PERFORMANCE WORK STATEMENT

AGRICULTURAL DISINFECTANT OF

EQUIPMENT 1ID CAB EUCOM DEPLOYMENT

1. GENERAL: This is a non-personal services contract for the agricultural disinfecting of equipment with Virkon-S at Fort Riley, KS. The Government shall not exercise any supervision or control over the contract service providers performing the services herein.

Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

1.1 Description of Service/Introduction: The contractor shall provide all necessary personnel, supervision, chemicals, equipment, fuel, and protective gear for their employees and personnel and other items and non-personal services necessary to perform the disinfection of equipment to include the total surface area. Equipment includes but is not limited to: heavy armored vehicles, tactical wheeled vehicles, shipping containers, flat racks, etc. The contractor shall be ready to perform on the first day of the period of performance (POP), and remove the cleaning equipment and all associated materials the contractor brought on site within 48 hours after contract completion.

1.2 Background: Army units are preparing to deploy to the European Area of Operations, and must ensure equipment is properly disinfected prior to movement in order meet custom and agricultural entry requirements in Europe for the prevention of the spread of diseases, specifically African Swine Flu.

1.3 Objective: The contractor shall disinfect unit equipment to reduce the transmission of diseases carried by organic material.

1.4 Scope: The contractor shall disinfect unit equipment by spraying the equipment with Virkon-S, 1% solution and ensuring a 10-minute solution wet contact time at Fort Riley, KS, in accordance with this PWS and attachments.

1.5 Period of Performance (POP): The estimated POP is 6 November thru 12 November 2020. The Contractor shall provide continuous service during the POP.

NOV 6 – Only Setup NOV 7-8 – Weekend. No performance NOV 9 – Start work. Vehicle cleaning NOV 10 – Continue performance NOV 11 – Federal Holiday NOV 12 – Makeup day for cleaning/tear down.

1.6 General Information:

1.6.1 Quality Control: The Contractor shall be responsible and bound by all OSHA regulations, Armed Forces Pest Management Board Technical Guide NO. 31, Defense Transportation Regulation, and 4500 SR Part V EUROPEAN COMMAND INSTRUCTION 4002, 01 and the US Army Environmental and Health Requirements Manual (EM 385-1-1). Where the standards conflict, the Contractor shall perform to the higher standard.

1.6.2 The Contractor shall only use DPW approved locations. If use of frost-freeze yard hydrant is requested, the contractor shall provide a reduced pressure assembly zone (RPZ) attachment. All backflow devices must have a current certificate of certification. RPZ certification must be submitted to the COR, for submission to DPW for approval, prior to connection. To obtain approval for use of public water supply features contact the Fort Riley Utility Services (FRUS) at 785-431-5992 for Mr. Michael Munns, 785- 580-3130 for Mr. Jason Dubberly or 785-717-3083 for the main office. The Government Contracting Officer Representative (COR) is CPT Vosburgh, Marybethe, (785) 240-4092. The contractor shall refer all matters through the COR for utility usage. For short term water use, Fort Riley/FRUS will provide the fill station water, the contractor shall provide the container to hold the water. The use of clean water source is required.

1.6.3 The Contractor shall be responsible for any damage to facilities or surrounding areas. In the event that damage occurs the Contractor shall participate in a site survey/scope validation meeting prior to proposal submittal to repair the damages.

1.6.4 The Contractor shall provide their employees with required protective gear and ensure that they utilize the gear during work.

1.6.5 The Contractor shall be responsible for any damage to facilities or surrounding areas to include equipment, during the disinfecting process. In the event that damage occurs, the Contractor will notify the COR immediately.

1.6.6 The Contractor shall perform daily clean up without exception. During disinfecting, there shall be no use of any tobacco products within 50 feet of the site, regardless of whether the work is inside a facility, or the surrounding site.

Any areas disturbed by this service shall be returned to the original condition prior to the final inspection date.

1.6.7 The contractor shall make a maximum effort to minimize disruption to the normal operations in the surrounding buildings, parking areas, and building access.

