About this file

This is a Request for Quote (RFQ) from the National Park Service, Lake Roosevelt National Recreation Area, for the purchase and installation of a law enforcement patrol boat.

The NPS seeks to procure a 20-foot 2072 MVT SeaArk aluminum planing hull boat (brand name or equal) equipped with a Mercury 150L Pro XS outboard engine (150 horsepower) and trailer for the South District. The contractor must provide all labor, equipment, and materials to install the engine with associated controls, cables, wiring, gauges, and mounting hardware, ensuring all connections are leak-free and the vessel is fully operational. Key work requirements include installing engine harness assemblies, hydraulic steering, and an electrical system with horn kit, power switch, and electronic gauges displaying trim, speedometer, volt meter, and hour meter. The contractor must conduct sea trials from a launch site, notify the Contracting Officer's Representative upon completion, and address any issues following a 10-hour break-in period. Documentation must include owner's operation and technical manuals in both electronic and hard copy formats. The boat specifications include specific dimensions (20'1" length, 95" beam, 72" bottom width), a 36-gallon fuel tank, aluminum cleats, an 8-foot gun box storage on each side, and a law enforcement package. The engine must meet specifications including 87-octane fuel tolerance with up to 10% ethanol compatibility, 4-stroke inline configuration, water cooling with thermostatic control, electric start and trim, electronic fuel injection, maximum dry weight of 455 pounds, and a 60-amp alternator system. The trailer must be tandem axle with painted or galvanized deluxe packaging. The NPS may retrieve the boat up to 90 highway miles from the vendor, and all systems must be operational to factory standards prior to final delivery. This is a simplified acquisition with a best value award based on price and other considerations.
