Rapid Prototype 2.0 IDIQ Catalog Instructions I. Why this format?

Transparency is important. DLA is providing this price proposal spreadsheet to ensure you, the offeror, can easily and transparently price your services. First, we recognize that this exercise (pricing) can be difficult for you. Since we’ve already performed a successful iteration of this contract, we’ve developed this worksheet to give you a framework for how to think about price. Second, this will give you some insight on key elements on how we will find these services fair & reasonable. Basically, this worksheet will make it easier for you to develop and for DLA to evaluate.

II. Concept

1. Virtually all your costs are labor. Essentially, your price is the aggregate of each key person * the expected number of hours. Note: this is NOT a time and materials contract. This workbook gives you a framework to make the assumptions on which you will base your offered catalog prices. This will help you come up with a fixed price for each catalog item. Whether you are more or less efficient is up to you—we only care about the associated deliverables.

2. To perform the required services, DLA anticipates the following key roles

a. Program manager (part time)

b. Deputy program manager / operations lead (full time) Analyst(s) (full time)

3. DLA will include a separate travel CLIN, if travel is required. You don’t need to build this into your costs.

4. The government does not know how many of each service will be required in a year. Estimates are based on the last few years, current workload and future projections. However, DLA cannot guarantee the exact breakdown will match the estimates. Helpfully, the key personnel must be able to do each task, so the breakdown should not matter from an execution perspective.

5. You, the offeror, only fill in the yellow fields and the spreadsheet will do the heavy lifting/math for you. Non-yellow fields are either informational or calculated.

III. Tabs Totals:

· Shows you the sum of your assumptions

· Shows you the weekly hours you estimate for your key personnel. If you are drastically over or under DLA’s projections (row 9) you should reconsider and check for accuracy

· Columns E,F,G,H (in yellow) allow you to provide your offered catalog prices for the base period and two option periods. Additionally, we have allowed a small comments section—though we don’t anticipate you will need it. These are the most important fields in your price proposal.

DLA Proposed Catalog:

· This provides the full description of each catalog item and associated deliverables (columns B through E)

· This is “read only.” You should refer back to this after you have completed the figures for your key personnel. It will show you how your assumptions impact price on a line-by-line basis.

· These sheets allow you to plug in hours and rates for each key person and develop pricing for each task

· Required fields are in yellow

· Labor rate (column G). The dollar figure associated with this person

· Estimated hours per week (column H). The number of hours you think the resource will need, weekly, to perform the task

· Contractor notes to the government (column J). Should be rare, but you can communicate any information not covered

· Labor category ID (column K). The ID# associated with a corresponding proposed rate

· Labor category Title (column L). The title that goes along with the ID#

· Labor Category Desc. The description that goes along with the ID# Note #1: columns G,K,L, M (labor rate and associated data) only allow you to fill the first row since the same person will perform the task. E.g., the PM/deputy PM/analysts should not cost different rates based on the task at hand.
