About this file
This is a Salient Characteristics Statement for a US Army Electronic Proving Ground (USAEPG) procurement of E-Field monitoring equipment. The procurement solicits equipment on a Brand Name or Equal basis and requires the acquisition of high-precision Radiation Hazard (RADHAZ) measurement systems capable of accurately assessing modern, fast-pulsing waveforms found in advanced radar and electronic warfare environments. The specific equipment configuration includes 12 Narda Fieldman E-Field Monitors (main control units), 12 EFD-1891 Fast Acting Probes, and 12 EFD-5091 True RMS Probes.
The Fieldman E-Field Monitor main control unit must be a ruggedized handheld device with maximum dimensions of 315 mm x 95 mm x 55 mm, weighing no more than 700 grams including battery. It must feature a minimum 5-inch sunlight-readable color TFT-LCD display with 1280 x 720 HD resolution, a replaceable Li-Ion rechargeable battery providing at least 15 hours of operation, USB-C Power Delivery charging capability, and connectivity via USB-C, Gigabit Ethernet, and Optical interfaces. The monitor must include a digital probe interface eliminating separate meter calibration, IP54 or better environmental protection, and integrated sensors for temperature, humidity, and air pressure logging. The EFD-1891 Fast Acting Probe must operate across 2 MHz to 18 GHz with measurement range of 0.6 V/m to 1000 V/m using diode-based sensors with minimum 60 dB dynamic range and digital-at-the-head signal conversion. The EFD-5091 True RMS Probe must cover 300 MHz to 50 GHz with measurement range of 8 V/m to 614 V/m using thermocouple-based sensors capable of providing mathematically accurate True RMS values for overlapping pulsed signals and high peak-to-average power ratios. Both probes must include independent digital calibration stored within the probe head for plug-and-play operation with compatible monitor units and must handle complex, fast-pulsed radar waveforms that would saturate standard diode-only probes.

Salient Characteristics Statement US Army Electronic Proving Ground (USAEPG) Procurement
1. Introduction and Purpose
• This document outlines the salient characteristics for the procurement of E- Field monitoring equipment required by the US Army Electronic Proving Ground (USAEPG). The objective is to acquire high-precision Radiation Hazard (RADHAZ) measurement systems capable of accurately assessing modern, fast-pulsing waveforms found in advanced radar and electronic warfare environments.
2. Additional Requirement:
• This requirement is solicited as a Brand Name or Equal.
3. Equipment Requirements
The following equipment configuration (or technical equivalent) is required:
• Narda Fieldman E-Field Monitor (Quantity: 12)
• EFD-1891 Fast Acting Probe (Quantity: 12)
• EFD-5091 True RMS Probe (Quantity: 12)
4. Technical Specifications and Performance Criteria
• Fieldman E-Field Monitor (Main Control Unit) The monitor must serve as the central processing unit for data visualization and probe management with the following minimum specifications:
• Form Factor: Ruggedized handheld unit.
• Dimensions: Maximum 315 mm x 95 mm x 55 mm (excluding probe).
• Weight: Maximum 700 g (including battery).
• Display: Minimum 5-inch sunlight-readable color TFT-LCD (1280 x 720 HD resolution).
• Power System: Replaceable Li-Ion rechargeable battery providing at least 15 hours of nominal operation.
• Charging: Support for USB-C Power Delivery (PD).
• Interface: Digital probe interface that eliminates the need for separate meter calibration.
• Connectivity: USB-C, Gigabit Ethernet, and Optical interfaces.
• Environmental Protection: Ingress Protection rating of IP54 or better.
• Integrated Sensors: Must include internal sensors for temperature, humidity, and air pressure for automated environmental logging.
5. EFD-1891 Fast Acting Probe
The probe must be optimized for fast-pulsing waveform detection with the following characteristics:
• Frequency Range: 2 MHz to 18 GHz.
• Measurement Range: 0.6 V/m to 1000 V/m.
• Sensor Type: Diode-based for fast response times.
• Dynamic Range: Minimum 60 dB.
• Architecture: Digital-at-the-head signal conversion to prevent analog signal degradation.
6. EFD-5091 True RMS Probe The probe must provide accurate power measurements for complex waveforms:
• Frequency Range: 300 MHz to 50 GHz.
• Measurement Range: 8 V/m to 614 V/m.
• Sensor Type: Thermocouple-based (True RMS).
• Requirement: Must provide mathematically accurate True RMS values for overlapping pulsed signals and high peak-to-average power ratios (PAPR).
• Architecture: Digital-at-the-head signal conversion.
7. Critical Mission Requirements To meet the specific testing needs of USAEPG, the proposed system must satisfy the following:
• Pulse Handling: The system must accurately integrate the power of complex, fast-pulsed radar waveforms that typically saturate standard diode-only probes.
• Signal Integrity: Probes must digitize signals internally to prevent interference and maintain integrity over high-speed analysis.
• Calibration: Probes must be independently calibrated with the calibration data stored digitally within the probe head, allowing for "plug-and-play" operation with any compatible monitor unit.
