3.2.4 General Requirements. The following general requirements are applicable to the specific PMIS program requirements contained in Section 3.3.

3.3 DCDO Septic Tank System. RECURRING INSPECTION AND

TESTING.

3.3.1 Septic Tank Anaerobic Filter Bed

3.3.1.1 Quarterly

1. Sludge and Scum Accumulation Condition

a. Check the thickness of scum: If scum builds up in large quantities up to the bottom of the influent pipe or is generated to the extent that it obscures the top of the filter bed, it will obstruct the proper flow inside the tank and cause performance to deteriorate.

b. Check the sludge accumulation on the bottom from the transfer pipe. If the accumulated sludge has reached the bottom from the transfer pipe, it is time to clean the tank.

c. Since waste oil and larger solid particles, etc. are found in abnormally large quantities, the purification performance, particularly that of the contact aeration chamber, will be adversely affected, so vacuum out the tank and clean it as quickly as possible.

2. Condition of Influent Pipe, Transfer Pipe

a. Check if larger solid particles are clogging up the inside of the pipe. If the tank is being clogged up remove the obstructing matter.

b. Check if larger solid particles, such as pieces of paper, are being transferred from the transfer pipe during influx. If they are being transferred, then it is time to clean the tank.

c. Check if the water level is rising above the top water level limit during peak influx, and whether there are marks of the water level being abnormally high. If an abnormally high water level mark can be seen, the filter medium is clogged up, so clean it.

3. Generation of Odors and Flies

a. A large volume of scum is a cause of bad odors, so remove it quickly.

b. Mosquitoes and flies are also prolific if scum accumulates, so take measures quickly, especially during the summer.

3.3.1.2 Annually: Vacuum out the sludge and clean.

3.3.2 Septic Tank Contact Aeration Chamber

3.3.2.1 Quarterly

1. Adhesion of Sludge to the Contact Media.

a. Observe the condition of adhesion of sludge to the contact media, and the color of the sludge, and if there is any foreign matter, investigate the cause and correct the situation.

b. Measure the SS concentration and the SV value, check whether the contact media are blocked off and carry outback washing if necessary. Sludge which sloughs off and floats free from back washing should be returned to the No.1 anaerobic filter bed chamber by the sludge transport equipment.

2. Flow inside the Tank

Observe the flow and the uniformity of aeration, and if there are any abnormalities such as aeration on one side only, correct the position of the diffuser, clean the diffuser pipe and adjust the air flow volume by the aeration valve.

3. Inspection of the Diffuser

a. The diffuser is provided to supply oxygen to aerobic microorganisms and agitation inside the chamber. Check if the air is being fed normally and if agitation is uniform within the chamber.

b. The diffuser pipe can be removed, so clean it periodically and make sure the appropriate amount of diffusion is carried out.

c. If aeration is weak even though the diffuser pipe is cleaned, replace the diffuser pipe.

4. Measuring the pH

Normally, the pH should be about7.0. If it is 8.0 or higher, it could be that there is insufficient air, and if it is 6.0 or lower, it could be that there is too much aeration.

5. Measuring the Dissolved Oxygen Concentration (DO): Make sure that the DO value at the top, middle and bottom of the contact media is virtually the same concentration. If the concentration is virtually the same, it can be judged that there is no clogging.

6. Transport Condition of Fluid inside Chamber

Use the following procedure to adjust and confirm that the appropriate volume of fluid from the chamber is being transported to the No1 anaerobic filter bedchamber by the sludge transport equipment.

a. Remove any fouling which are adhering to the weir of the sludge transport equipment.

b. Raise the transport side weir until it is fully closed so that the total volume is transported.

c. Adjust the air lift pump valve and set the weir on the sludge transport equipment's transport side so that it is slightly higher than the water level for the proper water level volume. (Be careful not to let the water volume become too great.)

d. Lower the transport side weir gradually and adjust the transport side weir's water level.

e. The proper transport volume will vary depending on the load conditions, so increase or decrease it as necessary.

7. Determining the Backwashing Interval

Determine the backwashing interval by the following criteria.

a. If you can see suspended sludge of a blackish color in the spiral flow in the contact aeration chamber. {Sludge is being sloughed off.)

b. If the water level rises abnormally high on the contact media inside the contact aeration chamber. (The contact media are becoming clogged and are obstructing the aeration spiral flow.)

c. If the effluent water quality is worsening even if no particular abnormalities can be seen in the water flowing in from the anaerobic filter bed chamber. (The contact media are becoming clogged and blockage is occurring.)

d. If scum is being generated in the sedimentation chamber. {Sloughing is advancing and anaerobic breakdown is occurring on the bottom of the sedimentation chamber.)

