Performance Work Statement (PWS) Underwater Cutting and Welding Course

1.0 Background

The Underwater Construction Team Two, located in Port Hueneme, California provides a capability for underwater construction, inspection, repair, and maintenance of water front facilities in support of Naval and Marine Corps operations, to include repair of battle damage, maintain capability to support a Fleet Marine Force (FMF) amphibious assault, subsequent combat service support ashore, and self-defense for their camp and facilities under construction. In time of emergency or disaster, conduct disaster control and recovery operations.

2.0 Scope

Underwater Construction Team Two has a requirement for qualified underwater cutting and welding technicians to support deployment requirements. The requirement under this procurement supports the UCT 2’s Training Department in providing Technical Training Support Services on an interim basis for deploying personnel. Specifically, these services shall be to conduct Underwater Cutting and Welding Training courses.

These courses of instruction will provide basic and advanced underwater cutting and welding skills sets, techniques, standard operating procedures, technical knowledge, and experience of assigned underwater cutting and welding equipment.

4.0 4.0 Requirements

4.1 Underwater Cutting and Welding Training Course of Instruction (COI): This course(s) will support the underwater cutting and welding training pipeline for UCT-2 Detachments. Students will train on the assigned UCT-2 underwater cutting and welding equipment for mission operations, and unit-level operational maintenance. In accordance with references 2.1 through 2.8 (above), applicable Personal Qualification Standard (PQS), the contractor will provide an Instructor Planning Document [Lesson Plan], Student Guides [Trainee Guides], supporting media presentations, performance evolution sheets, Training Course Control Document (TCCD), the Testing Plan and Testing Materials and finally a Post Training Operations report. All course curriculum baseline materials including Training Course Control Document (TCCD), sample curriculum, written test, performance evaluation sheets and oral board questions must be submitted for review and consideration 30-days prior to the scheduled class start date(s). This course of instruction will provide a qualification program for NAVEDTRA 43910-H (331) Underwater Cutter and Welder (04FEB21) Personnel Qualification Standards (PQS) for Navy Divers to include practical evaluations, oral boards, and written tests.

Curriculum Changes – After each course delivery, any identified course changes or issues must be noted in the Post Training Operations report, along with plans and timeline to correct materials. Changes to material will be incorporated by the contractor a minimum of 30 days prior to the next scheduled class start date. For reference, any changes from baseline must be tracked in the foreword of the Lesson Plan.

4.1.1 The ‘Post Training Report and Operations Report’ will be developed and delivered within 1 week of the end of the course. The report will include the following items:

1. Course data information – dates, location, and instructors

2. Summary of the course events

3. Key Statistics from the class – Personnel Qualification Standard (PQS) sections covered by percentage, and any issues

4. Mission data –equipment utilized, consumables utilized, and any issues

5. Student roster (including rate/rank and command)– and any attendance issues

6. Practical application hours trained

7. Course Master Schedule and/or course planning

8. Course Testing Data Analysis

9. Lessons Learned

10. End of Course Critique (EOCC) data – provide copies

11. A comprehensive list of curriculum issues and redline adjudication level of effort (An estimation of hours required to correct curriculum issues)

4.1.2 The contractor shall conduct a two-week Underwater Cutting and Welding Technician Training Course of

Instruction (COI) for designated UCT-2 Detachments. Class load will have a class maximum of twenty (20) students, with a minimum of twelve (12) students required to hold the course. All applicable safety requirements will be provided to the instructors and (refer to Section 3.0) shall be adhered to during the training.

4.1.3 Instructor(s) Requirement, Education and Qualifications: The contracted instructor will provide a mobile surface supplied diving system to include diver underwater video camera system, oxygen cutting equipment and underwater wet welding equipment. The Instructor(s) shall provide in water performance to teach hands on techniques in underwater cutting and welding. This increases efficiency for learning and to mitigate safety mishaps. A 5:1 student-to-instructor ratio is required during training. At a minimum the contracted personnel conducting the training shall have the qualifications listed below. These qualifications shall be provided to, and vetted and verified by the bidding contractor via course graduation certificates, letters of appointment, or other substantiating documentation or official correspondence.

Senior or LEAD INSTRUCTOR

1. Association of Diving Contractors International (ADCI) Welder Performance Qualification (WPQ) in underwater wet welding surveyed by LOYDS Registration for vertical and overhead wet welding.