1.6.8 The contractor will be responsible to inspect and validate all their equipment to ensure they meet all Regulation standard stated in 1.6.1. Also, they will not bring dirty containment units or other materials that may containment the equipment.

Contractor and COR shall inspect all equipment prior to begin the AG Cleaning.

1.6.9 Recognized Holidays: Contractor is not required to perform services on holidays. Nov 11, 2020 is Veterans Day.

1.6.10 Hours of Operation: The contractor is responsible for conducting business, between the hours of 7:00 am - 7:00 pm Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. For other than firm fixed price contracts, the contractor will not be reimbursed when the Government facility is closed for the above reasons. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce is essential.

1.6.11 Place of Performance: The service location is the Installation Vehicle Wash Facility (IVWF) located at BLDG 8551 Kitty Drive, Fort Riley, KS 66442.

1.6.12 Type of Contract: Firm-Fixed Price

1.6.13 Security Requirements: Access and general protection/security policy and procedures. Contractor and all associated sub-contractors employees shall provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. 1.6.14 Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DoD, HQDA and/or local policy.

1.6.15 Force Protection (FPCON) at any individual facility or installation change may change. The Government may require changes in contractor security matters or processes.

1.6.16 For contractors that do not require CAC, but require access to a DOD facility or installation. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB), Army Directive 2014-05, AR 190-13, applicable installation, facility and area commander installation/facility access and local security policies and procedures.

1.6.17 Per AR 530-1 Operation security. The contractor employees shall complete Level 1

OPSEC Awareness training. New employees shall be trained prior requesting access to Fort Riley, KS 66442.. The contractor shall provide OPSEC/iwatch certification NLT post award conference. 1.6.18 This local developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR this training shall be completed before requesting access to Fort Riley, KS 66442.

1.6.23 Post Award Conference/Periodic Progress Meetings: The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart

42.5. The Contracting Officer, Contracting Officers Representative (COR), and Contract Specialist

1.6.24 Government personnel, as appropriate, may meet periodically with the contractor to review the contractor's performance. At these meetings, the Contracting Officer will apprise the contractor of how the Government views the contractor's performance and the contractor will apprise the Government of problems, if any, being experienced.

1.6.25 Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the Government.

1.6.26 Contracting Officer Representative (COR): The (COR) will be identified by separate letter. The COR monitors all technical aspects of the contract and assists in contract administration The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract: perform inspections necessary in connection with contract performance: maintain written and oral communications with the Contractor concerning technical aspects of the contract:

issue written interpretations of technical requirements, including Government drawings, designs, specifications: monitor Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies; coordinate availability of Government furnished property, and provide site entry of Contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order.

1.6.27 Key Personnel: The following personnel are considered key personnel by the

Government: Contract Manager. The contractor shall provide a contract manager who shall be responsible for the performance of the work. The contract manager shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The contract manager shall be available between 7:00 a.m.

to 7:00p.m., and shall plan to operate uninterrupted, including holidays and weekends during the established period of performance. Qualifications for all key personnel are listed below: Contract Manager must have sound knowledge of: OSHA regulations, Clean Water Act, and the Fort Riley Environmental Management Plan regarding the agricultural disinfecting of equipment with Virkon-S.

1.6.28 Identification of Contractor Employees: All contract personnel attending meetings, answering Government telephones, and working in other situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression that they are Government officials. They must also ensure that all documents or reports produced by contractors are suitably marked as contractor products or that contractor participation is appropriately disclosed.

1.6.29 Organizational Conflict of Interest: Contractor and subcontractor personnel performing work under this contract may receive, have access to or participate in the development of proprietary or source selection information (e.g., cost or pricing information, budget information or analyses, specifications or work statements, etc.)

or perform evaluation services which may create a current or subsequent Organizational Conflict of Interests (OCI) as defined in FAR Subpart

9.5. The Contractor shall notify the Contracting Officer immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the Contracting Officer to avoid or mitigate any such OCI. The Contractor’s mitigation plan will be determined to be acceptable solely at the discretion of the Contracting Officer and in the event the Contracting Officer unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the Contracting Officer may affect other remedies as he or she deems necessary, including prohibiting the Contractor from participation in subsequent contracted requirements which may be affected by the OCI.

