Single Source Justification Summary
This is a Single Source Justification document for a federal service contract issued by the Department of Veterans Affairs (VA), VISN 07, Ralph H. Johnson Medical Center in Charleston, South Carolina. The acquisition seeks maintenance and repair services for a Spectrum Medical Quantum (Mr. Frosty) Heater/Cooler System. The contract is structured with a base year running from August 13, 2026 through August 12, 2027 at $23,656.29, followed by four optional renewal years at identical annual amounts, bringing the total contract value to $118,281.45 over the five-year period.
The justification for single-source procurement is based on Spectrum Medical Inc.'s status as the sole producer, vendor, and distributor of the Quantum equipment. The equipment is proprietary and requires services to be performed exclusively by Spectrum personnel due to regulatory compliance and intellectual property restrictions. Market research conducted through VA's VetCert database, industry sources, and direct vendor outreach confirmed that no alternative viable vendors exist capable of providing the required maintenance services. The Contracting Officer has certified approval in accordance with FAR 13.106-1(b) for this single-source award, which falls within the simplified acquisition threshold and exceeds the micro-purchase threshold.
