STATEMENT OF WORK

(SOW)

FY 24 Sidewalk Replacement

In Various Locations, United States Capitol Grounds

DATE: 05/30/2024

1.0 General. FY24 Sidewalk Replacement in Various Locations, United States Capitol Grounds

1.1 Short Description. The work consists of removing areas of sidewalk and replacing the areas with 6” reinforced, `seeded’ exposed aggregate sidewalks in various locations. Work also includes removal and replacement of curbs, gutters and ADA ramps. All sidewalk and ramps shall comply with ADA regulations. In certain areas additional soil is to be removed and replaced with an approved topsoil mix. All areas are within the jurisdiction of the Architect of the Capitol (AOC).

1.2 Background. The Capitol Grounds and Arboretum (CGA) consists of approximately 16 miles of sidewalk of differing widths within the jurisdiction of the AOC. Prior to 1995, the campus had many differing styles/finishes of sidewalk. In 1995 and approved small `seeded’ exposed aggregate finish was decided upon. The word `seeded’ refers to how an approved stone is broadcasted on top of the screeded concrete and floated in to achieve a consistent look when washed off. The sidewalks breakdown over time or due to age, expansion cracking, event security measures, project impacts and because of the amount of vehicular traffic that the sidewalks receive prompting replacement. There is an existing irrigation system across the campus that abuts the sidewalks in many locations. CGA maintains these sidewalks and contracts out replacement.

1.3 Objectives. The project is to remove and replace various bad sections of sidewalk to prevent injuries to pedestrians and provide a consistent sidewalk finish throughout the campus.

(Supports/Complies with DDOE Stormwater Management Practices).

1.4 Scope. Contract is set up with a base bid and 21 options which will be awarded based on the availability of funds. The contract will be set to be completed by September 30, 2027.

Since the work will require taking parking spaces and possibly performed while Congress is in session the contractor will work with the COR in setting up a schedule. The schedule will need various Congressional approvals based on where and on what dates the work is planned.

Some work areas will not be approved outside of a Congressional recess due to noise, impacts on parking and the Congressional staff. Approved work may not be contiguous due to the approvals. No storage boxes will be permitted on site. Heavy items like wire mesh and curb can be left on site but all tools, forms, etc. shall be removed each day (basically anything that can be picked up and thrown). All catch basins shall be protected from any cementitious materials from entering them, during all phases of work. All trees/shrubs and roots systems will be respected and worked around. There is an existing irrigation system across the campus that abuts the sidewalks in many locations. It will be marked prior to work, by the AOC, and shall be protected and worked around during all construction activities.

The project consists of removing and replacing 6” thick, `seeded’ exposed aggregate sidewalks and bringing them up to ADA compliance in various locations throughout the jurisdiction of Capitol Grounds and Arboretum.

Work also includes the following:

Installation of approved safety barriers around work areas to protect public.

Replacement or re-alignment of 8” wide Mt. Airy granite curbs in various locations.

Replacement of gutter in various locations.

In certain locations, extra soil will be removed and an approved topsoil added and worked in to the subsoil.

Remove concrete forms once concrete sets up and seal joints with approved caulk.

Removal concrete, slurry, etc. from form excavations prior to filling with approved topsoil. Seed or sod depending upon width of excavation.

Irrigation heads which abut sidewalks that where displaced during construction shall be reset 90 degrees to the top of soil, heads shall be set level with top of soil and set 2” off edge of sidewalk.

Clean up work area.
