About this file

This document is a Justification for Brand Name Only Award for the Department of Veterans Affairs, seeking to procure a MRidium MRI Infusion System from Iradimed. The procurement is for a specialized medical device requiring installation, training, and a maintenance agreement, with an estimated value under the Simplified Acquisition Threshold (SAT) of $250,000. The justification specifically highlights the need for the Iradimed MRidium 3860 MRI Infusion System with SpO2, which is currently located in the VA Palo Alto Health Care System's MRI Room and is crucial for maintaining consistent workflow, avoiding staff retraining, and ensuring patient safety during MRI procedures.

Market research conducted via Sam.gov and GSA's eBUY confirmed Iradimed's claim that the MRidium 3860 is the only non-magnetic MRI compatible IV infusion pump on the market. The contracting activity is the VA Network Contract Office 21 at the VA Palo Alto Health Care System, with a purchase request number of 640-25-2-092-0041. The document is signed by the Contracting Officer, with an effective date of 11/15/2024 and is prepared in accordance with FAR 13.106-1, justifying the brand-name-only procurement based on unique system characteristics and existing infrastructure.

DEPARTMENT OF VETERANS AFFAIRS

Justification for Brand Name only Awards IAW FAR 13.106-1 for Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C261-25-AP-2780

1. Contracting Activity: Department of Veterans Affairs, Network Contract Office

(NCO) 21, VA Palo Alto Health Care System, Palo Alto, CA; Purchase request number 640-25-2-092-0041.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: MRidium MRI Infusion System with Sp02 and associated accessories, installation, two days of further training, and maintenance agreement for system and accessories.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

This system is currently located in the VAPAHCS MRI Room. To maintain the same standard throughout and to streamline technician’s workflow and procedures, and to avoid retraining of the radiological staff, the VAPAHCS requires the MRidium MRI Infusion System with SpO2 from Iradimed.

The MRidium MRI Infusion System with SpO2 is a specialized infusion pump designed for use in MRI environments. It ensures the safe and accurate delivery of IV fluids and medications and is compatible with the MRI’s magnetic field. The system includes SpO2 monitoring, allowing continuous tracking of a patient’s oxygen saturation levels during scans for sedated or critically ill patients who require infusion therapy and real-time oxygen monitoring within the MRI suite. Additionally, the infrastructure and operational protocols in the radiology suite have been specifically designed to accommodate this system.
