PERFORMANCE BASED WORK STATEMENT
FOR
CHAPEL SUPPORT SERVICES
Kadena Air Base, Japan 1 July 2024
SECTION I – DESCRIPTION OF SERVICES
CHOIR DIRECTORS
1. CATHOLIC CHOIR DIRECTOR
1.1 Contract Position Title. Catholic Choir Director (Twice per week, at 0830 & 1100 for Sunday Mass, plus 13 holidays and obligations)
1.2. Description or Scope of Responsibilities. This contract is a non-personal services contract. The Catholic Choir Director works in conjunction with the Catholic Chaplain and shall be responsible to lead the choir and community vocals for Masses and any other liturgical services as directed by the Catholic Chaplain, on Kadena Air Base (AB), Okinawa, Japan. The duties and services of the Catholic Choir Director include but are not limited to the following sections.
1.3. Minimum Program Requirements, Tasks and Responsibilities. The Catholic Choir Director shall:
1.3.1. Accomplishes the terms of the contract in compliance with the mission requirements and standards set forth and defined by the Department of the Air Force and the Air Force Chaplain Corps.
1.3.2. Responsible for music execution for the Masses or Services to include volunteer coordination and training, volunteer background checks, securing base access for choir members, lesson preparation, multimedia planning, leading rehearsals, and any program development elements to provide a respectable Mass experience. Is responsible for the complete product or service. Must have strong written and oral communication skills and be able to efficiently plan and organize, communicate, and manage diverse program requirements. Contractors shall read/comprehend, write, and speak English fluently to fulfill their Performance Work Statement (PWS) requirements.
1.3.3. Candidate at a minimum must have a High School diploma, General Equivalency Diploma (GED) Certificate.
1.3.4. Choir Director must have at least one year experience leading a choir and must be able to read music.
1.3.4.1. Contractors that are filling a position for the Catholic community must be in “good” standing, as defined by the Catholic Church. They must conform to all Catholic Church Teachings, Archdiocese of Military Service (AMS) Policies, the Liturgical Renewal of the Second Vatican Council and subsequent norms, and practices approved by the United States Conference of Catholic Bishops as given in the 2020 Directory for Catechesis, and Air Force Chaplain Corps policies and guidance.
1.3.4.2. Must furnish a resume and/or references validating education and experience requirements.
Refusal to submit background investigation documents or an adverse finding from an investigation shall result in an immediate termination of the current individual hired into the position, without additional costs to the Government.
1.3.4.3. May be required to coordinate activities with the individual(s) responsible for other programs.
1.3.5. Coordinate, in collaboration with the service Catholic Musician and Catholic Chaplain, music and vocals for Masses or Services.
1.3.5.1. Select and request worship music curriculum/media in accordance with local Chapel policies, Catholic liturgical seasons, and Catholic Church directives on sacred music.
1.3.5.2. Ensure all worship music and media used is compliant with copyright laws. Shall not copy materials unless authorized to do so with a copyright license. Shall ensure that copyrighted material is not used illegally.
1.3.6. Direct one rehearsal during the week and another rehearsal 30 minutes prior to the start of the Mass or Service.
1.3.7. If needed, the Contractor will be responsible for recruiting new choir members and musicians to sing/play for the Mass or Service.
1.3.8. Coordinate, in collaboration with the service Catholic Musician and Catholic Chaplain, music and vocals for Catholic Holy Days of Obligation and Special Masses or Services. These may include…

