About this file

This is a Request for Information (RFI) questions document outlining the Department of Veterans Affairs' market research to identify vendors capable of developing, maintaining, and delivering comprehensive billing code sets aligned with VA's Community Care Referral Guidelines (CCRGs). The VA seeks industry partners with expertise in translating clinical guidance into validated, up-to-date code sets that include CPT, HCPCS, ICD-10, DRG, and APC billing codes for accurate claims adjudication across the Next Generation community care environment. Vendors must demonstrate capability to incorporate new codes, retire obsolete codes, apply pricing and bundling rules, and ensure continued alignment with national standards and VA payment policy.

The RFI questions are organized into ten categories: general company information (ownership, socio-economic designation, contract vehicles); capability and experience with healthcare billing code sets and coding tools; code set development methodology and approach to mapping clinical guidance; deliverables and recommended update cadence; quality assurance and validation methods; scalability across specialties and high-volume code families; technical platforms and integration mechanisms; staffing qualifications and FTE requirements; contractor-VA interaction and coordination models; anticipated risks and mitigation strategies; and cost and pricing structure by specialty, update frequency, and customization level. Responses are due by May 14, 2026, at 3:00 PM Eastern and must be submitted to Jeffery Fithen and Justin Sink at the VA Office of Acquisitions and Logistics. This RFI is for information and planning purposes only and does not constitute a binding solicitation or obligate the government to issue a contract.

RFI – Information Sought: Code Sets

The U.S. Department of Veterans Affairs (VA) is conducting market research to identify vendors capable of developing, maintaining, and regularly delivering comprehensive billing code sets that align with VA’s Community Care Referral Guidelines (CCRGs). CCRGs specify the clinically authorized scope of services for community care referrals, but they do not include the specific CPT, HCPCS, ICD‑10, DRG, APC, or related billing codes required for accurate claims adjudication.

VA seeks industry partners with the expertise, tools, and coding resources necessary to translate CCRG clinical guidance into validated, up‑to‑date code sets and provide recurring deliverables for VA review and approval. Vendors must also be capable of incorporating new codes, retiring obsolete codes, applying pricing and bundling rules, and ensuring continued alignment with national standards and VA payment policy.

The information collected through this RFI will support acquisition planning and help VA determine the cost, feasibility, technical approaches, and industry capabilities associated with procuring contractor‑developed code sets for use across the Next Generation community care environment.

VA is seeking vendor support to create comprehensive billing code sets that align with the clinical categories described in the CCRGs. Using the Cardiology example attached (Attachment A), vendors would be responsible for developing code sets that accurately map all applicable billing codes under each allowable service category, such as:

• Code Set 00002: All procedure codes for cardiac‑related imaging tests

• Code Set 00003: All cardiac‑related laboratory procedures

• Code Set 00004: All cardiac‑related diagnostic studies

• Code Set 00005: All cardiac‑related device interrogations These standardized code sets will be used by VA to support accurate claims adjudication, ensure policy compliance, and maintain consistency across community care referrals.
