About this file

This document outlines the salient characteristics and hardware/software requirements for a mobile biometrics collection kit to be provided to the Air Force Office of Special Investigations (AFOSI). The vendor must deliver a lightweight, modular, Android-based system capable of collecting multimodal biometrics including fingerprints, facial recognition, and iris scans. The system shall be compatible with AFOSI's database software for integrating, discovering, analyzing, and disseminating biometric identity information to support criminal and counterintelligence missions. The vendor must maintain a full-service warranty consistent with current AFOSI standards and provide training (virtual or in-person) for up to 20 personnel in field-level system utilization over a 1-3 day course.

Each kit must include a Pelican case with custom foam, Samsung Galaxy S23 (128 GB or better), sensor modules for iris capture and fingerprint scanning with associated components, a phone case, charging equipment (USB-C fast charger, vehicle inductive charger, international wall charger), and the Mobile Biometric Application. The software must be Android-based and include features such as on-board matching of all three biometric modalities, Samsung Knox mobile device management, FBI-approved certification for mobile identification and live scan, Electronic Biometric Transmission Specifications (EBTS) compliance, real-time submission to local and national repositories, disconnected-environment data storage with automatic transmission upon reconnection, and multi-device synchronization capability. The vendor shall provide Large Scale Integration services, a Service Desk portal with 24/7 access for issue ticket logging and risk management, and Operations & Maintenance support including software updates, patches, and general support.