1.3.9. Schedule liturgy and music planning meetings, as needed.
1.3.10. Coordinate, in accordance with local policy and procedures, all support requirements for the program with the Catholic Chaplain in charge. The requirements must be submitted in a timely manner to avoid logistical delays or program cancellations.
1.3.11. In accordance with local policy and procedures, work with the Community Coordinator to complete Chapel Tithes and Offerings Fund (CTOF) and Appropriated Funds (APF) documents and submit them to the appropriate persons for all Catholic funding requirements specific to this contracted position. In addition, ensure that they are properly completed and submitted in a timely manner.
1.3.12. Be responsible for the care and use of the Chapel musical instruments and equipment during the execution of their contract. Care of the Chapel musical instruments does not include maintenance or repairs ordinarily provided by a non-musician. Shall notify their service Chaplain of needed maintenance and/or repairs.
1.3.13. Receive training and become proficient with Chapel sound boards/systems.
Training shall be provided by the Chapel staff.
1.3.14. Must adhere to all regulations dealing with government facilities, vehicles, and resources.
1.3.15 Facilities.
1.3.15.1 Must arrange for facility use in accordance with local policy and procedures. Shall ensure facility requests for all services and rehearsals occurring in Chaplain Corps facilities are filled out and submitted to the Chapel staff.
1.3.15.2 Must be accountable for the cleanliness of all facilities utilized in conjunction with their programs.
1.3.15.3. Must be familiar with and comply with all security procedures to include ensuring all Chaplain Corps facilities are properly secured, doors and windows locked, and lights turned off upon departure when Chaplain Corps personnel are not present.
1.3.15.4. Must be familiar with and implement fire and safety practices in accordance with AFI 91-202, Air Force Mishap Prevention Program, to prevent accidents and preserve the life and health of him/herself and any personnel performing or in any way affected by the performance of this contract.
1.3.16. Personnel shall participate in the Operations Security (OPSEC) program locally administered by the Air Force as applicable.
1.3.17. Government owned equipment must not be removed from
Chaplain Corps facilities without written authorization from the Senior Installation Chaplain.
1.3.18. Maintains professional standards of conduct and public decorum, including but not limited to dress and appearance.
1.3.19. Observe and adhere to Air Force Instructions and local Chapel Operating Instructions. Regulations may be viewed online at http://www.e-publishing.af.mil/ (select “Departmental,” then Chaplain 52 series) or available upon request.
1.4. Dates, Times, and Performance Location(s).
1.4.1. HOURS OF OPERATION.
1.4.1.1. Normal Hours of Operation. Shall fulfill duties at Kadena AB during the scheduled Mass or Service, Catholic Holy Days of Obligation, Special Occasions, and all rehearsals coinciding with services provided. All three service positions shall perform an average of 150 units per year (combined to a total of 450 units per year); a unit equals one rehearsal or one service. Scheduled changes must be worked in conjunction with the Chapel’s Point of Contact (POC) and Catholic Chaplain. The primary location is at Chapel 1 (Bldg. 9800), but he/she is responsible for all scheduled Masses or Services in any Kadena AB location. The Catholic Choir Director is expected to perform duties IAW local practice guidelines and as directed by the Chapel’s POC and in conjunction with the Catholic Chaplain.
2. CONTEMPORARY WORSHIP SERVICE CHOIR DIRECTOR
2.1 Contract Position Title. Contemporary Worship Service (CWS) Choir Director
(Twice per week)
2.2 Description or Scope of Responsibilities. This contract is a non-personal services contract. The Contemporary Worship Service (CWS) Choir Director works in conjunction with the CWS Chaplain and shall be responsible to lead the choir/band and community vocals for the CWS and any other special services, as listed in Section 2.3.9., on Kadena Air Base (AB), Okinawa, Japan. The duties and services of the CWS Choir Director include but are not limited to the following sections.
2.3 Minimum Program Requirements, Tasks and Responsibilities. The CWS Choir Director shall:
2.3.1 Accomplish the terms of the contract in compliance with the mission requirements and standards set forth and defined by the Department of the Air http://www.e-publishing.af.mil/

2.3.7 Must select and request worship music curriculum/media in accordance with local Chapel policies, CWS Chaplain guidance, and weekly sermon topics.
2.3.8 The music must be in a contemporary Christian-style of worship.
2.3.9 Must understand copyright laws regarding the printing, copying, and projecting of music and lyrics. Shall ensure all worship music and media used follows copyright laws. Shall not copy materials nor project them unless authorized to do so with a copyright license. Shall ensure that copyrighted material is not used illegally.
2.3.10 Must direct one rehearsal during the week and another rehearsal 30 minutes prior to the start of the CWS.
2.3.11 Must be responsible, if needed, for recruiting new choir members and musicians to sing/play for the CWS.
2.3.12 Must coordinate, in collaboration with the service musician(s) and CWS Chaplain, music and vocals for Special Services. These may include…

2.3.13 Must direct one rehearsal during the week and another rehearsal 30 minutes prior to the start of the scheduled Special Services.
2.3.14 Must schedule worship planning meetings, as needed, and work with the other choir members and musicians to improve the quality of music.
2.3.15 Must coordinate, in accordance with local policy and procedures, all support requirements for the program with the CWS Chaplain. The requirements must be submitted in a timely manner to avoid logistical delays or program cancellations.
2.3.16 Must, in accordance with local policy and procedures, work with the Parish
Coordinator to complete Chapel Tithes and Offerings Fund (CTOF) and Appropriated Funds (APF) documents and submit them to the appropriate persons for all CWS funding requirements specific to this contracted position.

