About this file

This Performance Work Statement (PWS) details a high availability backup and replication storage solution for the Naval Surface Warfare Center, Carderock Division (NSWCCD), Hull Response and Protection Branch. The objective is to create a data backup and replication service between two high-performance computing (HPC) environments across air-gapped locations with a 1 Gb/s TACLANE network. Key specifications include a storage solution with 99% availability, 100TB of initial storage expandable to 200TB, and the capability to backup and replicate HPC server data between West Bethesda and Olney sites.

The contract requires a storage solution that fits within 10U of rack space, with identical hardware and configuration at both locations. The contractor must provide a 3-year warranty covering parts and software, installation within 5 business days, and technical support for five years after contract acceptance. Delivery locations are 9500 MacArthur Boulevard, West Bethesda, MD and Olney Building 1, Data Center at 5321 Riggs Road, Gaithersburg, MD. The technical points of contact are Kenneth Liddane and Richard Gates from the Navy, and the security requirements are unclassified, with contractors requiring clearance and escort when on-site.

PERFORMANCE WORK STATEMENT (PWS)

High Availability Backup and Replication Storage Solution

1.0 DESCRIPTION OF SERVICES/INTRODUCTION

The Hull Response and Protection Branch, Code 664, at the Naval Surface Warfare Center, Carderock Division (NSWCCD), West Bethesda, MD, requires a contract for purchase of the materials/services needed for data backup and replication between West Bethesda and Olney sites.

2.0 BACKGROUND

NSWCCD Code 664 has expertise in Survivability and Weapons Effects. Code 664 relies on multiple HPC clusters to perform high fidelity modeling and simulation of highly dynamic weapons effect events.

Code 664 requires the capability to have data, processing and storage of each site mirrored to one another.

This is critical for the protection and possible loss of a site.

3.0 OBJECTIVE

Create a data backup and replication service between two high performance computing (HPC) environments across a 1Gb/s TACLANE. There are two independent HPC environments at two difference locations/sites that are air gapped, and which will require the same backup and replication solution for each. The selected data from the HPC environment shall be backed up and replicated to the alternate site on a daily schedule. Additionally, the backup solution should include the capability of adding additional systems for backup if needed.

4.0 SYSTEM MINIMUM SPECIFICATIONS

● This storage solution must be designed with 99% availability

● 100TB of storage as a starting point expandable to 200 TB

● Storage solution and data replication must work over 1 Gb/s TACLANE

● Must fit within a rack enclosure using standard rack units (U)

● Storage solution should not exceed more than 10U

● Primary to be located at LOCATION 1 (see 14.0 DIAGRAM)

● Secondary (failover) to be located at LOCATION 2 (see 14.0 DIAGRAM)

● Same hardware and configuration for both NETWORK 1 and NETWORK 2 (see 14.0 DIAGRAM)

● Backup of HPC server data and replicate/sync that backup to other location

● All backup data should be accessible at all times from either location

5.0 MANUALS

CDRL A001 – The contractor shall provide at least one (1) paper copy of all documentation/manuals. All documentation shall be provided in English. At a minimum, copies of the following items are required:

● Installation Manual

● Parts Manuals

● Maintenance Manual

● Operation Manual

6.0 SOFTWARE LICENSES AND DOCUMENTATION

The contractor shall provide:

7.2 WARRANTY AND MAINTENANCE

WARRANTY:

The contractor shall provide a 3-year warranty on parts and software. The warranty period for parts and software shall be from the time items are installed. Warranty services include:

The installed data replication storage solution, associated software, and additional equipment shall include a three -year warranty for parts and labor. The warranty shall begin the day after final acceptance of the deliverable by NSWCCD. The cost for all repairs conducted under the warranty including but not limited to software, parts, labor, travel and shipping shall be covered under the warranty. All troubleshooting and repair work shall commence within 48 hours of the reported problem and is to be conducted onsite at NSWCCD in West Bethesda and Olney, MD.

MAINTENANCE:

Technical Support The Contractor shall perform technical assistance for operation and troubleshooting of the systems identified in the PWS via:
