About this file
This document details specifications for the Mifram "CarMen" Crowd and Vehicle Barrier, a modular security system designed for vehicle mitigation and crowd control. The barrier must be approximately 8.2 ft long, 2.1 ft wide, and 3.94 ft high, weighing around 330 lbs, with an L-shaped geometry that converts horizontal vehicle momentum into vertical momentum. Key requirements include testing to IWA-14-1 or ASTM F2656/F2656M standards, high-strength ballistic steel face panels for personnel protection, and a high-visibility yellow exterior finish with reflective markings.
The system features tool-less interconnectivity, allowing for continuous barrier runs of variable length that can be reconfigured and redeployed without permanent infrastructure. Units must be fully assembled or require minimal field assembly, with interconnections that maintain stability while avoiding pinch or trip hazards. The barriers can be configured in straight or curved configurations to match roadway or sidewalk geometry, making them versatile for different security and crowd management scenarios.

Text version
Brand Name or Equal: Mifram “CarMen” Crowd and Vehicle Barrier
Saliant Characteristics:
1. Must perform as a combined vehicle-mitigation and crowd-control barrier, i.e., impede/stop vehicle passage and resist crowd overturn/removal forces. The barrier must use an L-shaped geometry that converts a vehicle’s horizontal momentum into vertical momentum and transfers loads to the ground, and must allow crowd mass on the base to increase stability against removal/overturning.
a. Barriers have been tested to IWA-14-1 or ASTM F2656/F2656M with an equivalent rating of ASTM M30/P1 or better.
b. Face panels must use high strength ballistic steel capable of providing cover to airmen.
2. Approx. Length 8.2 ft (2.5 m); Width 2.1 ft (0.64 m); Height 3.94 ft (1.2 m).
3. Complete modular system—individual units interconnect tool-lessly to create continuous runs of variable length and can be reconfigured and redeployed without permanent infrastructure (no foundations).
4. Approx. 330 lb (150 kg) to ensure stability and performance as described in Item 1
5. Units must be delivered fully assembled or require no field assembly beyond placement/interconnection; no special tools required.
6. High-visibility yellow exterior finish matching current barriers’ safety appearance
(e.g., ANSI Z535.1 Safety Yellow or equivalent), with reflective/visibility markings suitable for gate operations.
7. Interconnections must maintain barrier stability without creating pinch/trip hazards;
system must allow straight and curved runs that follow roadway/sidewalk geometry.
