Performance Work Statement Service Contract
Cape Cod National Seashore
Salt Pond Visitor Center Wastewater Treatment System Service Testing and Maintenance 50 Nauset Road, Eastham, MA.
Description
Cape Cod National Seashore has a requirement for a contractor to furnish all labor, parts, tools, and equipment to perform monthly testing and reporting and preventative maintenance repairs for the Salt Pond Visitor Center Wastewater Treatment System located within Cape Cod National Seashore (CACO) for a base year plus one option year.
I. Scope of Work
Cape Cod National Seashore is seeking a quote for service of the Salt Pond Visitor Center wastewater treatment system entailing monthly testing and routine preventative maintenance of system components based on prior tests and observations during monthly preventative maintenance inspections at 50 Nauset Road in Eastham, MA.
The NPS seeks to receive information that allows for evaluation of the function of the treatment system and the achievement of nitrogen removal targets to comply with environmental health objectives of maximizing nitrogen removal from system effluent.
In order to monitor system performance, relevant water parameters in influent and effluent discharge will be sampled on site and analyzed on a monthly basis.
Monthly testing provided under this contract will provide useful information for the operations and maintenance of the wastewater treatment system. Minimally, concentrations of total nitrogen (TN) in treatment system effluent should be maintained below 25 mg/l. The testing will be on a recurring schedule. Laboratory results shall indicate chain of custody, the date, time, and location of the sample, results, detection limits and units, method, and analyst.
The intent of the maintenance services and influent and effluent testing is to monitor nutrient loading to the Salt Pond watershed to keep the Orenco AdvanTex wastewater treatment system functioning to maximize nitrogen removal from wastewater. The goal is to retain compliance with Massachusetts Department of Environmental Protection (MA DEP) Title V requirements and to maximize nitrogen removal through the innovative/alternative system and retrofits from influent wastewater. Six samples have routinely been taken with three being influent and three being effluent samples.
The Orenco AdvanTex wastewater treatment system was installed in 2003 permitted January 15, 2003 and updated in 2021; the 2021 updates were retrofits for additional nitrogen removal systems, including recirculation pathway, inline carbon source tank (wood chip box), effluent sampler, and chemical feeds (see as built attachment). The system receives wastewater from high traffic NPS public restroom facilities and the visitor center. The system water usage is up to one (1) million gallons per year, and the design flow is 7,760 gallons per day. The system essentially requires monitoring and recommissioning to achieve state requirements due to a prior issue with the chemical dosing.
Testing, adjustments, and preventative maintenance work will comply with:
a) Occupational Safety and Health Administration (OSHA)
1. 29 CFR-1910 General Industry
2. 29 CFR-1926 Construction
b) National Institute for Occupational Safety and Health (NIOSH) - NIOSH's authority under the Occupational Safety and Health Act [29 CFR § 671]
c) Massachusetts Department of Environmental Protection requirements of 310 CMR 15.
The Contractor shall have escorted interior building access to the wastewater systems and component controls in the basement of Salt Pond Visitor Center.
Wastewater System Testing, Reporting, and System Adjustments
Item #1 – Influent and Effluent Monthly testing and reporting
Monthly sample testing of the influent effluent on a recurring, reliable reschedule and will include the following parameters, and will be sampled, handled, stored, and analyzed following standard methods, e.g., EPA methods, with prior approval of NPS. Two effluent samples are needed as effluent samples will need to be taken before and after the recirculating system components to help track performance.
Parameters:
BOD 5 - minimum detection limit (8 mg/l) Total Suspended Solids - minimum detection limit (2 mg/l) pH Alkalinity (as CaCO3) - minimum detection limit (1.0 mg/l) Ammonia (as N) - minimum detection limit (0.40 mg/l) Nitrite (as N) - minimum detection limit (0.050 mg/l) Nitrate (as N) - minimum detection limit (0.050 mg/l) Total Kjeldahl Nitrogen (as N) - minimum detection limit (0.50 mg/l)
NPS seeks to receive testing results in an appropriate digital spreadsheet format such as Microsoft Excel, or equal, to feed into performance reporting applications. Influent and effluent water test results will be provided by Contractor to the park Aquatic Ecologist and a copy to the Utility System Repair Operator for all parameters. The data shall be provided in tabular format with monthly data for each year of reporting.

