About this file
This document outlines the salient characteristics for a JCAD Simulator procurement requirement.
The contractor must provide 4 units of M4A1 JCAD Simulators to Building 1092 on RAF Lakenheath, with ARGON brand name or an approved equal. Each M4A1 JCAD-SIM Standard Training Kit must include a complete set of components: one M4A1 JCAD-SIM unit, simulation confidence checker, battery cassette with 4 AA alkaline cells, simulation sampling nozzle, simulation storage and sieve packs (Types A and B), instructor remote simulation decontamination controller, After Action Review reporting fob, 2 G/TIC and 2 H/TIC series long range simulation vapor sources with 2 alkaline D cells, four point contamination sources (small and large high reading variants for both G and H agents), English user manual, and system storage/carry case. Any proposed "or equal" system must physically and functionally replicate the M4A1 JCAD interface and mock-consumables without utilizing hazardous liquid or chemical simulants.
The simulators must be easily distinguishable from real-world equipment and capable of detecting and simulating a wide array of chemical and biological agents including nerve, blood, blister, and toxic industrial chemicals (TICs). The system requires an instructor-operated remote control to enable realistic training scenarios and must incorporate the capability to identify and simulate the effects of adverse weather conditions, specifically temperature and wind direction variations.

Salient Characteristics
JCAD Simulator
The contractor must provide 4 EA M4A1 JCAD Sims to Building 1092 on RAF Lakenheath with ARGON brand name or equal. The procurement of an M4A1 JCAD-SIM Standard Training Kit (Brand Name: Argon Electronics) or an equivalent system. Any proposed 'or equal' system must meet all salient characteristics outlined above, specifically the requirement to physically and functionally replicate the M4A1 JCAD interface and mock-consumables (sieve packs/confidence checkers) without utilizing hazardous liquid/chemical simulants. Compliance is met with the following characteristics:
M4A1 JCAD-SIM training kit comprising:
Qty 1 M4A1 JCAD-SIM Qty 1 Simulation confidence checker in storage pot Qty 1 Battery cassette Qty 4 AA Alkaline cells Qty 1 Simulation sampling nozzle in storage pot Qty 1 Simulation storage sieve pack Qty 1 Simulation sieve pack type A Qty 1 Simulation sieve pack type B (in simulated foil pack with cleaning cloth) Qty 1 Instructor remote simulation decontamination controller Qty 1 After Action Review reporting fob Qty 2 G / TIC series long range simulation vapour source Qty 2 H / TIC series long range simulation vapour source Qty 2 Alkaline D cells Qty 1 Small high reading G Point Contamination Source Qty 1 Small high reading H Point Contamination Source Qty 1 Large high reading H Point Contamination Source Qty 1 Large high reading G Point Contamination Source Qty 1 User manual (English) Qty 1 System storage / carry case."
The SIM equipment must be easily identifiable from the real-world equipment.
The product needs to be able to detect and simulate a wide array of agents. Nerve, Blood, Blister and TICs.
The SIM would need a remote to be used by instructors to better enable realistic training.
It needs to be able to identify the effect of adverse weather conditions such as temperature and wind direction.
