About this file
This is a Requirement Description and Salient Characteristics document for a Brand Name or Equal procurement by the 15 Air Support Operations Squadron (ASOS).
The 15 ASOS requires flight antennas and batteries to support existing tactical radio systems and ongoing operational missions. The requirement specifies five line items: 40 units of MP-3512/TG 30-512MHz Manpack Antenna (Gooseneck), 30 units of 1Y58950 MPDP225X2/1.25-2.7 antenna (225-450 and 1250-2700 MHz), 40 units of 12500-2500-02 rechargeable lithium-ion batteries (7.0A-HR), 40 units of E45-0070-414 O-rings (EPDM, 70 duro), and 30 units of BT-70791CK lithium-ion batteries (BB-2590, 251Wh capacity). Antennas must support multi-band operation compatible with military and MANET radio systems, operate within specified frequency ranges (225-450 MHz UHF and 1250-2700 MHz L/S bands), provide 360-degree omni-directional coverage, feature 50-ohm impedance with VSWR of 2.5:1 or less, and include an integrated Antenna Matching Unit with at least 25-watt power handling. Antennas must meet MIL-STD-810 environmental standards with UV-stable, corrosion-resistant construction suitable for portable and mobile operations. Batteries must be fully compatible with handheld and tactical radio systems, feature smart battery capability with management and status monitoring, and meet military safety and performance standards. The document emphasizes that substitutions introduce compatibility risks with waveforms, connectors, and power requirements, and that use of non-OEM batteries may void equipment certifications. Equivalent items are acceptable only if they meet exact form, fit, and function specifications of the listed part numbers.

Attachment 1 – Requirement Description and Salient Characteristics – Brand Name or Equal
The 15 Air Support Operations Squadron (ASOS) has a need for Flight Antennas and Batteries.
These specific tactical communication antennas and battery systems will be utilized in support of ongoing operational mission requirements. The 15 ASOS currently has fielded tactical radio systems and requires these additional antennas and batteries in support of the existing systems.
The required items are highly specialized components that must integrate seamlessly with the existing Government-owned communications equipment.
Required Characteristics and Specifications Antennas:
• Must support multi-band operation compatible with military and MANET radio systems
• Hascall-Denke antenna must operate within:
o 225–450 MHz (UHF band) o 1250–2700 MHz (L/S bands)
• Omni-directional radiation pattern (360° azimuth coverage)
• Nominal impedance of 50 ohms
• VSWR of ≤ 2.5:1 (2:1 typical)
• Vertical polarization
• Integrated Antenna Matching Unit (AMU) for optimized performance
• Power handling of at least 25 watts
• Ruggedized construction:
o UV-stable radome o Corrosion-resistant materials o Designed to meet MIL-STD-810 environmental conditions
• Compact and lightweight form factor suitable for portable and mobile operations
Batteries and Accessories:
• Must be fully compatible with supported handheld and tactical radio systems
• Rechargeable lithium-ion chemistry
• Smart battery capability (for L3Harris 12500-2500-02), including battery management and status monitoring
• BB-2590/U form factor (for Bren-Tronics BT-70791CK) with 251 Wh capacity
• O-Ring (E45-0070-414) must be fully compatible and provide environmental sealing for the associated battery – O-Ring is only compatible for 163 battery 12500-2500-02
• Batteries must meet applicable safety and performance standards for military use
• Interoperability: The antennas and batteries must function with existing tactical radios and MANET systems without degradation in performance. Substitutions introduce risk of incompatibility with waveforms, connectors, and power requirements.
• Form, Fit, and Function: The listed products meet exact physical, electrical, and environmental specifications required for deployed systems, including frequency coverage, impedance, and battery interface standards.
• System Certification and Safety: The L3Harris batteries and associated components are certified for use with supported radio platforms. Use of non-OEM or non-approved batteries may void equipment certifications and introduce safety risks.
*An equivalent item is acceptable, provided it meets the exact form, fit and function of the part numbers listed above.
