Preferred requirements include operating as vendor-independent higher education consultancies, offering implementation and change-management support as optional follow-on services, and providing executive-level oversight and escalation protocols. Offerors must submit a current W-9, detailed pricing information using a provided cost proposal template, comprehensive work plans, and three higher education case studies with documented measurable results from the past five years. Financial stability may be assessed through requests for three years of audited financial statements, and vendors must meet specific insurance requirements and comply with Montana Executive Order No. 2016 regarding equal pay for women, with potential 5% bonus points available for compliance. Payment terms are Net 30 with 0% financing, and all procurement must be processed through SmartBuyMT, Montana State University's e-procurement platform. The specific budget range is not disclosed, with pricing evaluated competitively based on detailed cost proposals. The university will require stringent data security terms for the selected vendor.
