panel size 24.4 mm (0.96 inches) diagonal (16:10 aspect ratio), Display method DLP™ chip x 3 (R, G, B), DLP™ projection system, Pixels 2,304,000 (1,920 x 1,200) x 3, total of 6,912,000 pixels, Light source Laser Diode (Laser class: Class 1) Luminance life for set: 20,000 hours at half luminance (normal)/ 24,000 hours at half luminance (Eco) Temperature: 35°C (95°F), Altitude 700m (22ft 12in), Dust: 0.15mg/m³ 43,800 hours at constant luminance (Longlife1) 61,320 hours at constant luminance (Longlife2) 87,600 hours at constant luminance (Longlife3), Center-to-corner uniformity 90%, Optical axis shift | Vertical ±55% (±44% with the ET-D75LE6), (+73-78% with the ET-D75LE90) from center of screen, powered, Optical axis shift | Horizontal ±20% (±15% with the ET-D75LE6), (±6% with the ET-D75LE90), from center of screen, powered, noise 43 dB, Dimensions (W x H x D) 22-3/4 x 12-23/32 x 29-1/8 inches. (Requires 1.3 -1.7:1 zoom lens and ceiling mount adaptor sold separately)
1.4.2 One (1) new 22” preview monitor will be installed on “lay-back” stand on the new AV control console. This monitor will allow preview of sources prior to display on the projection system.

1.4.3 One (1) new 22” PC monitor will be installed on a “lay-back” stand on the new AV control console. This monitor will be paired with a dedicated owner-furnished PC.

1.5 Video System – Sources and Switching
1.5.1 Two (2) HDMI inputs will be installed (1 ea.) in the existing lecterns.
Specification – Single gang black anodized wall plate
1.5.2 Two (2) HDMI inputs will be available at the new AV control console for connection of a dedicated PC and/or portable laptop computers.

1.5.3 One (1) 8x2 presentation video switcher/router supporting the following functions: Selection of sources with smooth (fade-thru-black) transitions for display on projection screen, Preview of sources (prior to routing them on projection screen) on the 22” monitor referenced above, Logo store/recall for display during transitions or when other sources are not available.
Specification – Provide an 8x2 scaling presentation matrix switcher that shall support up to eight inputs and two outputs for matrix switching of DisplayPort and HDMI sources, plus additional support for signal extension over shielded CAT6 cable
a. Rack-mountable scaler and switcher for DisplayPort and HDMI video sources and associated digital and analog audio
i. Video Input Requirements
1. Provide video input connections
a. One (1) DisplayPort supporting DisplayPort SST - Single Stream Transport data rates up to 21.6 Gbps
b. Five (5) HDMI supporting HDMI specifications including 4K/60 Deep Color, data rates up to 18 Gbps, and HD lossless audio formats
c. Two (2) RJ-45 for DTP2 twisted pair
2. Provide automatic detection of input video parameters
a. Determine total pixels, active pixels, active lines, H/V starting points, H/V image positions, H/V image sizes, and video clock phase
