About this file
This document outlines the salient characteristics for three distinct equipment sets in federal contract opportunity W50S7S26Q0021, dated 13 August 2026.
The Rubber Hex Dumbbell Set (5-100 LBS) must feature hexagonal-shaped heads encased in heavy-duty rubber to prevent rolling, with pairs ranging from 5 to 100 pounds in 5-pound increments. Handles must be chrome-plated steel with ergonomic, contoured design and full or partial knurling for secure grip. Dumbbell heads must be permanently affixed to handles via friction welding or equivalent high-strength method. The Kettlebell Set comprises approximately 12-16 individual bells constructed of solid, single-piece cast iron or equivalent high-tensile material, ranging from approximately 5 to 106 pounds in standard increments. Each bell must feature a matte black powder-coat finish designed to hold chalk and resist corrosion, a completely flat machined base for wobble-free stability, seamless cast handles, and clearly debossed weight markings in pounds.
The Dead Bounce Bumper Plates set consists of approximately 420 pounds of plates constructed from high-quality, dense virgin rubber or urethane to achieve minimal rebound when dropped. All plates must have uniform 450mm (17.72-inch) outer diameter per International Weightlifting Federation standards and feature 50.60mm (+/- 0.2mm) center collar openings with permanently bonded stainless steel inserts for Olympic-sized barbells. Weight tolerance must be within +/- 1% of claimed target weight. The set configuration requires at least two pairs each of 10 LB, 25 LB, and 45 LB plates, plus at least one pair each of 15 LB and 35 LB plates.

Salient Characteristics: Rubber Hex Dumbbell Set, 5-100 LBS
1. Head Design: Dumbbell heads must be a six-sided, hexagonal shape to prevent rolling when placed on the floor.
2. Head Material: Heads must be encased in a heavy-duty, durable rubber compound.
3. Weight Range: The set must include pairs of dumbbells ranging from 5 lbs to 100 lbs, in 5 lb increments.
4. Handle Material and Design: Handles must be chrome-plated steel and feature an ergonomic, contoured grip.
5. Handle Texture: Handles must be fully or partially knurled to ensure a secure, non-slip grip during use.
6. Construction: Dumbbell heads must be permanently and securely affixed to the handle via friction welding or an equivalent high-strength construction method to prevent loosening or detachment during use.
Salient Characteristics: Kettlebell Set
1. Construction Material: The kettlebells must be constructed of solid, single-piece cast iron or equivalent high-tensile material.
2. Finish: Each bell must have a matte black powder-coat finish designed to hold chalk effectively, provide a natural slip-free texture, and resist chipping, rusting, and corrosion.
3. Base Design: The base of each kettlebell must be machined completely flat to ensure absolute, wobble-free stability when resting on the floor or a storage shelf.
4. Handle Design: The handles must be cast as part of the single-piece mold and free of seams, welds, or rough burrs.
5. Weight Identification: The front and/or back of each bell must feature clearly debossed/molded weight markings in pounds (LB).
6. Set Configuration & Weight Range: The set should consist of approximately 12-16 individual kettlebells covering a range from approximately 5 LBS to 106 LBS in standard weight increments.
Salient Characteristics: Dead Bounce Bumper Plates
1. Material Construction: Plates must be constructed of high-quality, dense virgin rubber or urethane to ensure a "dead bounce" (minimal rebound) when dropped.
W50S7S26Q0021 13 Aug 2026
2. Center Collar Insert: The center collar opening must be 50.60mm (+/- 0.2mm) to ensure a snug, secure fit on standard Olympic-sized barbells. The insert must be made of solid, heavy-duty stainless steel that is permanently bonded.
3. Plate Diameter (IWF Standard): All plates, regardless of weight, must have a uniform outer diameter of 450mm (17.72 inches) in accordance with International Weightlifting Federation standards to ensure even distribution of force across the plates when a loaded barbell is dropped.
4. Weight Tolerance: Plates must have a tight weight tolerance within +/- 1% of their claimed target weight to ensure training accuracy
5. Set Configuration Requirements: 420 LB (approximately) complement of plates.
• Must consist of at least two (2) pairs each of plates in the following weight increments: 10 LB, 25 LB, and 45 LB
• Must consist of at least 1 (one) pair each of plates in the following weight increments: 15 LB, 35 LB
