SERVICES
STATEMENT OF WORK (SOW)
1.0 BACKGROUND
The John F. Kennedy Center for the Performing Arts (also referred to within this document as the “Kennedy Center”, “Center”, “JFKC” or “Government”) is a trust instrumentality of the U.S.
Government and a living memorial to President John F. Kennedy. The Center’s mission is established in its authorizing statute: present classical and contemporary music, opera, drama, dance, and other performing arts from the United States and other countries; promote and maintain the John F. Kennedy Center for the Performing Arts as the National Center for the
Performing Arts; strive to ensure that the education and outreach programs and policies of the
John F. Kennedy Center for the Performing Arts meet the highest level of excellence and reflect the cultural diversity of the United States; provide facilities for other civic activities at the John
F. Kennedy Center for the Performing Arts; and provide within the John F. Kennedy Center for the Performing Arts a suitable memorial in honor of the late President. To fulfill the mission as the nation’s cultural center, the Kennedy Center presents world-class art by the artists that define our culture today, delivers powerful arts education opportunities nationwide, and embodies the ideals of President Kennedy in all the Center’s activities provided throughout the living memorial. The largest cultural facility in the nation, it is also the nation’s busiest arts facility presenting more than 2,000 performances and events each year. Under normal conditions, the
Center often operates at capacity in excess of 18 hours a day, 365 days a year. The Center attracts over three million patrons and visitors annually.
The original Kennedy Center building consists of approximately 1.5 million square feet of usable floor space on 17 acres of land. The building contains eight stages, two public restaurants, nine function/special event rooms, five public galleries/halls/foyers, and approximately 78,000 square feet of administrative offices. The Center’s REACH has approximately 72,000 gross square feet of interior space on three levels plus 8,900 gross square feet of subgrade parking, 33,500 gross square feet of garage access roads, and approximately 130,200 square feet of landscaping. A pedestrian bridge connects the Center and the Potomac River waterfront and bike path.
The Plaza Level of the Kennedy Center serves as the major public entrance to the Center's three multi-level principal theaters, including the 2,448-seat Concert Hall, the 2,140-seat Opera House, and the 1,142-seat Eisenhower Theater. Two grand corridors, the Hall of Nations and the Hall of
States, lead to the Grand Foyer that extends along the length of the Center to the west. The 60-foot tall Grand Foyer contains the John F. Kennedy Bust that serves as a memorial to the late president. Three below-grade levels of the building contain administrative offices, support spaces, and pay parking for approximately 1900 vehicles for staff, artists, and the general public.
Paramount to the successful operation of the Kennedy Center is its capability to provide for the security and safety of its staff, patrons, visitors, property, and collections.
The site of the Center is bounded by:
North: The Southern curbs of New Hampshire Avenue and F Street
East: The Western most retaining walls and curbs of the Inner Loop (I-66) Freeway
South: The Northern most retaining walls and curbs of the Theodore Roosevelt Bridge
West: The Eastern most retaining walls and curbs of the Rock Creek and Potomac
Parkway
2.0 PURPOSE
The purpose of this Statement of Work (SOW) is to define the requirements for the solicitation and award of a Firm Fixed Price (FPP) Contract with a one (1) year base period and four (4) one
(1) year option periods for Security and Emergency Medical Technician (EMT) Services for the
Center. The Contractor’s security and EMT services personnel have a crucial and highly visible role in support of the Center’s mission. They are usually the first (and sometimes only) contact for visitors, patrons, and staff. They are usually the first line of defense in the Center. It is crucial that the Contractor ensures their employees realize the importance of their role and performs their duties courteously and professionally at all times. The Special Police Officers
(SPOs) shall be the primary point of contact for patrons, visitors, and staff for security and medical emergency related matters.
3.0 SCOPE
As an integral component of the Center, the Contractor shall provide and maintain all management, supervision, manpower, training, equipment, supplies, licenses, permits, certificates of insurance, pre-employment screenings, reports, and files necessary to accomplish security officer and EMT services as described and required in this SOW. The Contractor is responsible for providing security at the Center 24 hours per day and shall be able to provide
EMT services 365 days per year (366 days in a leap year). To accomplish this scope the
Contractor shall have, and be able to demonstrate, the necessary resources and local labor market expertise to fulfill the needs of this contract and shall have the capability to establish or maintain a Project Management Office located at the Center.
