About this file
This single source justification document outlines the need to procure fifty-five KaVo brand dental handpieces from a single source to maintain compatibility with existing equipment at the Washington DC VA Medical Center. The dental handpieces required include various KaVo model slow speed handpiece heads and motors that utilize fused glass rods for sterilization compatibility. Only KaVo brand products will ensure interoperability with the facility's current KaVo handpieces, hand tools, and equipment. Market research found no other viable contracts for these dental handpieces, which are covered under an existing ECAT contract. The justification certifies the single source procurement is in accordance with FAR 13 and is necessary to prevent compatibility issues, unnecessary costs and processes, and potential safety risks from inconsistent sterilization.

DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: KAVO Dental Handpieces
1. Contracting Activity: Department of Veterans Affairs, Network Contract Office 5, Perry Point MD VA Medical Center located at 101B Boiler House Road Perry Point, MD. 21902 in support of VISN 5, VA Health Care System at the Washington DC VA Medical Center 50 Irving Street NW. Washington, DC.
20422 for the dental department. 2237 Funding:
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: This requirement is for the purchase of fifty-five (55) each of the following: Kavo hp INTRAflex LUX2 SHANK 2320LN (Part# 0.535.6180), Kavo hp INTRAflex LUX2 SHANK 2307LN (Part # 0.535.6190), Kavo hp INTRA Head L67 (Part # 1.008.1832), Kavo L80 FG Low Speed head (Part# 1.004.4456), and Kavo hp MASTERmatic LUX M10L (Part# 1.009.3570). The products shall be the KaVo specific products to ensure compatibility with the facility’s dental handpiece equipment. The handpieces shall be slow speed and use fused glass rods (not fiber bundles) so as to not degrade during the sterilization process. The estimated value of this proposed action is $ .
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The requirement is for KaVo handpieces for the dental service at the Washington DC VA Medical Center. Only the products of KaVo will meet the Government’s requirements. KaVo handpieces are needed to be interoperable with the existing KaVo handpieces, associated hand tools and equipment within the dental clinic. Purchasing different brand or off brand handpiece heads would cause compatibility issues with their existing handpieces and render the purchased handpieces useless. The handpieces must also remain consistent to ensure additional sterilization processes are not compromised, nor costing unnecessary resources and costs to the facility, and ultimately resulting in potential safety issues with reprocessing not occurring as required by the manufacturer.
4. Description of market research conducted and results or statement why it was not conducted: In an effort to find capable SDVOSB or VOSB research was conducted via the internet, IGCE, NAC, SCMC, FPDS, SAM and VIP Search to which 26 SDVOSB were found. It was discovered that these dental handpieces are under a ECAT contract, however no viable VA contracts. NAICS code 339114 does have an NMR waiver. Rule of 2+ does apply. The procurement will be solicited as brand name only, on SAM as open market for a Service-Disabled Veteran-Owned Small Business Set-aside in accordance with FAR 13.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
