About this file
This is a Statement of Work (SOW) for inspection, efficiency testing, and filter service for propane-fueled heating equipment at Government-owned housing facilities within Grand Teton National Park.
The contractor shall inspect and test 179 total units: 58 propane furnace heaters (central heating, forced air systems) and 121 propane backup heat stoves (freestanding). Services include comprehensive visual inspections, operational assessments, combustion analysis testing, efficiency evaluation, and air filter replacement. General inspection requirements encompass verification of propane connections, burner and ignition system testing, heat exchanger examination, leak detection, venting system inspection, thermostat and safety device testing, and identification of code violations or safety deficiencies. Combustion and efficiency testing must measure flue gas temperature, oxygen and carbon monoxide levels, stack draft, combustion efficiency percentage, and steady-state thermal efficiency rating compared against manufacturer specifications. Filter inspection and replacement services apply primarily to furnace heaters, with contractors replacing disposable filters with equivalent size and minimum MERV 8 rating filters unless otherwise specified. All work must comply with NFPA 54 (National Fuel Gas Code), manufacturer specifications, OSHA standards, and applicable federal, state, and local codes. The contractor shall not perform repairs, component replacements beyond filters, system modifications, gas piping work, or structural changes. Services shall be performed by licensed, qualified propane/HVAC technicians during the performance period of August 15, 2026 through September 30, 2026. Deliverables include individual unit inspection and efficiency reports containing detailed findings, combustion readings, operational status categorization, and recommended corrective actions, plus a final consolidated summary report with aggregate data on inspected units, efficiency trends, filter replacements, and prioritized recommendations. Government acceptance requires completion of all inspections and filter services, submission and approval of required documentation, complete and technically adequate findings, and proper documentation of any immediate hazards identified.

1.0 Project Description/Summary
The Government requires inspection, operational assessment, efficiency testing, and limited preventive maintenance services for propane-fueled heating equipment to ensure safe, reliable, and code-compliant operation in support of mission continuity and facility readiness. The equipment covered under this SOW includes propane backup heat stoves and propane furnace heaters installed at Government-owned housing facilities.
This requirement is primarily for inspection, testing, condition assessment, efficiency evaluation, and filter service. No other repair or replacement work is authorized under this SOW unless specifically identified herein.
2.0 Scope
The Contractor shall provide all labor, supervision, tools, testing instruments, combustion analysis equipment, replacement filters, transportation, materials, and incidentals necessary to inspect, test, evaluate efficiency, and service filters for propane-fueled heating equipment as defined herein.
2.1 Equipment Inventory
• 121 Propane Backup Heat Stoves
• 58 Propane Furnace Heaters
• Total Units: 179
Equipment locations will be identified by the Government at time of award or task order issuance.
3.0 General Requirements
• All services shall be performed by licensed, qualified propane/HVAC technicians.
• Work shall be conducted in a manner that ensures life safety, property protection, and minimal disruption to Government operations.
• The Contractor shall comply with all applicable federal, state, and local laws, regulations, and codes.
• The Contractor shall verify equipment operability and safety at the time of inspection.
• The Contractor shall not perform repairs, component replacements (other than filters), or system modifications under this contract.
• If an unsafe condition is identified, the Contractor shall immediately notify the Government representative and document the condition in writing prior to departing the site.
4.0 Inspection and Testing Requirements
The Contractor shall perform a comprehensive inspection, operational assessment, and efficiency evaluation of each unit, including, but not limited to, the following:
4.1 General Inspection
• Visual inspection of appliance condition and installation
• Verification of propane supply connections, shutoff valves, and regulators (visual and functional check only)
• Inspection and functional testing of burners, ignition systems, and pilot assemblies
• Inspection of heat exchangers for visible cracks, corrosion, or deterioration
• Leak detection testing of all accessible gas connections
• Inspection of venting systems, flues, and draft operation
• Testing of thermostats, controls, and safety devices
• Verification of proper startup, operation, and shutdown
• Identification and documentation of safety deficiencies, improper installation conditions, or apparent code violations
• Assessment of overall serviceability and estimated remaining service life (professional opinion)
The Contractor shall not disassemble major components beyond what is necessary to complete a standard industry inspection.
4.2 Combustion and Efficiency Testing
For each operational unit, the Contractor shall:
• Perform combustion analysis using calibrated combustion testing equipment
• Measure and record:
o Flue gas temperature o Oxygen (O₂) and carbon monoxide (CO) levels o Stack draft (if applicable) o Combustion efficiency percentage
• Calculate or record steady-state thermal efficiency rating (as field-measured)
• Compare measured efficiency against manufacturer specifications (if available)
• Identify units operating significantly below expected efficiency levels
Efficiency testing shall be performed in accordance with standard HVAC industry practices and manufacturer guidelines.
4.3 Filter Inspection and Replacement
For all units equipped with serviceable air filters (primarily propane furnace heaters):
• Inspect condition of existing air filters
• Document filter size, type, and MERV rating (if labeled)
• Replace disposable filters with new filters of equivalent size and minimum MERV rating specified by the manufacturer (or MERV 8 minimum unless otherwise directed)
• Verify proper installation and airflow direction
