About this file
This is a Requirement Description document for 3D radar payload panels to upgrade the 736 SFS ODIN Tower System. The 736 Security Forces Squadron requires remotely operated radar systems capable of detecting and tracking small unmanned aerial systems, vehicles, and personnel with enhanced detection capabilities integrated with the existing ODIN dual camera system featuring a fixed thermal lens and 120-degree field of view (360-degree total coverage).
The radar panels must operate in K-band frequencies (24.45–24.65 GHz for USA operations; 24.05–24.25 GHz for international operations) and deliver a 120-degree azimuth by 80-degree elevation field of view with track accuracy less than 1 degree azimuth and less than 1.5 degrees elevation. The system must support up to 20 simultaneous tracks at a 10 Hz update rate, achieve detection ranges exceeding 800 meters for both 120-degree and 360-degree coverage, and provide range, azimuth, and elevation identification. Specific detection ranges include greater than 1 km for small UAVs (Phantom 4), 1.4 km for larger UAVs (Matrice 600), greater than 3.5 km for vehicles, and greater than 2.2 km for personnel. The radar must utilize Short-Range Software-Defined Metamaterials ESA (MESA®) radar technology in compact solid-state format measuring 16.3 cm by 20.3 cm by 5.7 cm and weighing 1.25 kg. Additional requirements include slew-to-cue integration, ATAK system integration, smartphone or tablet compatibility for command and control, geo-location capability, hard body transit cases for deployment, software update capability for cybersecurity, MPU5 radio integration, Gigabit Ethernet control, and VESA 75 and 100mm mounting compatibility. The vendor must provide minimum one-year warranty and training support with local in-person training support outside the continental United States within one year of purchase and must be compatible with the existing ODIN Sensor Tower/PTZ day/night dual camera system, TAK Person Worn Kit, and mCore Edge Processor suite.

REQUIREMENT DESCRIPTION WITH SALIENT CHARACTERISTICS
736 SFS Radar Payload Panels
3D RADAR PAYLOAD PANELS
The current ODIN Tower System is currently in need of an upgrade of radar panels in order to increase and enhance detection capabilities to small unmanned aerial systems, vehicles, personnel among other objects. This radar panels should be packaged in hard body transit cases for deployment operations and must have capabilities for slew to cue integration with current
ODIN dual camera system with fix thermal lense for immediate target identification with 120 degrees field of view (360 degrees of coverage total) with Range, Azimuth and Elevation identification. Must include all necessary mounting hardware for ODIN Tower System integration. Provide heightened cyber-security, enable software release updates to ensure system is not vulnerable to attacks. These items must be compatible to work and fit DFT's ODIN Tower system. Vendor must offer a minimum of a one (1) yr warranty/training support and local in-person training support OCONUS within a year of purchase. Vendor must be able to work on current ODIN Sensor Tower/PTZ day/night dual camera with fixed Thermal lens, excluding radar package - TAK Person Worn Kit and mCore Edge Processor suite with laptop and system accessories.
