About this file

This document is a Salient Characteristics attachment for a federal procurement of a Capillary Electrophoresis (CE) instrument by the Beverage Alcohol Laboratory (BAL) of the Alcohol and Tobacco Tax and Trade Bureau (TTB), located in Beltsville, Maryland.

The BAL seeks a CE instrument capable of analyzing, separating, and quantitating eight organic acids in alcoholic beverages: tartaric acid, acetic acid, malic acid, lactic acid, citric acid, gluconic acid, succinic acid, and fumaric acid. The instrument will support determination of standard of identity for formula submissions, product integrity investigations, and the Alcohol Beverage Sampling Program. Future expansion capabilities should include analysis of sugars (erythritol, fructose, glucose, sucrose, maltose, and lactose) and cyanide detection. The instrument must operate under specified conditions: 100 mbar injection pressure, 20°C capillary temperature, -25 kV voltage, and 350/20 nm detector signal with 200/10 nm reference. Required specifications include a programmable pressure system (-100 to +100 mbar), safety features (current leak detection, liquid leak sensor, high voltage safety sensors), self-correcting injection system with programmable range up to 10,000 seconds, 50-position autosampler with temperature control (10-40°C), satellite station for buffer replenishment, and 100 μL, 1 mL, and 2 mL vial compatibility. The capillary cassette must include a high-speed forced-air cooler with Peltier element, temperature range 10°C below ambient to 60°C, and support 365 μm outer diameter capillaries with minimum 33 cm length. The detector must be a real-time UV-Visible diode-array detector (190-600 nm) with 1 nm wavelength accuracy, 0.025 to 10 second response time, 1 μM sensitivity, and baseline noise less than 50 μAU at 2 second response time. The system must operate under Windows XP (SP3) with time-programmable parameters, constant voltage/current/power modes, voltage range 0 to ±30 kV, current 0-300 μA, and power 0-6 W. Power requirements are 100-240 V line voltage, maximum 300W, 50-60 Hz frequency. The winning proposal must include five line items: CPU with monitor and printer, familiarization training at installation, on-site method consulting, an Organic Acids Kit, and the capability to add multiple detectors in the future.

Capillary Electrophoresis (CE) Instrument AƩachment 1: Salient CharacterisƟcs

The Beverage Alcohol Laboratory (BAL) located at 6000 Ammendale Road, Beltsville, Maryland, is part of the ScienƟfic Services Division of TTB. The laboratory provides technical experƟse and assistance to other divisions within TTB by analyzing approximately 1,200 alcoholic beverage samples (wine, malt beverages, and disƟlled spirits) in a year across a variety of programs.

TTB’s Beverage Alcohol Laboratory (BAL) is interested in purchasing a capillary electrophoresis

(CE) instrument that would be capable of performing BAL’s previously developed test method for determining organic acids in alcoholic beverages. This would be used for determinaƟon of standard of idenƟty for Formula submissions with lab analysis, Product Integrity invesƟgaƟons, and the Alcohol Beverage Sampling Program (ABSP). The instrument also allows BAL to possibly expand their capabiliƟes to determine sugars (erythritol, fructose, glucose, sucrose, maltose, and lactose) used in nutriƟonal labeling assessment, and cyanide in alcoholic beverages which is a limited ingredient.

Method Parameters

The instrument should be able to analyze, separate, and quanƟtate the following organic acids in alcoholic beverages such as wines, malt beverages, and disƟlled spirits:

Tartaric Acid AceƟc Acid

Malic Acid LacƟc Acid

Citric Acid Gluconic Acid

Succinic Acid Fumaric Acid