Recognizing the Center’s unique status as both a national memorial and renowned performing arts center, combined with the requirement that on this contract emergency medical services is as essential as security services, it is vitally important that potential contractors have the necessary resources and local labor market expertise to fulfill the needs of this contract. As a result, the following initial requirement must be fully met in order to be considered minimally qualified for consideration; proof of a minimum of five (5) years in the security services business as the prime
Contractor managing a minimum of fifty (50) security officers including emergency first aid and medical services at a single facility within the Washington, DC metropolitan area (100 miles radius of the Center). The current Incumbent employees have first rites of refusal for employment, at their current salaries and in accordance with the current CBA.
The Center’s Security Office shall be staffed by a Project Manager (key personnel) and an
Alternate Project Manager (key personnel). The Contractor shall provide Shift Supervisors (key personnel) and Special Police Officers (SPOs) for each of three (3), eight (8) hour shifts. The
Contractor shall provide two (2) shifts of EMTs from 0800-2430 daily. The Contractor shall also provide an Administrative Badge and ID SPO from 0900-1700, Monday-Friday. (See Security
Posts Schedule, Location and Manning document Attachment 2). All Contractor on-site personnel (located at the Center) shall be SPOs including the Project Manager, Alternate Project
Manager and Shift Supervisors.

4.1 PROGRAM MANAGEMENT PLAN
The Contractor shall deliver a Program Management Plan specific to the Kennedy Center’s
Security and EMT Services requirement. The plan shall provide information on the corporate structure and how the Contractor will support the on-site SPO workforce.
The Project Manager (PM) will handle onboarding new personnel at the Center, performance evaluations, discipline, and the discharge of personnel, training, certifying payroll hours and approving the work schedule. The Contractor shall handle recruitment and hiring. The Program
Management Plan shall be updated whenever there is a change in how the Contractor will support the on-site SPO workforce.

4.2 HUMAN RESOURCE MANAGEMENT PLAN
The Contractor shall deliver a Human Resource Management Plan specific to the Kennedy
Center’s Security and EMT Services requirement. The Plan shall provide information on how
Human Resource requirements will be accomplished by the Contractor in support of the on-site
SPO workforce. A critical responsibility shall be ensuring that at all times, all required full-time and part time on-site personnel shall be provided. The Human Resource Management Plan shall be updated whenever there is a change in how the Contractor will support the on-site SPO workforce.

4.3 RECRUITING PLAN
The Contractor shall deliver a Recruiting Plan, either stand-alone or as part of the Human
Resource Management Plan, specific to the Center Security and EMT Services requirement. The
Plan shall provide information on how recruiting, hiring, and retention requirements will be accomplished by the Contractor in support of the on-site SPO workforce. The Recruiting Plan shall be updated whenever there is a change in how the Contractor will support the on-site SPO workforce.

4.4 TRAINING PLAN
The Contractor shall deliver a training plan specific to the Center Security and EMT Services requirement. The plan shall provide information on how training will be accomplished by the
Contractor in support of the on-site SPO workforce. Included in the training plan, the Contractor shall provide a plan specifically for responding to an active shooter in accordance with the
Interagency Security Committee (ISC), under the authority of Presidential Executive Orders
12977 and 13286. Especially critical is a 9mm Caliber Semiautomatic Pistol training by a certified documented arms instructor providing a certificate of proof to the COR (Contracting
Officer Representative) annually, post specific training, and site-specific scenarios. The training plan shall be updated whenever there is a change in how the Contractor will support the on-site
SPO workforce.

4.5 OCCUPATIONAL SAFETY AND HEALTH PLAN
The Contractor shall deliver an Occupational Safety and Health Plan specific to the Security and
EMT Services requirement. The Plan shall provide information on how safety and health will be supported by the Contractor for the on-site SPO workforce. This shall include injury investigation, recording and recurring prevention. The Plan shall be updated whenever there is a change in how the Contractor will support the on-site SPO workforce

4.6 QUALITY CONTROL PLAN
Adequate and consistent quality control is an essential component of successful performance.
The Contractor shall develop and adhere to the Quality Control Plan accepted by the
Government upon award. The Contractor’s Quality Control Program shall include, but not be limited to the following areas:
A. A description of the type, level and frequency of inspections performed by the
Contractor’s Corporate Headquarters. (This does not pertain to routine inspections performed as part of the normal duties).
B. Inspections shall be conducted by the Contractor on a weekly basis in accordance with the Quality Control Plan and as frequently as necessary to ensure effective performance.
While the Contractor may perform more than inspections required in the Quality Control
Plan, in no event shall the Contractor perform fewer inspections than required by the plan.
