About this file

This document is a Request for Information (RFI) related to a federal contract opportunity for the Ground-Based Electro-Optical Deep Space Surveillance (GEODSS) System Reacquisition. The RFI seeks input from potential contractors on their capabilities and interest in providing operations and maintenance services for the GEODSS optical sites located in Socorro, New Mexico; Diego Garcia, British Indian Ocean Territory; and Maui, Hawaii. The government is also considering consolidating the GEODSS effort with the Maui Base Support Services (MBSS) and Information Technology Core Communications (ITCC) contracts. The RFI includes detailed questions on topics such as contracting approach, performance incentives, staffing, and technical capabilities. Respondents are asked to provide information on their relevant past experience, certifications, and technical skills. The government will use the responses to determine the most appropriate acquisition approach and source selection strategy. The current GEODSS contract is expected to conclude on or about April 30, 2027.

QuestionResponse
1. Do you intend to compete as a Prime Contractor for inclusion consideration in the GEODSS requirement?
2. There is a possibility of combining two contracts efforts, GEODSS and Maui Base Support Services and Information Technology Core Communications (MBSS/ITCC). Would your firm be able to provide these services as a prime, without subcontractors? If not, what portions of the requirement would you subcontract? Why?
3. What benefit/savings do you see in consolidating these two efforts? Can you quantify the benefits by (1) Cost savings; (2) Price reduction; (3) Quality improvements that will save time or improve or enhance performance or efficiency; (4) Reduction in acquisition cycle times, or (5) Better terms and conditions? What risks do you see if these requriements are consolidated?
4. If consolidated, should this be a single award or multiple awards and why? If multiple, Do you recommend any split? (i.e. One for GEODSS, one for MBSS, one for ITCC).
5. The MBSS/ITCC was awarded as a Direct Award 8(a) - Native Hawaiian Organization (NHO). In your opinion, will the bundling affect the small business community? What if there is one section awarded/reserved only to Small Business? Which one would you recommend and why?
6. Would you recommend inclusion of incentives or penalties for this requirement? Why or why not? If incentives were included, what types of incentives would you recommend and against which parts of the PWS?
7. What performance objectives could be beneficial to incentivize for both the contractor and Government to retain personnel or improve performance? Could Incentive Option Years work? Why or why not?
8. The Government is considering adding the option to earn two additional one-year Incentive Option Years as an incentive for excellent performance and management. If you were the contracting officer, would you structure this incentive differently and if so, how/why?
9. What actions and incentives does your company offer to increase the recruiting and retention of employees at remote and isolated locations?
10. Is a Firm Fixed Price (FFP) contract type a good choice for this effort? If you disagree, which portions of the requirement are best suited for FFP, and which should be cost reimbursable, and why?
11. In your opinion, is a definitive contract with Individual Job Orders (IJOs) for projects adequate for this effort, or is an Indefinite Delivery/Indefinite Quantity (ID/IQ) contract with separate Task Orders (TOs) better suited for this requirement? Please explain. What risks do you foresee with your suggestion?
12. Extensive work schedules (i.e., workdays longer than 8 hours per day, 5 days per week) may pose a risk to the mission with potential personnel burnout, safety, and mission decrements within technical and process approaches. What means, metrics, incentives, performance thresholds and evaluation criteria should the Government consider to ensure a Contractor maintains its proposed staffing performance, and minimize mission risks?
13. What would you consider to be key critical performance measurements and minimum standards to be met as part of this requirement? Please identify any industry standards that exist for performance metrics for this type effort.
14. Which evaluation factors and source selection approach do you recommend the Government considers for evaluation? What type of trade-off, if any, would be appropriate and why?
15. Do you have meaningful past performance experience supporting multiple geographically separated locations in similar scopes of work? Please explain. Should Past Performance be included as trade-off or pass/fail, please explain.
SMALL BUSINESS
If you intend to compete as a prime contractor and/or you want to provide context for the Government's market research inclusion, please provide the anticipated subcontractor information for large and small business subcontractors including: a description of supplies/services/functional areas to be performed, identification of business size (i.e. LB, SB, SDB, WOSB, VOSB, SDVOSB, HUBZone, ) the applicable NAICS code associated with the work, t and the anticipated percent of the total contract value to be subcontracted to each business size/type based on the DRAFT PWS provided. As needed, add additional ROWS to provide your response.
Description of Supplies/Services/Functional AreaBusiness Size/type (i.e. LB, SB, SDB, WOSB, VOSB, SDVOSB, HUBZone)NAICS*
(*see Note below table)% of total contract value

*NOTE: You should assign the NAICS code to each potential subcontract based on the nature of work being subcontracted. Be advised, that the contracting officer established NAICS 517810 for the basic contract. You are not bound to use this NAICS when reporting your small business subcontracting possibilities if the work you are subcontracting is not similar in nature to this NAICS. For example, if small business subcontracting opportunities exist for Environmental Consulting Services (NAICS 541620), use this NAICS code to report the small business subcontracting opportunities, and not NAICS 517810. In all cases, to qualify as a small business, subcontractors must meet the size standard (see 13 CFR 121) for the NAICS code of the subcontract.
