About this file
This document is an Attachment containing the salient characteristics and technical specifications for a BLU-MED 16' x 32.5' XP® Medical Response Package offered on a brand name or equal basis. The Government requires one complete deployable medical response package meeting minimum physical, functional, and performance requirements across six primary subsystems.
The shelter component must be a 16 feet wide x 32.5 feet long x 8 feet high Quonset-style structure with a free-span aluminum frame suitable for saltwater or corrosive environments. It shall feature 15 oz. Mil-Spec vinyl cover and end panels certified to Mil-PRF-44103D, minimum two entries and four insulated windows, non-slip removable flooring, and fire-resistant plenum and insulating liner. The shelter must withstand 15 psf snow load, 80 mph sustained winds with 100 mph gusts, 4 inches of rain per hour, and 100 setup/strike cycles without critical failure. The ECU/HVAC system requires minimum 30,000 BTUs cooling capacity, 8 kW heat strip, 1 inch static pressure and 1100 CFM airflow, with operational temperature range of -25°F to +132°F and maximum 45 dB operating sound level. The electrical distribution system shall include an interior power distribution box with minimum two GFCI-protected outlet circuits and at least 10 individually controlled water-resistant lights. The generator must be 20 kW, 60 Hz, 3-phase diesel with approximately 45-gallon fuel capacity in a noise-attenuating enclosure. The storage/transport trailer shall be approximately 7 feet wide x 14 feet long with minimum 7,000 lbs GVWR, featuring rear ramp door, side door, electric brakes with breakaway kit, lighting, and tandem axles. The complete package includes carry bags, spares/repair kits, instruction manuals, parts lists, and top-level drawings. Offerors proposing equal products must provide sufficient technical documentation demonstrating compliance with all listed salient characteristics.