2. Educator with American Welding Society (AWS).

3. Qualified on unlimited material thickness in all position (flat, horizontal, vertical and overhead) in SMAW-GMAW-FCAW by AWS D1.1 structural code.

4. BROCO Certified Technicians in Education and Maintenance

ALL INSTRUCTORS

5. Association of Diving Contractors International (ADCI) Welder Performance Qualification (WPQ) in underwater wet welding surveyed by LOYDS Registration for vertical and overhead wet welding.

6. Educator with American Welding Society (AWS).

7. Physically capable of standing for prolonged periods on dive side and capable of transferring in/out of a dive tank or up and over on a pier ladder in all weathers.

8. Possess current CPR/1st Aid Certifications (American Red Cross/American Heart Association).

a) Rationale: The training is at times High Risk and instructors may have the need to administer CPR/1st Aid.

9. Pass a security background check (National Crime Information Center).

a) Rationale: Working with military members and government equipment, the instructor position requires someone without a criminal record.

10. Must have a valid state driver’s license.

a) Rationale: The contracted instructors is required to drive on Naval Base Ventura County.

11. Cutting and welding systems troubleshooting knowledge, skills, and abilities.

a) Rationale: The Underwater Cutting and Diving equipment may from time-to-time break down or have issues. The course instructors will need to be able to quickly and safety handle these issues.

12. Successfully complete Drug Screen (5-panel DOT)

5.0 Training Dates: The Period of Performance shall be after award with the training course dates planned for:

Notes:

1. The training dates and locations are dependent upon student availability. Training will be canceled if the minimum number of students to safely hold the class (8 students) is not met.

2. Training dates may also change due to training and fleet asset availability, or other unforeseen events.

3. If class start/stop dates cannot be moved the class training event will be removed from the schedule.

4. Coordination with the contracted instructors and the government Training Lead, located at Port Hueneme is required.

5. Cancellation notification will be provided by the government 30 days prior to listed class convening date should these requirements not be met.

6.0 Place of Performance: Training dates noted above shall be performed in/around UCT-2, Port Hueneme, CA to include local piers/harbors, and other identified government facilities. Meetings, curriculum reviews, curriculum development and course preparation may be performed at UCT-2 facility BLDG 524, or a designated Government facility.

7.0 Security: Access to classified material is not required and classified material will not be generated for this course of instruction. Access to classified or controlled buildings will be required for instruction.

8.0 Inspection and Acceptance: Inspection and acceptance review(s) will be performed by UCT-2, Training Department.

1. UCT-2 may visit/audit the course during the course offering. UCT-2 will notify the course Lead Instructor of the intended dates of visit.

2. UCT-2 will review, approve, and accept the following deliverables 30-Days prior to all courses:

a) Instructor Planning Document [Lesson Plan]

b) Student Guide

c) Testing Plan/Testing Materials

d) Training Course Control Document

e) Performance Evolution Sheets

f) Post Training Operations Report

9.0 Training Support Equipment

9.1 Provided by Contracted Instructor:

1. Mobile surface supplied diving system to include KM-27/37/97 helmet, umbilical, diver, air compressor, diver underwater video camera system

2. Oxygen cutting equipment to include O2 K-bottles (aviation grade), torch, leads, and cutting rods.

3. Underwater wet welding equipment to include torch, leads, and welding rods.

4. Target training material.

5. Testing material (coupons).

9.2 Training Support Equipment Provided by UCT-2:

1. Diving tank.

2. Detachment’s TOA issued Diver Life Support System to include KM-97 helmet, umbilical, air compressor, diver underwater video camera system.

3. Oxygen cutting equipment to include Miller generator/welder torch, leads and cutting rods.

4. Welding equipment to include Miller generator/welder torch, leads and welding rods.

10.0 Base Access

1. All contractors, suppliers, and vendors who wish to have base access to Naval Base Ventura County must have a Defense Bio-metric Identification System (DBIDS) credential. DBIDS is a force protection program designed to manage personnel, property and installation access. All new contractors, vendors, and suppliers will be required to obtain a DBIDS credential. There is no cost to obtain a DBIDS credential. Naval Base Ventura County Pass & ID office is open 0645-1445, Monday through Friday to accommodate DBIDS requests and is located at 1183 N Ventura Rd, Port Hueneme, CA 93041.