1.6.30 The Government shall provide access to the installation to contractor employees that pass DOD background check. The Government shall provide an open space of sufficient size to meet the contractor operation. Utilities (potable water, electricity, etc.) will be provided at no cost to the Contractor. The Government will provide portable toilets or access to latrines. The Government will provide electrical and water points of access and services at no cost to the contractor (may be power generator and water buffalo depending on site). The Government will provide agricultural inspectors and command and control of military staging of equipment and traffic flow.

1.6.31 Contractor shall provide all materials, supplies and equipment to support six vehicle spraying lanes with two tank & pump units per lane and one container spraying lane with two tank & pump units. Contractor shall furnish containment matting with berms and equipment in order to collect all overspray, runoff, and/or rinsate. Contractor shall furnish containers (poly material) consistent with industry standards for the storage and disposal of overspray, runoff, and/or rinsate. Contractor shall furnish Virkon-S in powder form, mixing materials, storage and transfer capability from mixing tank to sprayer tanks. Contractor shall furnish all applicable personal protective equipment IAW the product safety data sheets. All materials, supplies and equipment to support six vehicle spraying land with two tank & pump units.

Contractors shall furnish containment matting with berms in order to collect all overspray and runoff. Contractor shall furnish containers (poly material) consistent with industry standards of the storage and disposal of overspray and runoff.

Contractors shall furnish Virkon-S in powder form, mixing materials, storage and transfer capability from mixing tank to sprayer tanks. Contractor shall furnish all applicable personal protective equipment IAW the product safety data sheet.

1.6.32 Utilities (potable water, electricity, etc.) will be provided at no cost to the Contractor. If use of a frost-freeze yard hydrant is required as a source of water supply, the contractor shall provide a back flow meter with reduced pressure zone (RPZ). The Government will not provide extension cords or water hoses.

1.6.33 The Contractor shall furnished necessary supplies and materials not provided by the Government; including, but not limited to fire-hydrant back flow meter with reduced pressure zone (RPZ) for the Government provided fire hydrant that will be used as the contractor’s bulk water source. Contractor shall provide any needed water supply hose to extend water supply from hydrant or Government furnished water source.

Contractor shall provide power extension cords as needed.

1.6.34 The Contractor shall ensure all equipment is disinfected within the period of performance.

1.6.35 Temporary shelter. When appropriate, such as when temperatures fall below 32 degrees Fahrenheit (ºF) rise above 95 ºF, the contractor shall be required to provide tents, such as the Light Maintenance Equipment Shelter for each vehicle lane in order to prevent freezing of the liquid or to minimize evaporation rates. Low and high temperatures will present a challenge to maintaining 10 minute soak times of the disinfectant and will exponentially add to the processing time for each piece of equipment. Additional, disinfectant cannot be applied in the rain unless under shelter. Each tent shall have approximate dimensions to accommodate the largest vehicle Length: 409in. (10185 mm), Width: 96 in, and Height (over spare tire) 118 in: Contractor to verify that these dimensions are adequate for the intended purpose.

Contractor is responsible to provide the tent (NO Drilling).

1.6.38 The contractor shall contact the Contracting Officer Representative to coordinate for Installation Access, for vehicles and personal at Fort Riley.

1.6.39 The Contractor shall perform verification that correct measurements Virkon-S is followed and a log is kept for random inspection. Inspection utilizing the test strips to verify the 1% solution strength is maintained throughout the application process. Test strips will be on hand to allow the unit to verify the solution strength provided by the contractor.

1.6.41 The Contractor shall have adequate number of personnel to complete the work within the period of performance and shall ensure personnel are correctly wearing and using the prescribed personal protective equipment when mixing Virkon-S solution and when applying the solution.

