About this file

This is a Single Source Justification form for the Department of Veterans Affairs under Simplified Acquisition Procedures. The VA's Salisbury Health Care System is requesting vestibular testing equipment to help diagnose veterans with symptoms of dizziness, vertigo, or balance issues by testing the inner ear. The acquisition is being prepared by Network Contracting Office 6 in Hampton, VA on behalf of the Salisbury VAHCS, with Purchase Request number 659-25-3-048-0214 and Acquisition Plan Action ID 36C246-25-AP-4847.

Despite being titled as a single source justification, the document contains contradictory information. While it initially describes this as a brand name justification needed to maintain standardization across multiple VA sites (Salisbury VAMC, Charlotte HCC, and Kernersville HCC) where staff travel between locations, the market research section states that multiple sources were identified and the acquisition will be pursued under full and open competition. The estimated amount is not specified in the document. The contracting officer has certified the purchase under FAR 13.106-1(b) for acquisitions over the micro-purchase threshold but not exceeding the Simplified Acquisition Threshold of $250,000.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

This is a brand name justification. This equipment serves as replacements for two of the current systems utilized within the Salisbury VAHCS. It is imperative that standardization is maintained throughout all sites, Salisbury VAMC, Charlotte HCC, and Kernersville HCC, as staff travel between sites to provide patient care. This ensures that staff have required competencies for utilizing the equipment and the associated software and reduces the complexities associated with sourcing and managing different supplies for multiple brands. These factors collectively contribute to optimal operational efficiency, cost-effectiveness, and high-quality patient care. Multiple sources were identified that can provide the required equipment.

4. Description of market research conducted and results or statement why it was not conducted:

Unique Vendor Capability: Searched SAC, NAC, FPDS, DSBS and GSA. Mulitple sources were identified that can provide the required equipment on the open market. This acquisiton will be pursued under full and open competition.
