About this file

This document consists of two technical exhibits establishing performance requirements and deliverables for a federal contract.

Technical Exhibit A outlines the Performance Requirements Summary (PRS) with three mandatory compliance objectives, each requiring 100% compliance. The first objective requires the contractor to notify all employees of the U.S. Government's zero tolerance policy on trafficking in persons (FAR 52.222-50c) and specify disciplinary actions for violations, including removal from contract, benefit reduction, or termination. The contractor's compliance rate will be documented in the CPAR system with mandatory service re-performance if deficiencies occur. The second objective mandates Level I OPSEC training completion for all contractor and subcontractor employees within ten days of employment, with verification provided to the Contracting Officer's Representative (COR) within ten days of completion. The third objective requires the contractor to brief all employees on the local iWATCH program to inform them of suspicious activity indicators and reporting procedures, with verification submitted to the COR within ten days of training completion.

Technical Exhibit B specifies the deliverables schedule with five deliverables to be submitted to the COR. Deliverable 01 is a Quality Control Plan (QCP) submitted once in electronic PDF or Word format. Deliverable 02 is a Quality Assurance Plan submitted as issues are identified in electronic format. Deliverable 03 is an Installation Pass Log submitted once upon initial award and as required thereafter using a COR-provided template conforming to Fort Irwin DES SOP in electronic format. Deliverable 04 requires submission of one hard copy pass for individual terminations or cancellations as required. Deliverable 05 requires submission of all hard copies of passes for contract termination or cancellation upon request.