b. The user may selectively enable to disable automatic detection for each input
3. Provide image adjustments for brightness, contrast, color, tint, detail, H/V positioning, and sizing
4. Provide storage and recall of video parameters and picture settings
a. Automatic memories for each video input
1. Save video settings and picture adjustments without user intervention
2. Automatically recall settings when the same video rate is encountered
3. The user may selectively enable or disable automatic memories
b. Manual user presets
1. Save picture adjustments
2. User presets may be saved and recalled using front panel controls
3. User presets may be saved and recalled electronically via Ethernet, RS-232 or USB connection
c. Manual input presets
1. Save video settings and picture adjustments
2. Input presets may be saved and recalled electronically via Ethernet, RS-232 or USB connection
5. Provide automatic 3:2 and 2:2 pulldown detection
ii. Video Output Requirements
1. Provide one (1) HDMI for loop-through without video scaling, selectable for any video input.
2. Provide video output connections
a. One (1) HDMI unscaled output
b. One (1) RJ-45 for DTP2 twisted pair scaled output
3. Provide a range of selectable video output rates from 640x480 to 4096x2160 @ 60 Hz
4. Support custom user-defined output resolutions via EDID management
5. Provide image scaling and video format conversion with 30-bit precision and 4:4:4 chroma sampling
6. Provide motion adaptive deinterlacing for signals up to 1080i
7. Provide aspect ratio control
a. When in FILL mode, the video image shall always fill the output screen without letterbox or pillarbox
b. When in FOLLOW mode, the video image on the output screen shall always preserve the aspect ratio of the input signals without distortion
8. Provide internal test patterns for calibration and setup
9. Support image freeze via Ethernet, RS-232 or USB connection
10. Support upload and placement of a custom logo graphic at any position on the video output
a. Support logo placement as a foreground image
b. Shall support uploading logo graphics in BMP, JPG, PNG, GIF, or TIFF format
c. Shall support displaying full screen images up to
4096x2160 resolution
d. Shall support up to 16 logo presets
e. Shall support keying with selectable effects including transparency, color key, level key, and alpha key
11. Support automatic muting of video and sync output when no video input signal is present
a. Provide a choice to generate a blue screen or a black screen before disabling sync
b. Provide a configurable timeout period before disabling sync
c. The user may selectively enable or disable automatic muting of sync output
12. Provide a low power standby state selectable via Ethernet, RS-
232 or USB
13. Support the connection of DVI displays that do not recognize
HDMI-specific formats
a. Automatically enable or disable embedded TMDS audio and Info Frames
b. Automatically set the correct color space
14. Support selection of output color space as RGB or component video
iii. Switching Requirements
1. Provide configurable automatic switching modes between input sources
a. Last connected: always switch to the last active connected input
b. Configurable priority: switching priority may be assigned arbitrarily for any combination of the inputs
2. Provide selectable transition effects when switching inputs
a. Seamless Cut: video output shall freeze, then cut to the newly selected input source
b. Seamless Fade: video output shall freeze, then fade into the newly selected input source
c. Cut through black: video output shall cut to black, then cut to the newly selected input source
d. Fade through black: video output shall fade to black, then fade into the newly selected input source
e. Accompanying audio shall ramp down, then ramp up to match the transition effect
iv. EDID Requirements
1. Provide automatic EDID management between connected devices
a. Provide a set of pre-stored EDID files
b. Support capture of EDID from any connected display
c. Support user uploading of custom-generated EDID files
d. Support assignment of any pre-stored, captured, or custom uploaded EDID file to any input connection
v. HDCP Requirements
1. The unit shall be HDCP 2.3 compliant
a. Provide authentication and maintain continuous verification of HDCP key exchange with connected sink devices
b. Provide authentication and maintain continuous verification of HDCP key exchange with connected source devices
c. Provide the option to disable HDCP processing at video inputs 2 through 8 when passing unencrypted content
d. Provide selectable, human-readable visual confirmation of HDCP compliance when encrypted content is routed to a non-HDCP compliant display