8. Back washing Method and Sludge Transport

a. Open one of the backwashing valves.

b. Close the aeration valve. Air will spray out of the backwashing pipe and backwashing will begin. Normally, backwashing for 2~3 minutes is sufficient.

c. Open the other backwashing valve and close the first valve. Backwashing in the opposite direction will begin. In the same way, perform backwashing for 2~3 minutes.

d. It is effective to repeat the operation in c. 2~3 times.

e. When backwashing is completed, open the aeration valve and close the backwashing valve.

9. Transport of Sloughed Sludge Part1 If you are operating the sludge transport equipment all the time, sloughed sludge is transported automatically, so this operation is not particularly necessary. Adjust the transport volume.

10. Transport of Sloughed Sludge Part2

If the sludge transport equipment is not operating constantly, transport of sloughed sludge is necessary.

a. Switch off the aeration's power and let the contact aeration chamber sit quietly for about 10 minutes.

b. Close the transport side weir of the sludge transport equipment fully. Open the air lift pump valve and the air escape valve and turn on the blower's power.

c. Gradually close the air escape valve, increasing the volume of air fed to the air lift pump.

d. Keep the air escape valve closed until the volume of sludge being transported is appropriate and the sludge that has sediment on the bottom of the contact aeration chamber has been transported to the anaerobic filter bed chamber. Sludge transport usually takes approximately 3 minutes.

e. When there is a lot of settled sludge, can be effectively transported by repeating the operation in a.~ d. 2~3times.

f. Open the aeration valve and close the air lift pump valve. Adjust the air escape valve to the appropriate level.

11. Blower

a. Check whether dust is adhering to the power plug and push the plug blades all the way in so the plug won't be loose. If dust is adhering to the plug and the connection is not perfect, it could cause electric shock or a fire.

b. Clean the intake side filter.

3.3.2.2 Annually

a. Replacement of the diffuser pipe.

b. Replace of consumables.

c. Replace of diaphragm.

NOTE: If periodic replacement of partis neglected, treatment performance will deteriorate or the blower Unit will be damaged and require replacement. Since consumable parts are made of special materials, please use genuine parts supplied by the manufacturer.

3.3.3 Septic Tank Sedimentation Chamber

3.3.3.1 Quarterly - Scum Generation Condition

If it is found that scum is being generated, use a ladle, etc. to scoop it up and return into the No.1 anaerobic filter bed chamber.

Overflow weir

Check if overflow is uniform. If it is not uniform, adjust the left and right ends of the overflow weir by hand.

3.3.4. Septic Tank Chlorination Chamber

3.3.4.1.Quarterly

Installation Condition of the Chemical Cylinder

a. Set the chemical cylinder in the correct position where it will be supported by the chemical cylinder support.

b. The amount of chemical dissolved can be adjusted by the number of turns of the chemical dissolution volume adjustment cap. The cap should be turned one full turn from the fully closed position. Turning it further will increase the amount of chemical dissolved.

3.3.5 Electric Control Panel

3.3.5.1 Quarterly

Check the switches and wiring for frays or deterioration. Repair any discrepancies as necessary.

3.3.6 DCDO SEPTIC, General Plant Condition

3.3.6.1 Semi-Annually

In conjunction with the quarterly maintenance inspections, remove all the rust from all metal surfaces. Apply one coat of under-coat paint on the exterior surfaces. Paint the interior surfaces with one coat of primer and one coat of finish paint. The paint should match the existing paint color.

3.3.7 Bldg.2940A Operation Compound's, Oil/Water Separator Tank

3.3.7.1 Annually

1. Drain and thoroughly clean, with a high-pressure water cleaner, the tank, pipes, and all other equipment within the tank. Properly dispose of foreign substances.

2. Clean and/or grease all the gate valves and components as needed.

3. Check for proper gate valve operation by closing and opening the valves.

3.3.8 GOVERNMENT REIMBURSABLE FOR ITEMS:

1. The contractor is responsible for cost of replacement parts up to ¥25,000 for any repair action or service. The Government will reimburse the contractor for cost of parts and materials above ¥25,000. For example, if parts cost is ¥30,000, the Government will reimburse the contractor ¥5,000.
