Performance Work Statement for Outdoor Recreation Outdoor Pool Lifeguard services at Aviano Air Base, Italy 28 April 2023

1. GENERAL. The contractor shall provide all personnel, equipment, materials, supervision, and any other item and services necessary to perform lifeguard services at the Aviano Air Base pool in Area One in accordance with (IAW) this Performance Work Statement (PWS). All work shall be performed in accordance with National, Regional, Local, Laws/Codes, and safety standards dictated by most current Italian laws and directives.

2. DESCRIPTION OF WORK. Lifeguard services must be provided from 25 May through 5 September of each year of contract for the days and hours listed at paragraph 8 of this PWS. Contractor will maintain a sign-in log of all pool customers to be provided to 31 FSS representative upon request, identifying as military or civilian status.

a. Lifeguards must have and maintain currency (for the entire life of the contract) in a nationally recognized (e.g., Red Cross, Federazione Italiana Nuoto, Federazione Italiana Salvamento Acquatico) certification and training in lifesaving and water rescue methods and skills, basic first aid, and child and adult cardiopulmonary resuscitation. In case of lifeguards replacement, the contractor shall provide to the Mission Partner the certification of the new lifeguard before the start of the service.

b. At least two lifeguards are required to be on duty and at their stations (chair or deck patrol) during open recreational swimming, and a minimum lifeguard requirement must be maintained at, or below, a proportion of 50 to 1 (customer to lifeguard) standard.

c. Staff levels accommodate lifeguard breaks or rotations. Lifeguards are rotated off-station, or given a 10-minute break, every hour.

d. During adult lap swimming or adult instructional programs with less than 20 participants, at least one lifeguard is required to be on duty and at the assigned lifeguard station. If the instructor provided by the Government is also certified as a lifeguard, this satisfies the lifeguard requirement only by remaining out of the pool and located where supervision of the entire group is possible.

e. Lifeguards need to test the pools chlorine levels hourly with government provided testing strips and provided test machine.

f. Other services to include the daily cleaning of toilets, restroom floors, shower areas, emptying restroom trash receptacles and emptying trash receptacles located on the pool deck. Other services also include daily pool maintenance: inserting pool cleaning machine in and out of the pool, blowing leaves/debris off the deck, and pressure washing the deck.

g. Optional services include offering child/adult swim lessons before regular hours and pool parties after regular hours.

3. PERIOD OF PERFORMANCE & PRICE LIST. Contract shall be in place for a period of a base year plus four options years and a possible six months extension The price list submitted with the quotation will be detailed for each of the five (5) years.

4. GOVERNMENT FURNISHED EQUIPMENT. We provide life jackets, algae cleaning machine, mesh skimmers, lifesaving equipment.

5. GOVERNMENT’S RESPONSIBILITIES. Government will hire and staff an employee to work the pool front office. The employee will answer the pool phone, take cash/credit card payments, prepare daily paperwork, be the liaison with civil engineering, liaison with Outdoor Recreation managers, etc.

6. GENERAL INFORMATION.

a. ENGLISH LANGUAGE REQUIREMENTS. The contractor’s Contract Manager, Call Reception Personnel, as well as the Lifeguards provided shall have good command of English Language in order to properly coordinate the services and communicate with United States personnel.

b. CONTRACTOR COMMUNICATION. To facilitate communication between the Government and the contractor; the contractor must designate and maintain an e-mail account(s) and contact telephone number(s) for the life of the contract.

c. LIABILITIES AND RESPONSIBILITIES. The Contractor shall be responsible for all damages to persons or property that occurs during the performance of this service as result of the contractor’s fault or negligence.

d. PAYMENT. Payments will be made on a monthly basis through credit card or electronic fund transfer (EFT).

7. SAFETY. The contractor shall ensure all personnel engaged in the performance of this contract, observe all Air Force and host country laws and regulations concerning safety. Safety or personal protective equipment violations shall result in suspension of work until violation(s) are corrected, at no cost to the US Government. The contractor may also be liable for penalties assessed on such delays. The contractor will use every safety mean necessary to prevent damage to US Government personnel and property. In case contractor personnel or customers are injured or government assets are damaged, the contractor shall promptly inform the designated US Government representative, who, in turn, will inform the 31 FW/SEG and 31st CONS/PKB. In case injuries are life threatening, the contractor shall contact 31 FW/SEG immediately.

Contractor's representatives shall receive a safety briefing during the pre-performance conference from Base 31 FW/SEG, Occupational Safety Office (Phone 0434 30 7233).

8. HOURS OF OPERATION. (US Holidays and down days excluded.)

a. Closed Monday

b. Tuesday – Sunday 1000 – 1900

c. Lifeguards must arrive 30 minutes before opening (0930) Tuesday through Sunday unless there are swim lessons scheduled. See below.

d. Lifeguards must remain for 30 minutes after closing.

Swim Lesson Hours.

a. Tuesday – Friday 0900 – 1000

b. Lifeguards must arrive 30 minutes before lessons (0830) Tuesday through Friday.

Pool Party Hours.

a. On average, pool parties will occur twice per week.

b. Pool parties will occur after normal hours (1900-2100) and can be on any day Tuesday through Sunday.