1. When enabled, the video output shall be a solid green color and an on-screen message stating “HDCP CONTENT” shall be displayed
2. When enabled, the option shall be provided to display a user-provided image in place of the green video output
3. When disabled, the output shall be muted
2. Provide real-time verification of HDCP status for each video input and output
a. Directly readable on front panel LEDs
b. Electronically accessible over Ethernet, RS-232 or USB connection
vi. DTP2 Twisted pair requirements
1. Provide signal transmission distance capability of 330 feet (100 meters) for all supported video resolutions using a shielded CAT6 cable
2. Support video, audio, RS-232, IR, and power transmission over a single shielded CAT6 cable
3. Shall be compatible with CAT6 shielded twisted pair cable, and Extron XTP DTP 24 shielded twisted pair cable
4. Support computer and video resolutions up to 3840x2160/60 at 4:4:4 chroma sampling
5. Support stereo audio pass-through signals
6. Shall actively buffer DDC channels
7. Shall be configurable for compatibility with
a. Extron DTP inputs
b. Extron DTP2 inputs
c. Extron XTP matrix switcher inputs
d. HDBaseT inputs
8. Provide power to remote DTP or DTP2 endpoint connected over the shielded CAT6 cable
vii. Audio Requirements
1. Provide audio input connections
a. One (1) DisplayPort, embedded
b. Five (5) HDMI, embedded
c. Two (2) 5-pole 3.5 mm captive screw, balanced/unbalanced line level analog stereo
d. Two (2) 3-pole 3.5 mm captive screw, balanced/unbalanced mic/line level with +48 volt phantom power
2. Provide audio output connections
a. Two (2) 5-pole 3.5 mm captive screw, with output level control and configurable for balanced/unbalanced, analog stereo or dual mono
b. One (1) HDMI, embedded and with output level control for two-channel PCM
c. One (1) RJ-45 for DTP2 twisted pair transmitting both:
1. Embedded digital audio
2. Pass-through stereo audio
3. Support embedding of the analog audio input signal on the HDMI and DTP2 outputs
4. Support extraction of two-channel PCM embedded audio signals to analog audio outputs, or pass bitstream audio to the HDMI and DTP2 outputs
5. Provide the capability for all video inputs to share a common analog audio input
6. Provide a delay in the audio output to match the corresponding video processing delay
7. Provide gain and attenuation adjustments for analog input audio
8. Support individual muting of the analog stereo or embedded digital audio outputs
viii. DSP Requirements
1. Provide digital audio processing tools including gain, mixing, parametric EQ, filtering, dynamics, and ducking
2. Provide adjustable, automatic ducking of program audio when a signal is detected on microphone inputs
3. Provide DSP configuration and parameter adjustments through the product configuration software
4. Provide real-time level meters for inputs and outputs in the product configuration software
5. Provide live DSP parameter adjustments while they are heard or metered in real-time
6. Provide user presets for saving and recalling DSP parameters
7. Support storage and playback of up to 16 audio files at any audio output.
ix. Control/remote - RS-232 and IR Pass-Through Over Shielded CAT6
Requirements
1. Provide connections for AV device control
a. One (1) 3-pole 3.5 mm captive screw: IR pass-through to a DTP twisted pair receiver
b. Support Ethernet insertion of RS-232 signals for transmission to a DTP endpoint
2. Support RS-232 and IR transmission over shielded CAT6 up to 330 feet (100 meters)
x. Control/remote – Presentation Switcher Requirements
1. Provide control connections
a. One (1) RJ-45: 10/100/1000Base-T Ethernet
b. One (1) 3-pole 3.5 mm captive screw: RS-232
c. One (1) Mini USB-B: USB 2.0
2. Provide alternatives for configuration and operation
a. On-screen menus navigated using front panel controls
b. Product configuration software connected via Ethernet, USB, or RS-232
c. Serial commands sent over Ethernet, RS-232 or USB connection
3. Support disabling of front panel controls to prevent inadvertent or unauthorized changes to configuration settings
4. Support triggering of standard CEC commands at main HDMI and DTP2 outputs
xi. General Requirements
1. Enclosure shall be rack-mountable, full rack width, and 1RU in height
2. Shall be equipped with an internal 100-240 VAC, 50/60 Hz universal power supply
3. Shall meet regulatory compliances
a. Shall meet safety compliances under CE, c-UL, and UL
b. Shall meet EMI/EMC compliances under CE, C-tick, FCC Class A, ICES, and VCCI
c. Shall comply with appropriate requirements of RoHS and WEEE
1.6 Control System – Touch Panel
1.6.1 One (1) 10” AV system control touch panel – QSC TSC-101-G3 will be placed on the new AV control console. See section 2 “Operational Workflow” below for programming specifics.