The primary location is at Chapel 2 (Bldg. 245), but he/she is responsible for all scheduled CWS in any Kadena AB location. The contractor is expected to perform duties IAW local practice guidelines and as directed by the Chapel’s POC. The contractor schedule shall be adjusted for the addition or reduction of hours such that the number of hours on the contract is not exceeded.
3. GOSPEL WORSHIP SERVICE CHOIR DIRECTOR
3.1 Contract Position Title. Gospel Worship Service (GWS) Choir Director (Twice per week)
3.2 Description or Scope of Responsibilities. This contract is a non-personal services contract. The Gospel Worship Service (GWS) Choir Director works in conjunction with the GWS Chaplain and shall be responsible to lead the choir/band and community vocals for the GWS and any other special services, as listed in Section 3.3.13., on Kadena Air Base (AB), Okinawa, Japan. The duties and services of the GWS Choir Director include but are not limited to the following sections.
3.3 Minimum Program Requirements, Tasks and Responsibilities. The
GWS Choir Director shall:
3.3.1 Accomplishes the terms of the contract in compliance with the mission requirements and standards set forth and defined by the Department of the Air Force and the Air Force Chaplain Corps.
3.3.2 Must be responsible for being the lead vocalist, as well as, directing the choir/band for the GWS. 3.3.3 Submit, to the Chaplain Corps, a completed personnel background check application within 30 working days prior to the position hire date. Personnel working with children under the age of eighteen (18) must have a background investigation. This is IAW Public Law 101- 647, Section 231, Crime Control Act of 1990, and DoDI 1402.05, Background Checks on Individuals in DoD Child Care Services Programs.
Provide all information necessary for background investigation to include an Installation Records Check (IRC), Federal Bureau of Investigation (FBI) Fingerprint Check, and Tier 1 (formerly known as a Child Care National Agency Check and Inquiries (CNACI)). 4.1 CATHOLIC CHOIR MUSICIAN
4.2 Contract Position Title. Catholic Choir Musician (Twice per week, at 0830 & 1100 for Sunday Mass, plus 13 holidays and obligations)
4.3 Description or Scope of Responsibilities. This contract is a non-personal services contract. The Catholic Choir Musician works in conjunction with the Catholic Chaplain and shall be responsible for playing piano for Mass and any other liturgical services, as directed by the Catholic Chaplain, on Kadena Air Base (AB), Okinawa, Japan. The duties and services of the Catholic Choir Musician include but are not limited to the following sections.
4.4 Minimum Program Requirements, Tasks and Responsibilities. The
Catholic Choir Musician shall:
4.4.1 Accomplishes the terms of the contract in compliance with the mission
4.4.2 Must be responsible for playing piano for Mass or Service to include attending rehearsals, preparing service instrument and equipment requirements, and any other program musical playing elements to provide a respectable Mass experience. Is responsible for the complete end product or service. Must have strong written and oral communication skills and be able to efficiently plan and organize, communicate, and manage diverse program requirements. Contractors shall read/comprehend, write, and speak English fluently in order to fulfill their Performance Work Statement (PWS)
4.4.3 Candidate at a minimum must have a High School diploma, General Equivalency
4.4.4 All the Choir Musicians must have minimum one-year experience, must be proficient at playing an instrument (piano/organ), and must be able to read music.
4.4.5 All Musicians must be familiar with the style of music required by their PWS. This may include being familiar with hymns in the Hymnal for Worship and Celebration or selections of licensed music, at the discretion of the Chaplain in charge of the service, required to play for a church choir or praise team.
4.4.6 Contractors that are filling a position for the Catholic community must be in “good” standing, as defined by the Catholic Church. All three service positions shall perform an average of 150 units per year (combined to a total of 450 units per year); a unit equals one rehearsal or one service. Scheduled changes must be worked in conjunction with the Chapel’s POC and Catholic Chaplain. The primary location is at Chapel 3 (Bldg.
2425), but he/she is responsible for all scheduled Masses or Services in any Kadena AB location. The Catholic Choir Musician is expected to perform duties IAW local practice guidelines and as directed by the Chapel’s POC and in conjunction with the
Catholic Chaplain. The Catholic Choir Musician schedule shall be adjusted for the addition or reduction of hours such that the number of hours on the contract is not exceeded.
5. CONTEMPORARY WORSHIP SERVICE MUSICIAN ACCOMPANIST
5.1 Contract Position Title. Contemporary Worship Service (CWS) Musician Accompanist
(twice per week)
5.2 Description or Scope of Responsibilities. This contract is a non-personal services contract. The Contemporary Worship Service (CWS) Musician Accompanist works in conjunction with the CWS Chaplain and shall be responsible for playing an instrument for the CWS and any other special services, as listed in Section 2.3.10., on Kadena Air Base (AB), Okinawa, Japan. The duties and services of the CWS Musician Accompanist include but are not limited to the following sections.
5.3 Minimum Program Requirements, Tasks and Responsibilities.
The CWS Musician Accompanist shall:

Personnel working with children under the age of eighteen (18) must have a background investigation. This is IAW Public Law 101- 647, Section 231, Crime Control Act of 1990, and DoDI 1402.5, Background Checks on Individuals in DoD Childcare Services Programs. Provide all information necessary for background investigation to include an Installation Records Check (IRC), Federal Bureau of Investigation (FBI) Fingerprint Check, and Tier 1 (formerly known as a Childcare National Agency Check and Inquiries (CNACI)).
Refusal to submit background investigation documents or an adverse finding from an investigation shall result in an immediate termination of the current individual hired into the position, without additional costs to the Government.

6. YOUTH MINISTRY COORDINATORS
6.1 CATHOLIC YOUTH MINISTRY COORDINATOR
6.2 Contract Position Title. Catholic Youth Ministry Coordinator (Once per week)
6.3 Description or Scope of Responsibilities. This contract is a non-personal services contract. The Catholic Youth Ministry Coordinator works in conjunction with the Catholic Chaplain and shall be responsible for the overall management, logistical support, and program events/activities for the Catholic Youth ministries on Kadena Air Base (AB), Okinawa, Japan. The duties and services of the Catholic Youth Ministry Coordinator include but are not limited to the following sections.
6.4 Minimum Program Requirements, Tasks and Responsibilities. The Catholic Youth Ministry Coordinator shall: Serves as the primary youth ministry leader.
6.4.1 Submit, to the Chaplain Corps, a completed personnel background check application 20 working days prior to the position hire date. Personnel working with children under the age of eighteen (18) must have a background investigation. This is IAW Public Law 101- 647, Section 231, Crime Control Act of 1990, and DoDI 1402.5, Background Checks on Individuals in DoD Childcare Services Programs. 6.4.4 Contractors that are filling a position for the Catholic community must be in “good” standing, as defined by the Catholic Church. They must conform to all Catholic Church Teachings, Archdiocese of Military Service (AMS) Policies, the Liturgical Renewal of the Second Vatican Council and subsequent norms, and practices approved by the United States Conference of Catholic Bishops as given in the 2020 Directory for Catechesis, and Air Force Chaplain Corps policies and guidance.
6.4.5 Must furnish a resume and/or references validating education and

6.4.7 The program shall be coordinated with the Parish Advisory Council and approved by the program Chaplain, Senior Catholic Chaplain, and Wing Chaplain. No advertisement of proposed event or activity, either printed or verbal, shall be released until approved.
6.4.8 For approved Catholic youth ministry program events and activities, timely request funds to the Catholic Chaplain to avoid logistical delays or program
6.4.9 Funds Management.
6.4.10 Based upon approved youth programs and events established by the Catholic Chaplains and the Chapel Advisory Council, propose an annual Chapel Tithes and Offerings Fund (CTOF) budget and Appropriated Fund (APF) budget.
