INTRODUCTION/BACKGROUND: The 844th Communication Squadron (CS) is the Air Force’s execution arm as Executive Agent (EA) for the National Military Command Center (NMCC). In this role, the AF provides enhanced facility operations support for Chemical Biological and Radiological (CBR) maintenance and monitoring, Physical Security, Heating, Venting and Air Conditioning (HVAC), Mission Critical Power (MCP) to the Secretary of Defense (SECDEF), Chairman of the Joint Chiefs of Staff (CJCS), Chief of Staff of the Air Force (CSAF), Joint Staff (JS)/NMCC, Defense Information System Agency (DISA), Defense Intelligence Agency (DIA) and the Air Force, Army, Navy and Marines 24/7/365 Service Watch Cells.

1.0 OBJECTIVE: The objective of this effort is to provide the 844CS, NMCC Operations

Branch (844 CS/SCON) effective and timely Mission Critical facility systems services to the NMCC No Fail Mission with first response above and beyond the normal facility services available from Washington Headquarters Services (WHS) at the Pentagon for the NMCC and Global Situation Awareness Facility (GSAF) 24/7/365. The NMCC and the GSAF are both contained within a Secure Compartmented Information Facility (SCIF) located in the basement and mezzanine of the Pentagon. A Top Secret/Sensitive Compartmented Information clearance to include Special Intelligence (SI), Talent Keyhole (TK), GAMMA (G), HUMNIT Control System (HCS) and North Atlantic Treaty Organization (NATO) is required for access which WHS personnel do not possess. The total mission area floor space is 283,000 sq. ft. The High-altitude Electromagnetic Pulse (HEMP) facility, within the NMCC, comprises 12,000 sq. ft. of the space. The entire SCIF boundary is CBR protected.

There is over 100,000 sq. ft. of mission support spaces to include mechanical rooms, electrical rooms, communications closets, and storage rooms. The 844 CS/SCON also provides facility systems assistance within a 300-mile radius of the Pentagon for military operations and missions to include, but not limited to, the Pentagon, Fort Belvoir VA, and Raven Rock Mountain Complex. Occasional support beyond the 300-mile radius may also be required for support of testing, design and demonstration of facility systems approximately one time per year. The main goal of the 844 CS/SCON is to provide Command and Control Systems the protection and survivability with 24/7/365 emergency response and operations of supporting facility systems.

2.0 REQUIREMENTS: The Contractor shall provide the functional support required to satisfy the requirements of the PWS in support of the NMCC No Fail mission.

3.0 Task – Project Management of Renovation and Reconfigurations of the operations and support spaces within the NMCC and GSAF: The Contractor shall coordinate with all Pentagon Service Agencies on each projects schedule and performance for the duration of the effort. In addition, the Contractor shall insure that the current Computer Aided Drawing (CAD) files (Government approved format) and all other configuration data are updated to reflect as-built conditions of any change or work performed under this contract. The Contractor shall provide configuration management of all facility, IT and telecom systems to include, but not limited to, electrical panel schedules and one lines, HVAC duct layouts, valve schedules, sensor locations, control diagrams, sequence of operations, standard

Page 3 of 15 24 June 2024 operating procedures (normal and emergency operations), signage, and floor plans (including furniture and systems layout).

3.0.1 Subtasks -The Contractor shall provide a monthly, in-person and electronic, Project/Work Order Status Briefing and Plan of Action and Milestones (POAM). All documentation remains the property of the Government. Proficiency must include, but not limited to Remedy, Microsoft Project and AutoCAD.

3.1 Task – Security of the SCIF, Operations and Maintenance (O&M): The Contractor shall work with all Government agencies necessary to maintain SCIF Accreditation and Access Control Equipment. Areas of responsibility include, but are not limited to, the installation and maintenance of physical security systems (locks, doors, alarms, cameras, etc.), personnel control systems (access controls and database management), and land-based mobile radios (voice only) and their supporting equipment IAW MIL-Standard 188-125A The contractor shall support, all NMCC Access Control hardware/software to included but not limited to AMAG Symmetry, Bosch Video Management Closed Circuit Television (CCTV) systems, and Land Mobile Radio (LMR) systems.

3.1.1 Knowledge Skills and Abilities (KSA): - The Contractors shall have certified training from Bosch (Bosch Video Management System Professional Level, Master, & Expert).

Proficiency must include, but not limited to, AMAG Symmetry and Bosch BVMS.

3.2 Task – Facilities Systems O&M: The Contractor shall use and maintain MAXIMO maintenance software to determine suitable maintenance practices and parts replacement frequencies for facility equipment based on the System Organization Maintenance Manuals (SOMM), provided by Pentagon Renovation (PENREN), and historical data as required for maintaining reliability standards directed by CJCS and DOD directives. The Contractor shall provide a monthly electronic MAXIMO state of Maintenance Report, format is Contractor proposed with Government approval.