C. The Contractor’s Quality Control Plan must identify resumes submitted in writing by the
Contractor to the Contracting Officer and COR for approval prior to performing inspections. All changes in appointments shall require the same approval.
D. The Contractor shall maintain a file of all inspection reports and shall make those reports available to the Contracting Officer or COR upon request. The Contracting Officer or
COR may also request a copy of each inspection report to be forwarded at the time it is prepared. The Contractor shall brief the COR of any serious problems or deficiencies noted during an inspection and shall inform the COR of all actions taken or planned to resolve the problem.
E. If the Contractor’s performance indicates that additional quality control measures are needed, the Contracting Officer and the COR will meet with the Contractor to discuss the
Contractor’s performance, Quality Control Plan, and any other areas of concern.
Through the Contracting Officer, the COR may request that the Contractor take additional steps to improve both the overall performance of the task order and adherence to their Quality Control Plan.
F. The Government shall consider the Contractor’s adherences to their Quality Control Plan in semi-annual performance evaluations. Failure by the Contractor to adhere to the
Quality Control Plan schedules, methods, form, etc., may result in contractual actions being taken by the Government (e.g., the Contracting Officer has the authority to negotiate and take an equitable adjustment from the Contractor’s monthly payment for
Quality Control not provided) Repeated offenses can result in termination for default.

4.6.1 QUALITY CONTROL INSPECTION CHECKLIST AND REPORT
The Contractor shall deliver a Quality Control Plan specific to the Center Security and EMT
Services requirement. The Plan shall provide information on how quality control will be implemented, enforced, measured, and sustained in support of the on-site SPO workforce.
Especially critical are ensuring that each Contractor employee on-site, whether it is the Project
Manager or the newest SPO (Unarmed), is fully qualified for the position they hold, complete all required training and that all training is fully documented, and they have the license(s) and certification(s) required for the position they hold.
The Contractor shall also ensure that, when on duty, employees are motivated to perform in accordance with the requirements of the Contract and public law in a manner that is focused on customer service, ethical, and above reproach. The Quality Control Plan shall be updated whenever there is a change in how the Contractor will support the on-site SPO workforce.
The Contractor shall deliver quality control inspection checklists that shall be used to conduct announced and unannounced post and personnel inspections and shall include, at a minimum, inspections of: uniform, equipment, grooming, attendance, Post Orders awareness and compliance, Center identification card and other required license, qualification or certification cards, customer services requirements, and general knowledge of duties and responsibilities.
The findings of each inspection shall be documented in a Quality Control Inspection Report to be submitted to the COR on a weekly basis. A Corrective Action Report shall be prepared to document inspection deficiencies, their resolution, and recurrence prevention action.
Quality Control Inspections for a minimum of three (3) posts shall occur at least once for each shift on a weekly basis. Random Quality Control Inspections shall be held a minimum of three
(3) times a week for each shift. Inspections may be performed by the COR, On Duty Security
Manager, the Project Manager or Alternate Project Manager, or a Supervisor.

4.7 QUARTERLY PERFORMANCE REVIEW
A Corporate level representative and senior staff responsible for Contract Administration, Human Resource Management, Recruiting, Training, Quality Control, the Project Manager, and the COR shall meet on a quarterly basis for a Quarterly Performance Review. This meeting shall take place during the first week of every quarter and shall be scheduled by the COR. A date for each meeting for the life of the Contract shall be agreed upon during the Post Award Conference.
The purpose of the meeting shall be a presentation by the Contractor of the current status of
Contract performance and any outstanding issues.
Contract Management (PM, Quality Control Officer, Comptroller/Office of Finance and HR) shall present the status of all deliverables due during the prior quarter and a running status of all modifications, all invoices and all open issues awaiting Contract resolution. Human Resource
Management and Recruiting shall present the status of total number of personnel providing on-site performance (full time and part time), new personnel brought on-site and losses during the quarter, and turnover rate. The Training Manager shall present training accomplished during the current quarter and planned for the next quarter. The training, licensing, weapons qualification, and certification status of all on-site personnel shall be provided. Quality Control shall present the quarterly and cumulative number of inspections performed, the number of less than satisfactory results and corrective actions performed.
The COR will provide an assessment of performance, issues requiring action, and recognition of outstanding or deficient performance. The following shall be in attendance during the Quarterly
Briefing: CORs, Director of Contracting or Contract Specialist, Director of Safety and Security
(optional), and Corporate Representatives.
