Supply Buy YRD ATV Purchase

1.0 General

This is a supply buy contract to purchase Tongass NF Fleet requests two (2) 400-650cc 4X4 ATV’s for use at the Yakutat Ranger District, AK. These ATV’s will be utilized to transport personnel and gear to and from remote off road project sites. The conditions are steep, wet, sandy, and sometimes icy, 4X4 is required. Due to the remoteness and the inability to charge batteries at these sites an alternative starting mechanism is required (recoil starter, battery booster, etc.). The Tongass National Forest has 5 ATV’s with the intent to trade in 2 out of the 5. See pictures of proposed trade in ATV’s in Trade In Attachment 3.

2.0 Description and Specifications

The contractor shall provide two 400-650cc 4X4 ATV’s with the required specifications:

· 400-650cc engine size

· Large enough to carry 1 person and gear safely

· Drive: 4X4 with Independent Rear Suspension (IRS)

· For off road steep/slippery operating conditions

· Towing capability (standard)

· For towing small utility type trailers

· Local Servicing (within 220 miles of Yakutat, AK) including warranty repairs

· To reduce shipping costs

· Alternate starting mechanism (recoil starter, battery booster, etc.)

All items shall include manufacturer’s warranty against manufacturing defects and workmanship.

3.0 Delivery Information

The contractor shall deliver all items using Free On Board (FOB) destination to the following address no later than 01 April 2025.

· USDA Forest Service Yakutat Ranger District 712 Ocean Cape Road Yakutat, Alaska 99689

The contractor shall notify the CO and COR at least 48-hours prior to delivering the items. No partial shipments will be accepted. No full payments will be authorized until all items have been delivered, inspected, and accepted by the government.

4.0 Contract Type

The Government will award a Firm-Fixed Priced (FFP), Supply contract.

5.0 Inspection and Acceptance

All inspections will be at the delivery location specified in the contract. A Contracting Officer Representative (COR) will be responsible for inspection of the items delivered under this contract to ensure compliance with the terms, conditions, and specifications of the subject contract. The COR has no authority to make any changes to the terms and conditions of the contract.

· If the items delivered are in compliance with the terms, conditions and specifications of the contract, the items will be accepted, and the contractor can proceed with invoicing.

· If the items delivered are not in compliance with the terms, conditions and specifications of the contract, the COR will immediately notify the CO and items will be rejected. In the event items are rejected, the CO will notify the contractor in writing within 5 business days of the inspection. The contractor shall have 5-10 business days after notification to correct the deficiencies and deliver the items at no cost to the government.

6.0 Invoicing

All contractor invoices shall be submitted via the Invoice Processing Platform (IPP) using contract line item numbers (CLINs). The contractor shall be required to establish account(s), access method(s), log-in(s), and necessary training in order to submit invoices through IPP. Invoices not submitted via IPP shall not be accepted or paid.

7.0 Additional Information

The contractor shall provide manufacturer’s specifications and product details, operation and maintenance (O&M) manuals, and warranty information for all items no later than 15 business days after contract award.

The federal government is exempt from taxes when purchasing through contracts and orders.