1.6.42 All work shall comply with applicable State, local and Federal laws and regulations, industry standards, manufacturer’s specifications and recommendations. To obtain approval for use of public water supply or sanitary wastewater system features contact the Fort Riley Utility Services (FRUS) at 785-431-5992 for Mr. Michael Munns, 785-580-3130 for Mr. Jason Dubberly or 785-717-3083 for the main office.

The Government COR is CPT. Vosburgh, Marybethe, (785) 240-4092.

1.6.43 The Contractor shall ensure that equipment is sprayed with Virkon-S, 1% solution (allowing a contact time of 10 minutes) and passes on-site Government veterinarian inspections.

1.6.45 Equipment densities: R/S = rolling equipment, including wheeled vehicles and trailers (including but not limited to Up-Armored track vehicles, HMMWVs, FMTVs, LMTVs and trailers). Containers = a mix of Tri-containers and Quad-containers. Total disinfectant requirement is 54 pieces of rolling stock. See Attachment 4.

1.6.46 Acceptance Criteria: Contractor shall ensure that all specified equipment is sprayed with Virkon-S, 1% solution (allowing a contact time of 10 minutes) and passes on-site Government veterinarian inspections. Government veterinarian inspector(s) will certify vehicles/equipment is in compliance with AG wash specifications.

1.6.47 Safety: The Contractor shall be responsible and bound by all OSHA regulations, and the US Army Environmental and Health Requirements Manual (EM 385-1-1).

Where the standards conflict, the Contractor shall perform to the higher standard. The contractor shall provide a Health and Safety Plan or Activity Hazard Analysis for the conduct of work described in this PWS.

1.6.48 Clean: Before decontaminating equipment, field staff should visually inspect all equipment for any foreign material, including plant fragments, animals, or sediment.

Contractor will reject any vehicle that is soiled with the above materials and notify the COR that the vehicle requires additional pre-wash measures.

1.6.49 Disinfect: Disinfect equipment with Virkon-S 1% solution with a 10 minute contact time. Virkon-S 1% solution is a disinfectant/virucide containing potassium peroxymonosulfate and sodium chloride as the active ingredients. Virkon-S has been clinically demonstrated to be effective against viruses, fungi, and bacteria. Virkon-S is non-toxic when used as recommended and 4 degrades quickly in the environment.

The Contractors shall apply the Virkon-S, 1% solution to all exposed surfaces that include but not limited to and similarly have made or potentially made contact with all agricultural contaminants such as soil, sand, and dirt; insect infestation; bird or animal by-products; and snails and vegetation. Examples include all exterior exposed surfaces, wheels, tracks, undercarriage, and the exterior and bottoms of containers.

The service location is the Installation Vehicle Wash Facility (IVWF) BLDG 8551 Kitty Drive Fort Riley, KS 66442, and will be specified in the performance work statement.

1.6.50 Environmental Requirement(s) and Specifications: Contractor shall contain, collect, and dispose of hazardous and non-hazardous wastes and residues generated as a result of this contract at an off-post disposal site(s) in accordance with federal, state, and local laws and regulations. The bulk disinfectant material, mixed solution, or rinsate shall not be released to the environment: as follow DLA Disposition, Fort Riley, KS. The service location is Installation Vehicle Wash Facility BLDG 8551 Kitty Drive Fort Riley, KS 66442, and will be specified in the performance work statement. Any change to the location, COR will inform the contractor and will change location as necessary at no additional cost to the Army.

1.6.51 Contractor shall conduct any sampling necessary to properly characterize any wastes prior to disposal, and shall properly document all such waste determinations. Work shall be performed in accordance with all federal, state, and local laws and regulations.

1.6.52 Contractor shall take responsibility for the cleanup for spills that may occur from their supplies or equipment during the operation, at no cost to the Government.

1.6.53 Contractor shall allow access to installation personnel to monitor, inspect, and/or sample any products used by or wastes generated by the Contractor. Installation personnel may be required to wear appropriate PPE to perform this task.