3.2.1 KSA: The Contractors shall have a minimum of five years of experience operating and maintaining the MAXIMO system.

3.3 Task – High-altitude Electromagnetic Pulse (HEMP) Facility O&M: The Contractor shall operate and maintain the HEMP enclosures as outlined in MIL-STD 188-125A and MIL-HDBK 423. To include but not limited to the Shielding Effectiveness and Leak Detection Testing (SELDS) and shall maintain all required documentation such as Test Plans, Test Results and Hardness Critical Items configuration management. The Contractor shall also provide incidental spot welding as necessary.

3.3.1 KSA: The Contractor shall have a minimum of five years of experience in HEMP O&M per MIL-STD 188-125 and MIL-HDBK 423.

3.4 Task – Emergency Mechanical and Electrical Systems O&M: The Contractor shall operate and maintain the Pentagon’s utility systems to achieve maximum effectiveness and ensure the enhanced reliability standards.

3.4.1 KSA: Proficiencies shall include, but not limited to, Johnson Controls Metasys, Rockwell Factory Talk and Rockwell RSView. The Contractor shall have at a minimum five plus years of experience with and be proficient on current emergency systems including but not limited to 1) Generator Operation (Caterpillar diesel 500kW); 2) Control System Operation (Metasys); 3) Chiller Operation and Maintain (Carrier Chillers); 4) Electrical System Operation (MGE Uninterruptible Power System equipment and Cutler Hammer & Square D Switchgear) as well as become proficient on new and upgraded emergency systems. Software proficiency must include, but not limited to, Johnson Controls Metasys, Rockwell Factory Talk and Rockwell RSView.

3.5 Task – 24/7/365 Emergency Response to Mission System Outages: The qualified Contractor(s) shall respond within 15 minutes during normal duty hours or within two hours during non-duty hours, to the NMCC during any facility outage affecting mission equipment or having an adverse effect to mission personnel determined by the Government. A qualified contractor must remain on station until the affected system is returned to operation or released by NMCC government representative. The Contractor must follow all applicable rules of the Pentagon Reservation and NMCC SCIF guidelines, as well as any additional applicable rules, laws, security procedures or guidelines. The Contractor shall provide, per occurrence, an electronic document of Emergency After-Action Report.

3.6 Task – Collective Protection CBR Systems O&M including Decontamination Stations:

The Contractor shall monitor the collective protection systems of the NMCC and GSAF to ensure that the system is providing continuous and complete protection of all personnel in accordance with local Pentagon Force Protection Agency (PFPA) and Joint Staff guidance/policies. This effort shall include but not limited to the associated test equipment and material provided by the Government. The Contractor shall respond to all CBR incidents and exercises (during duty hours) in a supportive role to ensure proper operation and coordinate with PFPA, Pentagon Building Managers Office and 844 CS/SCON as required.

HAZMAT Awareness and Response certification is required and provided IAW current NMCC policy.

3.7 Task – Design and Configuration of Office and Mission Environments: The Contractor shall provide Project Management for all tenant fit-out to include tenant moves in order to ensure space allocation and configuration management policies are followed. The Contractor shall be responsible for the design for office and mission space renovations within the NMCC and GSAF. The effort will include, but is not limited to, furniture and console layout, material selection, color selection, lighting layout, and any applicable changes in signage.

3.8 Task – Escorting Personnel: The Contractor shall provide escort for all persons entering the SCIF or the Pentagon (when required by Pentagon Force Protection Agency (PFPA) regulation) that are performing work pertaining to the subject matter of this contract IAW all applicable rules of the Pentagon Reservation and NMCC SCIF guidelines, as well as any additional applicable rules, laws, or guidelines.

3.9 Task – Security/Mission Assurance Checks: The Contractor shall perform a daily check 365 days of the year of all areas throughout the NMCC and associated areas to visually and

Page 5 of 15 24 June 2024 audibly inspect all mission support systems and spaces to ensure systems are operating and there are no operating or environmental conditions that may affect future system performance. Verify the physical security of the spaces. Deficiencies in system operation or environmental hazards shall be reported to the Government. The Contractor shall also perform daily CBR samples 365 days of the year in accordance with current PFPA guidelines. Any reduction in checks will be at the direction of the Government. The Contractor shall provide monthly electronic Security/Mission Assurance Checks schedule and CBR sample Log.

3.10 Task – Access Control Operation and Maintenance: The Contractor shall perform all functions associated with the NMCC access control system to include but not limited to Database management, System Administration, Access Card programing, and access control hardware installation and maintenance. The Contractor shall provide a monthly electronic Access Control Report, format is Contractor proposed with Government approval.