Specification – Display type Projective capacitive (PCAP) multi-touch technology, high-resolution 24-bit color display, Panel dimensions (WHD)
9.97 x 6.24 x 1.54 in, Resolution 1920 x 1200 px, Aspect ratio 16:10, Contrast ratio 800:1, Brightness 380 Nits, Customizable LED status indicators, Panel orientation Landscape / portrait, Ambient light sensor, Proximity detection (wake on approach), LAN (1x RJ45) 1 Gbps USB 3.1 (1x Type-C), Power over Ethernet PoE+ Class 4, (Requires table top stand accessory)
1.7 Control Console & Other Hardware
1.7.1 One (1) custom control console will be placed on the 1st floor right rear of the auditorium control room. The exact placement of this console is TBD. The console features the following:
1.7.1.1 Lockable “Roll-top” cover, allowing the work-surface to be secured when not in use. The following items will be placed on the work-surface:
1.7.1.1.1 Preview and PC Monitors on “lay-back” mounts, allowing them to be laid flat when roll-top is lowered.
1.7.1.1.2 10” AV Control touch panel
1.7.1.1.3 Optional – USAF-furnished computer and/or keyboard & mouse for PC.
1.7.1.2 Lockable AV rack space for mounting of the following:
1.7.1.2.1 CD Player
1.7.1.2.2 Audio Digital Signal Processor
1.7.1.2.3 Video Switcher
1.7.1.2.4 Owner-furnished PC
Specification – Finish Wood Veneer Natural Maple, Euro-Hinged Quick Access Door w/ Lock (1-Finger Pull), Rack Mount, 13 RU Space, MD48 Removable Work Surface, Leveling glides (set), Vented Slots, Cable Port Outlet - Work surface, Roll
Top, Solid Wood Tambour - Natural Maple, Rear Rack Mount, 11 space, 4” Cooling Fan.
1.7.2 Two (2) new floor boxes that match the make/model of the existing worn/distressed floor boxes. New connector panels will be provided to match the new system input/output configuration.
Specification – Color Black, Dimensions (H x W x D inches) 4.625 x 10.5 x 10.5, slant panel places connectors upright, connectivity is protected by Pocket lid, 3/8” cable way slot, cable block, Welded steel construction support loads tested to 750 lbs, Hinged lids can be removed when installing the pocket to provide additional panel installation clearance. Isolated connectors mounted in the panels provide optimum accessibility for termination and offer correct indexing for lid clearance when in use.
1.7.3 AC power surge protection and filtration will be installed to protect the new
AV system equipment.
2. Operational Workflow
2.1. The AV system will be fully operated from AV control console room indicated on drawing. The primary point of control will be the 10” AV control touch panel. The touch panel will be programmed with the following functions:
2.1.1. Power on/off for entire system
2.1.2. System mode selection (Cinema vs. Presentation a/o Classified)
2.1.3. Volume/mute controls for all audio sources
2.1.4. Volume/mute controls for overall system volume
2.1.5. Discrete volume/mute controls for ballroom speaker
2.1.6. Discrete projector power on/off and mute (shutter) controls
2.1.7. Selection of preview video source (to be shown on 22” monitor)
2.1.8. Selection of main projection video source
2.1.2 The CD player will be operated using the built-in controls and/or included handheld remote.
3. Work by Others
3.1 The following items / tasks will be provided by USAF prior to the start date:
3.1.1 Viewing window installed in AV room, on wall facing stage
3.1.2 Cypher lock installed on AV room door.
3.1.3 One (1) 120V AC, 20amp circuit at new AV control position
3.1.4 Wall patch/paint at cinema surround-sound speaker locations
3.1.5 New ceiling tiles (as required) to accommodate new ceiling speakers
3.1.6 Disposal or reallocation of existing AV equipment slated for removal
4. Repair, Replacement, and Installation
4.1 Standard Warranty: Provide a materials and workmanship warranty for all work for not less than one year from time of total project acceptance by the government.
4.2 The contractor shall provide all personnel equipment such as ladders or lifts that will be needed along with tools, parts, materials, supervision, transportation, work/repair areas and other items and services necessary to service the audio / video equipment.
4.3 The period of performance for this requirement is thirty (30) calendar days.
4.4 Items described herein are to be installed and configured by the contractor, unless specifically indicated otherwise.