The Contractor shall prepare an agenda and Briefing Book for each Quarterly Review and submit them to the COR no later than five (5) business days before the day of the meeting. A sign-in sheet will be completed at the beginning of each meeting. A meeting record shall be prepared of all outstanding issues with person responsible for action and major issues of discussion. Both the sign-in sheet and meeting record shall be submitted to the COR no later than two (2) days after the day of the meeting. The COR will be responsible of recording minutes of all Quarterly
Briefings.

4.8 PROJECT MANAGEMENT OFFICE

Special Requirements for Managers
The Contractor shall submit a key personnel resume clearly detailing the individual qualifications and demonstrating that the proposed Project Manager (PM) meets the requirements listed. If the proposed PM does not meet the requirements, the Contractor shall attach a written waiver request that will cite both the areas where the proposed PM does not meet the requirements and a statement by the Contractor explaining why the Contractor considers the proposed PM to be qualified to hold the position. Waiver request(s) must adequately demonstrate that the proposed PM possesses the ability to effectively manage SPO services of the size and scope described within the SOW. The Contracting Officer (CO) must approve the proposed PM prior to their assignment under the contract.
Services Required – Project Manager (Key Personnel)
The Contractor shall propose, identify, and provide to the Center an experienced Project
Manager who shall have complete authority to act for the Contractor during the term of the contract. The duties of the PM shall not, under any circumstances, be performed by uniformed employees performing productive or supervisory hours under this contract. The PM shall have the authority to accept notices of deductions, inspection reports, and all correspondence on behalf of the Contractor.
The PM will have the overall responsibility for implementing, monitoring, and upgrading the
Contractors’ Quality Control Plan and is responsible for ensuring that the Contractors’ work force complies at all times with the contract requirements. The PM must completely understand the operational requirements of this contract including:
Functions of SPOs and supervisory staff
Method of operation and equipment at each post
Contents of general and specific posts orders
The PM should conduct regularly scheduled meetings with supervisory staff to continually evaluate SPOs performance and review operational procedures.
The PM shall be available during normal working hours (8:00 am to 4:30 pm, Monday-Friday), and within 30 minutes by telephone or in person to discuss problem areas. After normal duty hours or on weekends and holidays, the PM shall be available to return on sight within a two (2) hour period.
The Contractor shall provide to the CO and the COR the PM’s name, telephone number, and email address by the date of the first meeting after award of the contract.
The PM is a salaried managerial position not specifically required in the line item(s) identified in this SOW. Therefore, the Contractor shall factor all costs associated with providing the PM into their proposed pricing (e.g., as overhead/G&A), as they will not be itemized or paid separately by the Center.
4.8.1.1 PERFORMANCE REQUIREMENTS (PROJECT MANAGER)
During the performance of work under the contract, the Contractor shall meet Federal, State, and local laws and regulations. The Contractor shall also be responsible for maintaining current, valid copies of all licenses, permits, certifications, and registrations for complying with all applicable Federal, State, and local laws and regulations associated with licensing and permit issuance. Subject to existing law, regulations and/or other provisions of this contract, illegal or undocumented aliens shall not be employed by the Contractor. The Contractor shall ensure that this provision is expressly incorporated into all subcontract or subordinate agreements issues in support of this contract. The CO, COR, and Director of Safety and Security shall have the express authority to examine these documents upon request, at any time, during the duration of the contract.
The Contractor shall assign a Project Manager (Key Personnel) who shall be responsible for the management and performance of the Contractor’s on-site personnel providing shift supervision, security, and EMT services. The Project Manager must interview with the COR and Director of
Safety and Security prior to being assigned to the contract. The COR will make the decision to approve or disapprove the candidate in writing to the Contractor. The term "Project Manager" shall mean the person, designated in writing by the Contractor, who shall have authority to act on-site for the Contractor on a daily basis.
The Project Manager shall be responsible for on-site compliance with all requirements of the
Contract but shall not be responsible for administrative functions performed by the Corporation.
The Project Manager shall be responsible for ensuring that all Security Posts are supervised and fully manned in accordance with the Security Posts Schedule, Location and Manning document
(Attachment 2). The Project Manager shall be on-site Shift II (0800 – 1630), Monday through
Friday. The Project Manager schedule may be adjusted, with prior COR coordination and approval, to ensure on-site presence during special or unusual events.
Specific duties and responsibilities of the Project Manager are detailed in Government provided
Project Manager Post Orders.