Item #2 – Monthly System Adjustments
The NPS seeks to maintain effluent discharge concentrations of total nitrogen (TN) and associated nutrients at below state Title V limits, e.g., no greater than 25 mg/L total nitrogen (TN). Maximizing nitrogen removal is the goal. Troubleshooting adverse results not meeting state standards will result in system recalibration as needed.
The contractor will interpret results of monthly testing and adjust the system as needed with the goal to achieve the state requirements. System adjustments to maintain the wastewater treatment system will include adjusting timing and auto dosing of effluent into leach field and of chemical feeds to assist in achievement of effluent results within MA standards on a monthly basis.
Routine, recurring monthly servicing and responsive preventative maintenance will include all system components. Maintenance will include but is not limited to troubleshooting and maintenance of wastewater treatment system recirculating pumps, valves, timers, flow meters, samplers and monitoring equipment and their controls, carbon tank, and chemical feeds in the field and the basement utility room. Conduit, wires, tubing, and piping of the wastewater system within and outside the building will also be maintained. This will include setting the dosing, servicing, and replacing tubing of sodium bicarbonate feed pump within the pump unit at each monthly interval and maintaining or replacing the dosing line to the wastewater system as needed.
The contractor will keep track of the inventory of chemical supply items and the park shall be notified of any supply reorders needed, such as purchase of more sodium bicarbonate.
Maintenance may require additional wastewater testing at various points within the treatment system to identify the location of performance deficiencies within the system design.
System performance deficiencies observed during onsite visits should be communicated to NPS.
Option Year One
Option one may be exercised for an additional year. The park is striving to achieve stable wastewater treatment system operations for the visitor center complex during the base year. If this is not achieved during that period, then the additional option year may be exercised with the same requirements of the base period.
II. Technical Qualifications/ Contractor Training and Competency
Contractor personnel shall provide copies of relevant, required laboratory training certifications and wastewater system operations licensing prior to performing any work under the contract, e.g., Massachusetts Wastewater Operator Certification. All wastewater sample collection, handling, storage, and analysis should be conducted following the specifications described above. The contractor shall, without additional expense to the Government, be responsible for obtaining any necessary permits, licenses, insurance, and for complying with any Federal, State, and municipal laws, codes, and regulations applicable to the performance of the work. The Government will not provide, nor reimburse costs for, initial or refresher skills training, certifications, or licensing for contractor employees. All training is the responsibility of the contractor.
III. Compliance with Safety and Environmental Protection Requirements and Housekeeping
• The Contractor is responsible for flagging the project and contacting a Dig Safe underground utility locator service prior to any ground disturbance, if needed.
• During contract performance the Contractor shall conform to the rules and regulations as set forth by the Occupational Safety and Health Administration’s Safety and Health Standards. The contractor shall provide barriers, signage, etc. wherever work could cause injury to workers or occupants and guests.
• The contractor shall be responsible for all damages to persons or property that occur because of the contractor’s fault or negligence and shall take proper safety and health precautions to protect the work, the workers, the public, and the property of others.
• The contractor shall furnish contractor personnel protective equipment and safety devices at the contractor’s expense, including but not limited to safety cones, warning tape, gloves, mask, shoes, glasses, etc. that comply with applicable safety standards.
• It is the contractor’s responsibility to ensure that any disturbance or damage done during this project to the existing utilities, building or government materials, shall be repaired or restored to its original condition by the contractor at contractor’s expense.
• Contractor must visually inspect all equipment. Equipment is to be kept in good repair, without leaks of hydraulic or lubricating fluids.
• No work shall take place on holidays or weekends.
• No smoking (including vaping), drugs, or use of tobacco products will be allowed on the government facilities.
• The Contractor is responsible for appropriate Quality Control and workmanship shall be the best of their respective kinds and in full accordance with applicable codes.
• The Contractor shall maintain neat, orderly, and safe condition at all times. Contractor shall provide containers for collection and disposal of waste and trash resulting from work.
• The contractor is responsible for storage of all tools and materials during installation and disposal of all trash and debris resulting from work performance. After completion of the work, debris, excess material, and equipment shall be removed from the site and legally disposed. All work areas will be left broom clean.
IV. Invoice
Invoices for payment shall be made on a monthly frequency and itemized by CLIN with detail for unit cost.
V. Period of Performance
The Period of Performance shall begin at time of award. The Period of Performance shall be a Base Year of 12 months, one 12-month option year, and a 6-month extension if required.
