Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

1. Contracting Activity: Department of Veterans Affairs, VISN 8, North Florida/South

Georgia Veterans Health System (NFSGVAHS), Malcolm Randall VA Medical Center (MRVAMC) located at 1601 Southwest Archer Rd., Gainesville, FL 32608.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: Natus NeuroWorks/SleepWorks Software to upgrade from the current outdated software being utilized at the Malcolm Randall VAMC.

Upgraded equipment is ultimately to enhance the capabilities of Neurology, specifically for Eplilepsy monitoring and to enhance patient diagnosis.

Estimated Amount: $ 114,790.00

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The Malcolm Randall VAMC is a VA Epilepsy Center of Excellence (ECoE) facility, and requires an upgrade to provide optimum care and diagnostic capabilities for Physicians. The requested software and equipment can only be used with Natus Medical, Inc. system.

Procuring any other manufacturers equipment would require unnecessary procurement of software compatible with that system, causing additional cost and delays to patient care at the Malcolm Randall VA Medical Center. The requested software upgrade is proprietary and can only be distributed by the OEM Natus Medical, Inc. and two SDVOSB’s; Ryfel, Inc. and Sound Medical Devices, LLC.

4. Description of market research conducted and results or statement why it was not conducted: Market research was conducted using VetCert, FPDS, GSA Advantage/Library, SAC, and internet searches. The OEM Natus Medical, Inc. has a VA National Acquisition Center (NAC) Contract for the required Electroencephalography (EEG) equipment. Natus Medical, Inc. also has two SDVOSB’s authorized to distribute their software to the Department of Veterans Affairs. Based on Market research, the Government it is reccommned to solicit as brand name Service Disabled Veteran Owned Small Business (SDVOSB) set-aside.

5. Contracting Officer's Certification: Purchase is approved in accordance with

FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