The COR shall be the primary point of contact for the Project Manager. The Project Manager shall communicate on a daily basis, Monday through Friday, with the COR to present the Daily
Report and to keep them apprised of any issue which has or might impact the security or safety of staff, patrons, visitors, or property.
The Project Manager shall carry a Government provided cell phone at all times both on and off duty. The Government provided cell phone shall be used for job related communication purposes only.
4.8.1.2 QUALIFICATION REQUIREMENTS (PROJECT MANAGER)
The Project Manager shall be a United States of America citizen, speak fluent English, and shall have a minimum of seven (7) years’ experience in law enforcement or security or a combination of both plus two (2) years’ experience as a Project Manager or Alternate Project Manager on contracts with a minimum of fifty (50) security or guard personnel. A Bachelor’s degree with a concentration in Criminal Justice, Law Enforcement, or Security Management is highly desirable.
The Project Manager shall carry a current SPO license issued by the District of Colombia (DC)
Metropolitan Police Department (MPD) Security Officers Management Branch (SOMB). The
Project Manager shall carry a current 9mm Caliber Semiautomatic Pistol qualified card signed and dated by a certified firearms instructor. In the normal course of duty, the Project Manager shall be unarmed. The Project Manager shall be certified to carry pepper spray (Oleoresin
Capsicum) but shall not carry in the normal course of duty. The Project Manager shall carry a current “CPR/First Aid” card issued by the American Red Cross (or equivalent).
The Project Manager shall demonstrate the capability to manage an efficient work force capable of meeting the Security and EMT Service requirements of the Contract. The Project Manager shall be articulate and demonstrate excellent interpersonal skills to be able to maintain a continuous liaison relationship with the COR.
The Project Manager shall dress in appropriate business attire unless a specific event or activity dictates otherwise (i.e., business casual attire).
4.8.2 ALTERNATE PROJECT MANAGER (KEY POSITION)
4.8.2.1 PERFORMANCE REQUIREMENTS (ALTERNATE PROJECT
MANAGER)
The Contractor shall assign an Alternate Project Manager, who has full authority to act as the
Project Manager’s stead and shall be on-site Shift II (0800 – 1630), Monday through Friday or whenever the Project Manager is not able to fulfill their scheduled days and time. The Alternate
Project Manager shall perform the same duties and have the same responsibilities as the Project
Manager. The Project Manager will provide advance notice to the COR whenever the Alternate
Project Manager will be acting in their place.
The Alternate Project Manager, in the absence of the Project Manager, shall be responsible for ensuring that all Security Posts are supervised and fully manned in accordance with the Security
Posts Schedule, Location and Manning document (Attachment 2). In absence of the Project
Manager, the Alternate Project Manager’s schedule may be adjusted with prior COR coordination and approval. This is to ensure on-site presence during special or unusual events.

The Alternate Project Manager shall carry a Government provided cell phone at all times both on and off duty. The Government provided cell phone shall be used for job related communication purposes only.
4.8.2.2 QUALIFICATION REQUIREMENTS (ALTERNATE PROJECT
MANAGER)

The Alternate Project Manager shall demonstrate the capability to manage an efficient work force capable of meeting the security and EMT requirements of the Contract. The Alternate
Project Manager shall be articulate and demonstrate excellent interpersonal skills to be able to maintain a continuous liaison relationship with the COR.
The Alternate Project Manager shall dress in appropriate business attire (Women can wear a skirt or pants suit, with dress shoes, while men may wear a blazer or suit jacket, button down shirt, suit pants, a tie and dress shoes). Specific events or activities may dictate otherwise.
4.8.3 SHIFT SUPERVISOR (KEY POSITION)
Special Requirements for Supervisors
A. The Contractor shall submit a key personnel resume(s) clearly detailing the individuals’ qualifications and demonstrating that the proposed supervisor meets the requirements listed here. If the proposed supervisor does not meet the requirements, the Contractor shall attach a written waiver request that will cite both the areas where the proposed supervisor does not meet the requirements and a statement by the Contractor explaining why the Contractor considers the proposed supervisor to be qualified to hold the position.
Waiver request must adequately demonstrate the proposed supervisor possesses the ability to effectively supervise a SPO service contract of this size and scope described within the SOW. The CO must approve the proposed supervisor prior to their assignment under the contract.
B. Supervisors must be individuals of unquestionable integrity, display a mature attitude and exercise good judgment. Each supervisor shall have a background with a minimum of two (2) years of successful experience in field supervision (civilian community law enforcement, military service law enforcement, or commercial/industrial security officer service). The Contractor may propose by written waiver request, an employee for a supervisor position who lacks the above experience provided that the Contractor offers evidence of similar leadership experience. The acceptance of such an alternative shall be at the discretion of the CO.
