STATEMENT OF WORK
Project: FIX PUBLIC RESTROOM PROJECT
Audie L. Murphy VA Hospital, STVHCS
7400 Merton Minter Boulevard
San Antonio, TX 78229
04-29-2025
BACKGROUND:
• This project will lengthen the partitions to provide greater restroom privacy. This project will also reinforce toilets to prevent them from tilting forward.
DESCRIPTION OF WORK:
• (Men’s Restroom, 3rd Floor, D308)
Contractor shall install plastic barrier on the backside of D308 to contain dust. Contractor shall remove sheetrock as needed for access to existing water closet carriers. Contractor shall remove two existing water closets in restroom D308. Contractor shall reinforce existing, qty. 2 – existing Josam 110001 series carriers with a method approved by the
VA. Contractor shall re-install two water closets and test for movement. Contractor shall repair demoed wall, tape/float and paint. Work to be performed after 4:30pm until
6:00am (M – F). Coordinate start of work with VA COR. Upon completion of each restroom and turn over to the VA the contractor shall clean each restroom of all construction materials and debris.

Contractor shall provide and install new bathroom partition per the drawings attached.
The partition type and color shall match existing. The existing partition can be purchased from ASI Global Partitions. The existing partition color is Metallic Silver #9511.
Contractor shall field verify measurements but see the attached drawing for dimensions.
In addition to the partition the contractor shall provide and install an aluminum square support post, wall support bracket and “U” channel support as per the drawings.
Contractor shall mount the square aluminum support post to the ceiling and floor tile per the manufactures directions. Contractor may need to provide structural support above the hard ceiling for post support. Contractor shall match existing bathroom finishes for continuity. Contractor shall temporarily close the restroom during partition install and provide an “Restroom Temporarily Closed” sign.
Note: At the end of each workday, please clean-up all worked in areas and make safe.
PERIOD OF PERFORMANCE:
• 30 days after issuance of notice to proceed.
INVOICING:
• Submit the proper documentation and reports to receive payment on this service. See information below: a. Payment to be made monthly, in arears, following satisfactory performance by Contractor’s personnel and upon receipt of a properly prepared invoice.
• Contractor shall be required to invoice through the Tungsten System at http://www.tungsten-network.com/us/en/veterans-affairs/. Additional information regarding Tungsten shall be provided upon award.
• The contract shall have current registration in the System for Award Management (SAM) for this solicitation; URL: www.sam.gov.
• The invoice MUST be itemized to include the following information. Any information listed below, and not provided on an invoice, will render that invoice incomplete and the invoice will be returned for immediate correction.
o Time period being invoiced for.
o Description of services performed.
o Unit Cost billed.
o Extended amount due.
o Invoice number, date, o Contract and obligation numb
GENERAL:
• Contractor will contact VA COR or Alternative COR prior to start of the work.
• The Contractor shall schedule work through the COR, to ensure that all necessary parts, materials, tools are accounted for prior to the start of work.
• The contractor shall coordinate with VA COR NLT than 7 days to the start of this service and completion.
• Government Holidays:
o The Government hereby provides notice and Contractor hereby acknowledges receipt that Government personnel observe the listed days as holidays:

Memorial Day Last Monday in May
Independence Day July 4th
Labor Day First Monday in September

• In addition to the days designated as holidays, the Government observes the following days:
o Any other day designated by Federal Statute o Any other day designated by Executive Order o Any other day designated by the President’s Proclamation
• It is understood and agreed between the Government and the Contractor that observance of such days by Government personnel shall not otherwise be a reason for an additional period of performance, or entitlement of compensation. In the event the Contractor's personnel work during the holiday, they may be reimbursed by the Contractor, however, no form of holiday or other premium compensation will be reimbursed either as a direct or indirect cost, other than their normal compensation for the time work.
CONTRACTOR RESPONSIBILITIES:
• Responsible for removal of all demo materials
• Coordinating with the COR during the shutdown and startup.
• Ensure that all areas affect by repairs described above are protected from damage and maintained in a safe orderly condition.
• Ensure that all safety measures are followed in accordance with local and state safety laws.
• The Contractor’s superintendent shall be available to address any needs of the VA COR.
• The contractor is responsible for the verification of all requirements for this project. All measurements and conditions must be verified by the contractor. Any discrepancies between field conditions, project documents, and this SOW shall be immediately brought to the attention of the COR and contracting officer.
• The project shall be in accordance with the latest International Building Code (IBC), National Fire Protection Associate (NFPA) standard, Uniform Federal Accessibility Standard
(UFAS), VA Specifications and Standards, and local facility requirements. In the event there is a conflict between any of the standards/codes, the more stringent standard/code shall apply.
• Disposal of materials removed under this contract at an approved disposal site in accordance with all local, state, and federal laws, regulations, and guidelines are the Contractor’s sole responsibility. The contractor shall adhere to all OSHA requirements concerning removal, transporting, and disposal of the material.
• The Contractor shall be responsible for obtaining any licenses and permits and complying with any laws, codes, and regulations applicable to the execution of this work as required
Federally and by the State of Texas.
• The contractor shall warrantee work to be free of defects and workmanship for the duration of the manufacture warranty applies. All other work shall be free of defects for the duration of 1 year.
