About this file
This document appears to be the Attachment 4 Response to Questions related to a Request for Quote (RFQ) solicitation for the purchase of All-Terrain Vehicles (ATVs) for the USDA Forest Service Yakutat Ranger District.
The key details are:
- The government requires the dealer or maintenance facility for the ATVs to be within 220 miles of Yakutat due to the high cost of repair and shipping, but the closest facility is 268.3 miles away, which is unacceptable.
- The government did not provide the firm fixed price for the ATVs, as the contractor is responsible for providing fair and reasonable pricing.
- The contractor is required to be registered in SAM.gov, have an active Unique Entity Identifier (UEI), and be eligible for federal contracts, but a CAGE code is not currently required.
- The government desires to trade in all 5 existing ATVs.
- The government requires a means to start the ATVs in the field if the battery dies, and a booster pack is acceptable.

1. In the solicitation you wrote that you all preferred a dealer that was 220 miles away.
Unfortunately the closest dealership we could find was 268.3 miles away. Is this ok?
Response: The government needs to have a dealership or maintenance facility for repair of the ATVs within 220 miles of Yakutat due to cost of repair and shipping.
This substantial duplication of cost for repair/shipping is unacceptable for this type of equipment.
2. Your solicitation mentions firmed fixed price. Can you let us know what that price is, so that we can make sure pricing doesn’t exceed this threshold
Response: The government is not responsible for posting pricing. The contractor is responsible for providing fair and reasonable pricing to the government.
3. We currently only have our UEI. Will this be an issue? We are working on our Cage code, but we do have proof of our EIN and state certification if needed.
Response: The government does not require a cage code currently. The requirement is for the company to be registered in SAM.gov, have an active UEI, and be eligible for federal contracts.
4. Which two of the five machines are you actually offering for Trade?
Response: The government desires to trade in all 5 machines.
5. Can-am doesn’t offer a recoil starter system for the machines, just a good battery tender installed on the machine would work?
Or should we look into boost packs, just wondering if you had any input?
Responsible: The government requires a mean to starting each ATV in the field if the battery dies. The government does find a booster pack acceptable.
