Performance Work Statement (PWS) for Naval Air Warfare Center Access Control and Badging System (NACABS) Badge Reader and Camera Upgrade (NACABS-CU)

Part 1

General Information

1.1 Install select government furnished badge readers, reader panels, reprogram Lenel panels to accept current HID produced badges, Government Common Access Card/PIVs, and procure and install/program LENEL compatible CAC/PIV enrolment station and replace end of life/end of service internal cameras.

1.2 The project site is inside several buildings within and outside of the DeFlorez, Army Annex, Mechanical, Partnership I, III, V and IDE buildings within the Research Park area in the vicinity of 12211 Science Drive, Orlando, Florida 32826.

1.3 It is recommended the contractor visit the work site prior to submitting a proposal.

Inspections of the job site can be arranged by contacting the project Technical Point of Contact (TPOC), at 407-380-8243. The contractor shall maintain a clean and safe job site.

At the conclusion of the work, contractor shall clean up and remove all waste and rubbish created by the work and leave the work site in a manner acceptable to the TPOC. Upon receiving the Notice to Award, the contractor shall begin work within Twenty-One (21) calendar days. Unless otherwise stated in this document, the Contractor shall supply all materials, supplies, tools, equipment, and labor to perform the work described in these specifications.

1.4 Potential Vendor technicians must be United States Citizens possessing the following qualifications:

1.4.1 At least One (01) Technician possessing an OnGuard Authorized Value-Added Reseller Master Certification.

1.4.2 At least Two (02) Technicians possessing an OnGuard Authorized Value-Added Reseller Gold (a. Gold Advanced Access Control and b. Gold Video) Certifications.

1.5 The Contractor shall confine work to the area of the facility where work is being performed. Storage of materials, if necessary, shall be limited to an area designated by the

TPOC. Work hours shall be between 6:00 AM to 6:00 PM. Work outside of normal work hours may be permitted subject to approval by the government. Requests for performing work outside of normal work hours shall be coordinated with the TPOC at least 72 hours in advance.

1.5.1 Work area is in finished spaces of interior or exterior spaces.

Part 2 Equipment List

2.1 The following government furnished badge reader components and listed part numbers will be installed, programed and connected to a government LENEL Server by the Contractor; 42 (Forty-Two) HID Signo 40KHNKS-03-0004XR, 32 (Thirty-Two) HID Signo 40HNKS-03-0004XR Badge Readers, 51 (Fifty-One) LNL-1320-S3B Reader Panels and up to 60 (Sixty) Acrylic Plates.

2.2 The contractor is responsible for identifying additional equipment needed to complete the installation in the contractor’s proposal prior to contract award, including the 09 (Nine) AXIS P3267-LV cameras. Any additional equipment needed after contract award must be approved by the Contracting Officer before purchase.

Part 3 Execution

3.1 The Contractor shall install, the government furnished Part Description / Part Numbers and specified quantities of listed equipment in 3.3, replacing all non-Common Access Card compatible readers on NACABS.

3.2 The Contractor shall remove existing obsolete cameras, purchase, install, connect and program the replacement cameras listed in Table 3.4.1, and connect all new cameras to the existing Milestone Server.

3.4 Video System

The contractor will replace cameras in Table 3.4.1, connect and program to government furnished Milestone XProtect VMS 2023 R3 server and (02) existing client terminals

The Contractor shall test with Customer for full functionality and sign off.

The Contractor shall include labor for installation during business hours only.

3.5 Five Year Warranty coverage and extended service plan, which provides comprehensive coverage for maintenance, repairs, and part replacements beyond the standard warranty period to cover the following installed and/or purchase of additional equipment based on this Performance Work Statement.

3.5.1 Services: In this project, Services is referred as the actual replace or reprogram of equipment as identified in 3.3 and 3.4

Part 4 Submittals

4.1 Period of Performance

All equipment, installation, and initial upgrade of Lenel and Milestone must be completed, meaning accepted and paid for, by 15 September 2025, unless approved and agreed upon by the Contracting Officer.

SAFETY REQUIREMENTS

In performing the contract, the Contractor shall provide for protecting the lives and health of employees and other persons and for preventing damage to property, materials, supplies and equipment in accordance with the latest revision of the U.S. Army Corps of Engineers "Safety and Health Requirements Manuals" (EM 385-1-1) and "Occupational Safety and Health Standards" (29 CFR 1910). Prior to commencement of the work, the Contractor shall meet in conference with TPOC to discuss and develop mutual understandings relative to the administration of safety. All OSHA work standards shall be followed including but not limited to Lockout/Tagout procedures. Electrical Safety Code and OSHA 1910 subchapter S shall be specifically followed. Prior to commencement of the work, the contractor shall meet in conference with representatives of the Contracting officer to discuss and develop a mutual understand relative to the administration of safety.

Power shall not be deenergized without at least 2 weeks’ prior approval of the Contracting Officer. No live electrical work shall be permitted.

STATION REGULATIONS

The Contractor and his employees and subcontractors shall become familiar with and obey all applicable Federal, State, local and station regulations, including fire, safety, traffic, and security regulations. No employee of the Contractor shall be admitted to the work site without satisfactory proof of United States citizenship. Some work areas may require an escort and/or a security clearance for access.