The COR shall recommend the selection, if satisfactory, and the CO will approve or reject the recommendation. A key personnel resume shall be completed for each supervisor and a copy shall be provided to the COR.
Service Required – (Supervisor)
A. The terms “On site supervisor” and Supervisor” are interchangeable and mean a person who has the authority to act for the Contractor on a day-to-day basis at the Center.
B. The Contractor shall submit a key personnel resume clearly detailing the individuals’ qualifications to the CO by the time of the first meeting after contract award.
C. The Contractor shall provide the level of supervision necessary to ensure that SPOs are productive and:
1. Are properly trained.
2. Perform all duties as specified in accordance with the contract SOW and the SPO post orders for the post assigned.
3. Are properly uniformed and present a neat and professional appearance as referenced in the SPO manual.
4. Are thoroughly knowledgeable about their duties and demonstrate the ability to act effectively during emergencies or other unusual situations.
5. Possess all necessary permits, CPR and first aid certifications, credentials, etc., as required by the contract SOW and both the state and local laws.
D. The CO and the COR have the right to request the replacement of a supervisor that does not meet the performance standard expectations.
The Contractor shall provide a completed key personnel resume for all replacement employees to the CO and the COR for approval prior to the replacement personnel reporting for duty under this contract.
4.8.3.1 PERFORMANCE REQUIREMENTS (SHIFT SUPERVISOR)
There shall be an on-site Shift Supervisor for each of three (3) eight (8) hour shifts, 24 hours/day, 365 days per year (366 days in a leap year). Shift Supervisors shall be responsible for directly overseeing the SPOs and EMTs on duty during the shift for which they are responsible and that they are correctly attired, groomed, equipped, and stationed at their appropriate Security Posts in accordance with the Security Posts Schedule, Location and Manning document (Attachment 2).
Shift Supervisors shall also be responsible for ensuring that each active Security Post for their shift is manned during the entire eight (8) hour shift and that the primary SPO as well as any back-up SPOs for each of the Security Posts know and perform the Security Post duties.
Shift Supervisors, under the direction of the Project or Alternate Project Manager, shall be responsible for ensuring that all Security Posts are supervised and fully manned in accordance with the Security Posts Schedule, Location and Manning document (Attachment 2). Shift
Supervisors shall be on-site during the entirety of their shift.
Specific duties and responsibilities of Shift Supervisors are detailed in Government provided
Shift Supervisor Post Orders.
The Project Manager, or the Alternate Project Manager in absence of PM, shall be the primary point of contact for Shift Supervisors. Shift Supervisors shall keep the Project Manager apprised of security and/or EMT responses, performance issues, and training needs. Shift Supervisors shall verify that all incident reports for their shifts have been received by the Security Operations
Center (SOC), and that any issue which has or might impact the security or safety of staff, patrons, visitors, or property is brought to the attention of the Project Manager. Shift
Supervisors, in the absence of the Project or Alternate Project Manager, shall be responsive to the direction of the COR involving performance or delivery requirements.
4.8.3.2 QUALIFICATION REQUIREMENTS (SHIFT SUPERVISOR)
Shift Supervisors shall be a United States of America citizen, speak fluent English, and shall have a minimum of three (3) years’ experience in law enforcement or security or a combination of both and at least one (1) year of armed security experience. Shift Supervisors shall possess a high school diploma or equivalency; however, an AA/AS degree is preferable.
Shift Supervisors shall carry a current SPO license issued by the District of Colombia (DC)
Metropolitan Police Department (MPD) Security Officers Management Branch (SOMB). Shift
Supervisors shall carry a current 9mm Caliber Semiautomatic Pistol, Qualified” card signed and dated by a certified firearms instructor. Shift Supervisors shall carry a current certification to carry Pepper Spray (Oleoresin Capsicum). Shift Supervisors shall carry a current “CPR/First
Aid” card issued by the American Red Cross (or equivalent).
Shift Supervisors shall demonstrate the capability to supervise the SPOs (Armed, Unarmed and
EMT) assigned to their shift. Shift Supervisors shall be articulate and demonstrate excellent interpersonal skills.
Shift Supervisors shall be correctly attired in uniform, groomed, and equipped.
