4.2 Agile Development Process
The Contractor shall incorporate software development processes under this PWS using Agile Development Methodologies. Agile Development involves a series of short- duration, iterative projects that deliver incremental capabilities in shortened timeframes. It is intended to deliver working software quickly and evolves quickly to meet changing requirements.
The twelve principles of agile development include:
1. Customer satisfaction through early and continuous software delivery – Customers are happier when they receive working software at regular intervals, rather than waiting extended periods of time between releases.
2. Accommodate changing requirements throughout the development process – The ability to avoid delays when a requirement or feature request changes.
3. Frequent delivery of working software – Scrum accommodates this principle since the team operates in software sprints or iterations that ensure regular delivery of working software.
4. Collaboration between the business stakeholders and developers throughout the project – Better decisions are made when the business and technical team are aligned.
5. Support, trust, and motivate the people involved – Motivated teams are more likely to deliver their best work than unhappy teams.
6. Enable face-to-face interactions – Communication is more successful when development teams are co-located.
7. Working software is the primary measure of progress – Delivering functional software to the customer is the ultimate factor that measures progress.
8. Agile processes to support a consistent development pace – Teams establish a repeatable and maintainable speed at which they can deliver working software, and they repeat it with each release.
9. Attention to technical detail and design enhances agility – The right skills and good design ensures the team can maintain the pace, constantly improve the product, and sustain change.
10. Simplicity – Develop just enough to get the job done for right now.
11. Self-organizing teams encourage great architectures, requirements, and designs – Skilled and motivated team members who have decision-making power, take ownership, communicate regularly with other team members, and share ideas that deliver quality products.
12. Regular reflections on how to become more effective – Self-improvement, process improvement, advancing skills, and techniques help team members work more efficiently.
4.2.1 Requirements Definition
Requirement’s definition shall use agile development methodologies to capture capability needs through User Cases. This phase of agile development involves the users and process owners with participation by developers as needed.
4.2.2 Software Development Iterations and Integration
Software development shall follow agile development methodologies using short duration development cycles or “sprints” that produce demonstrable “interim deliveries” of software. These deliveries of capability may or may not be fielded to the operational community. The time required to create a delivery iteration is dependent on planning, complexity of features, or other influences. Iterations may also be based on a fixed time cycle, with variances in the number of features developed. The Contractor is expected to use continuous integration best practices in developing software solutions.
4.2.3 Product Testing
Product testing in the agile development process requires frequent engagement of the customer and/or designated representative testers. Agile development shall include use of automated regression testing techniques and utilities included part of a continuous software integration process. The Contractor shall ensure all products are thoroughly tested prior to delivery to the government. The Contractor shall support the Government to identify and correct product testing issues identified throughout the agile development process, but especially during integration testing of a releasable set of software features.
4.2.4 Software Releases
Based on a plan for each agile project, software releases shall be completed, delivered, and fielded. Most agile projects will require several iterations culminating in a release to the field. Every project will be tailored to the scope of the project, driving longer or shorter iteration and release schedules as required and directed by the Government. The Contractor shall participate in the release planning team and its process, including feature selection, with other Government directed representatives. Release planning is the responsibility of the Government, but the Contractor shall provide knowledge and input that is deemed critical by the Government to the planning process.
4.3 Application Maintenance, Development and Support
4.3.1 Overview
4.3.1.1 Utilizing the current Oracle product releases, the Contractor shall assist in the maintenance, system requirements analysis, design, coding, testing, and implementation of changes and enhancements of the software required for the operations of CEFMS II.
4.3.1.2 The Contractor shall possess experience and knowledge of the best business processes for Federal financial accounting transactions to include proprietary and budgetary general ledgers as described in Section 3.0 and shall have a knowledge of the applicable regulations referenced in section 5.0 to assist the Government personnel in the analysis of requirements.
4.3.1.3 The Contractor shall maintain the existing Oracle Forms, Oracle Reports, Oracle Analytics Server, Oracle Application Express (APEX) and Repository applications while making enhancements using new and innovative features provided by technology updates to include the CEFMS II repository.
4.3.1.4 The Contractor shall provide design of software that supports a service-oriented architecture to ensure seamless integration between applications.
