About this file
This Requirements Document details the United States Coast Guard's (USCG) procurement of a specific IFR Aeroflex RD-301A Weather Radar Test Set for marine navigation surface search radar systems. The solicitation is a small business set-aside for one (1) RD-301A test set with calibration, to be delivered within 60 days of order receipt to the USCG C5ISC-ERF facility in Baltimore, Maryland. The brand-specific requirement mandates the exact part number with no substitutes, emphasizing that alternative products would require extensive reengineering and testing.
The procurement will be awarded as a firm fixed-price purchase order to the lowest-price technically acceptable quote, with responses due by Thursday, 5 June 2025 at 1:00 PM ET. The test set must be compatible with AN/SPS-50 and AN/SPS-78 marine radar systems, meet specific testing procedures using Keysight calibrated equipment, and include a minimum 30-day warranty. Vendors must be registered in the System for Award Management (SAM) and include their Unique Entity Identifier (UEI) number, Federal Tax ID, and CAGE code with their submission.

REQUIREMENTS DOCUMENT
Aeroflex RD-301A Weather Radar Test Set
The United States Coast Guard (USCG) requires an to support the USCG marine navigation surface search, AN/SPS-78 radar systems on board most CG marine vessels. The requirement is detailed in Table 1 below:
Table 1:
CLIN Part Number Description UOM QTY
001 RD-301A IFR Aeroflex RD-301A Weather Radar Test Set EA 1
002 NA Calibration w/certificate EA 1
This is a brand specific requirement. Only the specified part numbers will fulfill the Coast Guard’s requirement. No substitutes.
Established test procedures and quality assurance standards are incorporated utilizing the IFR Aeroflex RD-301A Weather Radar Test Set. Any alternatives will require extensive reengineering, testing and research. Changes to all established quality assurance technical procedures and documentation will lead to delays and impact mission response. See Attachment 1b- Testing and Calibration Document_ ISO IEC 17025 2017.
The units being procured must be issued under warranty for a minimum of 30 days following the receipt of the units by the Government.

Requirements Document Radar Test Set P/N RD-301A
TESTING PROCEDURES:
RD-301A Radar Test Set will be tested with calibrated Keysight MXG Analog Signal Generator, Model N5183B, 9 kHz-13GHz and a calibrated Keysight N9343C Multiband Spectrum Analyzer, 1 MHz – 13GHz to (one) ensure the accuracy of the RD-301A Radar Test Set for radio frequency measurement, (two) measurement accuracy of pulsed RF power in both peak and effective power, (three) measurement accuracy of the Pulse Reoccurring Frequency (PRF), (four) measurement accuracy of both course and fine attenuation adjustments for IF sensitivity.
The RD-301A Radar Test will be tested to ensure its functionality and capability with a AN/SPS- 50, 25kW, RF power output, Marine Search Radar system, to ensure that the RD-301A can (one) track the pulsed modulated radio frequency transmitted from this radar without the use of additional means, such as external analog trigger to synchronize the RD-301A Radat Test Set to the AN/SPS-50 Radar system. The RD-301A must be able to track the AN/SPS-50 radar pulse modulated RF transmitted output through a bidirectional coupler without no additional aids or means, (two) provide two target returns by producing pulsed modulated radio frequency echo returns in the form of targets for PPI display on the SPS-50 radar PPI display. All control knobs, meters and LED indicators must be in full working order.
PERIOD OF PERFORMANCE:
All units must ship within 60 days from date of award.
SHIPPING ADDRESS AND INSTRUCTIONS:
