GSA Federal Acquisition Service
About this file
This is a Questions and Answers document for a federal contract opportunity involving audiovisual and communications equipment procurement and installation.
The acquisition is an open market procurement set aside for small businesses. Contract performance requires all personnel to maintain either an active Interim Secret clearance or fully adjudicated Secret clearance throughout the contract period, which is anticipated to be short-term. Contractors must submit Visitor Authorization Requests (VARs) via DISS using SMO Code W4J9AA (OPS Group) with Government Point of Contact MAJ Jeremy Conway. The Government confirms that active Interim Secret clearances are acceptable at proposal submission and initial contract performance; full adjudication is not required at award provided personnel maintain active interim eligibility. All work requires building access via VAR submission and physical gate access coordination directly with the Security Manager.
The equipment schedule (Attachment 2_Schedule of Items) contains two spreadsheet tabs and specifies a complete system replacement including microphones, surface mount boxes for Decora remote controls and panels (minimum 2-gang boxes required), and Netgear-compatible networking components. The Government confirmed it will not provide existing equipment lists as the entire current system is being fully replaced. Seven ceiling array microphones are specified to ensure adequate coverage for a very large, open installation space. The ATCTS (Army Training Certification Tracking System) requirement is no longer applicable. References to "Section N" in the RFQ should be directed to Amanda Acosta and the Government POC via email. Contractors must complete the DD-254 document themselves, and DISS VAR submission and Installation Access processes are separate requirements.

Q&A’s
1. Could you please confirm whether personnel holding a standard security clearance would be considered acceptable for proposal submission and contract performance, or if a fully adjudicated Secret Clearance is required? Please clarify if a Secret Clearance will be required to perform the work.
Please submit your Visitor Authorization Requests (VARs) as soon as possible so we are cleared for the upcoming contract performance.
Please route your VAR via DISS using the following information:
Receiving SMO Code: W4J9AA (OPS Group) Government POC: MAJ Jeremy Conway Start Date: [Insert Verified Start Date] End Date: [Insert Expected End Date / typically 1 year from start] Let me know once your VAR has been submitted so we can track clearance verification.
2. Would GSA consider changing this request to full and open, or, alternatively, allow SEWP V or open market responses?
It is an open market acquisition, but it is set aside for small businesses.
3. We would appreciate clarification regarding the security clearance requirement outlined in PWS Sections 1.6.1 and 1.6.2. The PWS states that contractor personnel must possess an active Secret Clearance in DISS at the time of proposal submission.
Could you please confirm whether personnel holding a standard security clearance would be considered acceptable for proposal submission and contract performance, or if a fully adjudicated Secret Clearance is required?
The Government confirms that personnel holding an active Interim Secret clearance are acceptable for proposal submission and initial contract performance. A fully adjudicated Secret clearance is not required at the time of award, provided the personnel maintain active interim eligibility and continue the adjudication process.
4. To ensure we fully understand the requirement, could you please confirm that personnel performing under the contract must maintain either an active Interim Secret or fully adjudicated Secret clearance throughout contract performance, and that the clearance requirement is not limited solely to the proposal submission and award phases?
Yes, they must hold clearance for the contract performance, which is anticipated to be a short period of performance.
5. Is there a list of equipment we will be using in addition to the Schedule of Items?
Please provide a list of all existing equipment.
What is the make and model of the network switch these devices will be on?
The Schedule of Items lists a Netgear compatible SFP cable, are we also to provide a Netgear switch for AV items
Our understanding is that all current equipment is being replaced. Yes, you are to provide all items on the list.
6. Could the Government clarify the reference to “Section N” in Section A of the RFQ document (Paragraph K) ? We did not find Section N.
There is no Section N - they should just be emailed to Amanda Acosta and myself.
7. Could the Government clarify the reference to two (2) Spreadsheets in Section D- Submittal Information. Attachment 2_Schedule of Items (two spreadsheets). We only saw one spreadsheet in SAM.gov.
The one Excel document has two tabs, so two spreadsheets.
8. Could the Government provide either a completed DD-254 or an updated link to the completed DD-254? Currently, the provided DD-254 appears to be blank.
Would the Government accept a visit request in DISS in lieu of the Installation Pass Log for cleared personnel?
You complete the DD-254 document
9. Would the Government accept a visit request in DISS in lieu of the Installation Pass Log for cleared personnel?
DISS and Installation Access are separate processes. The contractor must submit a Visit Authorization Request (VAR) via DISS for building access. For physical gate access, I (Security Manager) will forward all names and driver's license numbers directly to the front gate.
10.Would the Government clarify the reference to ATCTS (Army Training Certification Tracking System)? It is our understanding that the system was retired in 2025.
This requirement is no longer applicable.
11.Could the Government verify “Attachment 2_Schedule of Items” is complete? The current version does not appear to support a stand-alone complete working system.
http://sam.gov
The items in the Attachment 2_Schedule of Items has two tabs. Please ensure you view both tabs for all items required in the PWS.
12.Are the items in “Attachment 2_Schedule of Items” intended to be integrated into an existing working system?
If so, how many systems need to be modified?
If so, are there As-built drawings for the existing system/s?
If not, is there an equipment list for the existing system/s?
Our understanding is that the current system is being fully replaced.
13.If there is an equipment list for the existing system/s, can the Government Identify what equipment will stay and what equipment will need to be removed?
We do not have a list of existing equipment as it is all being replaced.
14.The specified “Box Surface Mount for Decora Remote Controls and Panels” come in many different varieties. Does the Government know how many “gangs” they want these boxes to have?
The Government requires at least a 2-gang box to accommodate the design and allow for future expansion.
15.Can the Government provide room size for the seven (7) “Microphone 24 Ceiling
Array Square White TAAs”? Seven microphones would provide a lot of microphone coverage.
The installation area is a very large, open space. The seven specified microphones are required to ensure adequate coverage for the volume of the room.