4.8.4 SPECIAL POLICE OFFICERS ASSIGNED TO POSTS
SPO Post Assignment Record *Duty Log*
A. SPOs shall perform all tasks in accordance with the duties outlined within the SPO Post
Orders, which are prepared by the Office of Safety and Security for all shifts on each post. The Post Orders define the specific duties that the SPOs are to perform.
SPOs shall not deviate from the directions by the Post Orders except in emergencies or as directed by the COR. The COR may modify, amend, and/or revise the Post Orders to change shift duties, start and stop times, and post locations provided the change is within the scope of the contract and has no impact on the cost. Such changes shall not require a modification to the task order.
B. The duties of most SPO posts require that an SPO not leave their post until properly relieved.
C. Changes to the Post Orders that increase or decrease the number of hours specified, that increase or decrease the amount of equipment and/or supplies required, or otherwise affect the Contractors cost or the price, must be made by the CO through a written modification to the Contractor. The Contractor may be finically liable for accepting or implementing changes by anyone other than the CO. Therefore, the Contractor shall be responsible for verifying with the CO whether any requested changes should be provided pending issuance of a contract modification.
D. No employee of the Contractor shall provide more than 12 hours of combination service on any one or multiple contracts in any 24-hour period unless the work periods are separated by an eight (8) hour non-duty period.
E. The Contractor shall be responsible for compensating SPOs for all overtime accrued in accordance with federal and state laws. Overtime costs must be factored into the offering prices; they will not be itemized or paid for separately by the Center after award.
F. The limitation on hours may be verbally waived by the COR in emergencies that are beyond the control of the Contractor (i.e., weather conditions that prevent the next shift from getting to the building, civil disturbances, natural disasters, and unforeseen emergencies).
G. The Center has the authority to assess deductions from invoice payments for all hours or part hours where SPOs exceed the 12-hour on- duty limitation.
4.8.4.1 SPECIAL POLICE OFFICER (ARMED)
Performance Requirements
SPOs (Armed), under the direction of the Shift Supervisor, shall be responsible for ensuring that their Posts are manned in accordance with the Security Posts Schedule, Location and Manning document (Attachment 2).
SPOs (Armed) shall perform specific duties and shall have specific responsibilities which are documented for each Post in Government provided Post Orders. They shall be thoroughly familiar with the duties and responsibilities of the Post to which they are assigned. They shall remain vigilant throughout their shift period, not engaging in or being distracted by activities that might have an impact on their situation awareness (See Section 15.1, Definitions).
SPOs (Armed) shall leave their Posts only after having been relieved by an authorized relief SPO or when so directed by the COR or Director of Security.
SPOs (Armed) shall maintain communications with their Shift Supervisor and the Security
Operations Center (SOC) throughout the period of their shift. They shall immediately notify their Shift Supervisor and the SOC of any incident that occurs within their Area of
Responsibility (AOR) and shall request support if necessary.
The Project Manager, Shift Supervisor, COR, or On Duty Security Manager (ODSM) shall conduct post inspections. Post inspections may be planned and announced or unannounced. The inspection may be to determine if the Post is manned in accordance with the schedule, that the status of the SPO (Armed) is correct with regards to uniform, equipment, and/or grooming or that the SPO (Armed) is alert and maintaining situational awareness.
Qualification Requirements (SPECIAL POLICE OFFICER – ARMED)
SPOs (Armed) shall be a United States of America citizens, fluent in English, and shall have a minimum of one (1) year experience in law enforcement or security or a combination of both.
They shall possess a high school diploma or equivalency; however, collegiate academic course work or an AA/AS degree is preferable.
SPOs (Armed) shall carry a current SPO license issued by the District of Colombia (DC)
Metropolitan Police Department (MPD) Security Officers Management Branch (SOMB). SPOs
(Armed) shall carry a current 9mm Caliber Semiautomatic Pistol, Qualified” card signed and dated by a certified firearms instructor. SPOs (Armed) shall be certified to carry and shall carry
Pepper Spray (Oleoresin Capsicum). SPOs (Armed) shall carry a current “CPR/First Aid” card issued by the American Red Cross or equivalent.
SPOs (Armed) shall be articulate and demonstrate excellent interpersonal skills.

4.8.4.2 SPECIAL POLICE OFFICER (UNARMED)
SPOs (Unarmed), under the direction of the Shift Supervisor, shall be responsible for ensuring that their Post are manned in accordance with the Security Posts Schedule, Location and
Manning document (Attachment 2).
SPOs (Unarmed) shall perform specific duties and shall have specific responsibilities which are familiar with the duties and responsibilities of the Post to which they are assigned. They shall remain vigilant throughout their shift period, not engaging in or being distracted by activities that might have an impact on their situation awareness (See Section 15.1, Definitions).
SPOs (Unarmed) shall leave their Posts only after having been relieved by an authorized relief
SPO or when so directed by the COR, Director of Security or ODSM.
SPOs (Unarmed) shall maintain communications with their Shift Supervisor and the SOC throughout the period of their shift. They shall immediately notify their Shift Supervisor and the
SOC of any incident that occurs within their AOR and shall request support if necessary.
The Project Manager, Shift Supervisor, COR or ODSM shall conduct Post inspections. Post inspections may be planned and announced or unannounced. The inspection may be to determine if the Post is manned in accordance with the schedule, that the status of the SPO
(Unarmed) is correct with regard to uniform, equipment, and/or grooming or that the SPO
(Unarmed) is alert and maintaining situational awareness.
Qualification Requirements SPECIAL POLICE OFFICER (UNARMED)
SPOs (Unarmed) shall be a United States of America citizens, and shall have a minimum of one
(1) year experience in law enforcement or security or a combination of both. They shall possess a high school diploma or equivalency.
SPOs (Unarmed) shall carry a current SPO license issued by the DC MPD SOMB. SPOs
(Unarmed) shall carry a current “CPR/First Aid” card issued by the American Red Cross or equivalent.
SPOs (Unarmed) shall be articulate and demonstrate excellent interpersonal skills.
SPOs (Unarmed) shall be correctly attired in uniform, groomed, and equipped.
4.8.4.3 SPECIAL POLICE OFFICER (EMERGENCY MEDICAL TECHNICIAN)
SPOs (EMT), under the direction of the Shift Supervisor, shall be responsible for ensuring that their Post are manned in accordance with the Security Posts Schedule, Location and Manning document (Attachment 2).
Emergency Performance Requirements for Ill and/or Injured Staff, Patrons and Visitors
SPOs (EMT) shall respond to emergency calls for aid to ill and/or injured staff, patrons, and visitors. They shall determine the nature and extent of an illness or injury and shall establish prioritization for required emergency care. Based upon their assessment findings, SPOs (EMT) shall provide efficient and immediate emergency care to adult, infant, and child medical and/or trauma patients. If they determine that a patient needs additional medical care beyond that which they can provide, they shall request transport to a medical facility as necessary and remain with the patient until relieved by Emergency Medical Services (EMS) personnel. The EMT will reassure patients by working in a confident, efficient manner, and avoid mishandling and undue haste while working expeditiously to accomplish the task.
Emergency care may include, but is not limited to:
Opening and maintaining an airway
Oxygenation and ventilating of patients
Cardiopulmonary resuscitation, including the use of automatic external defibrillators
(AEDs)
Provide pre-hospital emergency medical care of simple and multiple system trauma, such as:
o Controlling hemorrhage o Treatment of shock o Bandaging wounds o Immobilization of painful, swollen, or deformed extremities
Medical responsibilities include, but are not limited to:
o Assisting in childbirth o Management of respiratory, cardiac, diabetic, allergic, behavioral, and environmental emergencies; suspected poisonings o Searches for medical identification emblem as a clue in providing emergency care.
Additional care is provided based upon assessment of a patient and obtaining historical information. These interventions include, but are not limited to:
o Assisting patients with prescribed medications, including sublingual nitroglycerin, epinephrine auto-injectors and hand-held aerosol inhalers o Administration of oxygen, oral glucose, and activated charcoal
Where a patient must be extricated from entrapment, SPOs (EMT) shall assess the extent of the injury and shall give all possible emergency care and protection to the entrapped patient. They shall use prescribed techniques and appliances for safely removing the patient. SPOs (EMT) shall keep the SOC informed of actions taken and shall request additional help or special rescue services if needed. After extrication, they shall provide care in triaging the injured in accordance with standard emergency procedures.
SPOs (EMT) shall report directly to any arriving EMS unit regarding the nature and extent of illness and/or injury and identify assessment findings, observations, and emergency medical care rendered to the patient at the scene for purposes of records and diagnostics.
SPOs (EMT) shall comply with DC regulations on the handling of any deceased patient, shall notify appropriate authorities, and shall arrange for protection of property and evidence at the scene.
SPOs (EMT) shall perform the duties and shall have specific responsibilities which are familiar with the duties and responsibilities of the Post to which they are assigned. They shall remain vigilant throughout their shift period, not engaging in or being distracted by activities that might have an impact on their situation awareness.