3.10.1 KSA: Proficiencies shall include, but not limited to, AMAG Symmetry, FARGO badge printers, MIFARE/DESFire proximity cards, AMAG/Weigand card readers & encoders, and electrified door hinges/Balanced Magnet Switches (BMS).

3.11 Task – System Administration: The Contractor shall perform System administrator function on all NMCC Facilities unique systems to include but not limited to AMAG Symmetry, Metasys, CCTV, and CAD networks. The Contractor shall provide a quarterly electronic update of DoD 8570 Certification Status.

3.11.1 KSA: Ensure contractor employees that have elevated privileges on DoD networks and systems shall have the required DoD 8570.01-M, Information Assurance Workforce Improvement Program certifications; and submit to COR for review and acceptance.

3.12 Task – Carpet Cleaning: The Contractor shall clean 95,000 square feet of carpet tile raised flooring twice each contract year, once during each half of the contract year. The contractor shall also clean the high traffic areas (Not to exceed 4,500 square feet), as designated by the government, on a quarterly basis. All cleaning is to be done using Government Furnished Equipment (GFE), using low-moisture encapsulation cleaning solution. The Contractor shall provide monthly electronic carpet cleaning schedule.

3.13 Task – Overview and oversight of NMCC Facilities systems/functions/capabilities: The Contractor shall provide a daily, in-person and electronic, NMCC Facilities status briefing to the Government NMCC Chief. Plan, schedule, and attend all meetings as required in the performance of duties, take notes, and generate meeting minutes. Provide, per occurrence, an electronic document of meeting minutes within 3 days of the attended event. Obtain Government NMCC Chief approval for all NMCC authorized service interruption requests for NMCC Facilities systems/functions/capabilities prior to the event per DISA and local guidance. Inform the Government POC when service has been restored. The Contractor shall provide, per occurrence, an electronic document of an NMCC Authorized Service Interruption (ASI).

3.14 Task – Project Management: The contractor shall provide requirements processing, project management, configuration management, technology modernization planning and project meeting minutes. Provide dedicated project management support personnel for execution of large, medium and small requirements and/or upgrades to the facility and facility systems. The Project Manager will be the focal point for all Facilities projects and work directly with the Information Technology Systems (ITS) Project Managers for Facilities support during ITS projects. The Contractor shall provide a weekly electronic update on all assigned Remedy tickets.

3.14.1 KSA: The Facilities Project Management roles and responsibilities include providing program and project support, processing of requirements (e.g., projects, routine requirements) approved by the NMCC/JS Form 120 and the Air Force requirements process on systems supporting ITS and Facilities project within the NMCC. Ensure PMs adhere to standard project management best practices, such as the current PMBOK Guide. The contractor will identify for acceptance by the COR the project management process that will be used by the contractor and the contractor will provide documentation of that process.

Ensuring all requirement information is recorded in the EITSM or other Government-approved and required tracking system.

3.15 Mission Essential Plan: All the contractor services performed under this contract have been identified as essential contractor services in support of mission essential functions. The Contractor shall provide a plan, in accordance with DFARS Clause 252.237-7023 and DFARS Clause 252.237-7024, to address continuation of services in the event of a crisis. The Mission Essential Contractor Services Plan is part of the proposal delivery, but the document will be incorporated as CDRL 13 (3.16.1 Delivery Schedule) immediately upon award/final approval. Updates will be provided IAW CDRL 13 (3.16.1 Delivery Schedule). Review of the MECSP should be completed as changes occur.

3.16 Deliverable(s): The Contractor shall provide deliverable(s) in a format and content mutually agreed upon by the Government and the Contractor. All deliverables will be reviewed for timeliness, accuracy and format. If a deliverable due date falls on a weekend or holiday, the Contractor shall submit the deliverable on the last workday prior to the due date.

4.0 CONTRACT SURVEILLANCE/QUALITY: The Contractor shall provide qualified people at Contract start; the mission cannot be impacted due to position vacancies or personnel qualifications. Vacancies are filled with qualified personnel within 14 days of vacancy, unless approved in writing or otherwise directed in advanced by the CO as long as there is no mission impact due to position vacancies or unqualified personnel. 100% of deliverable requirements must be met and received on time.

5.0 ASSOCIATE CONTRACT AGREEMENTS/COMMUNICATIONS PLANS: The

Contractor shall enter into written agreements with prime contractors hereinafter called “associate contractors,” within 60 days of Government notification, to facilitate effective joint collaboration necessary to the performance of this contract. Associate contractors include contractors performing information assurance, asset management, AV and VTC, and HAF Unique IT Systems (i.e., GCCS-AF, OARS, ABIDES) services. Accordingly:

5.1 The Contractor shall execute written agreements with individuals and organizations identified by the Government as associate contractors. The agreements shall provide for effective communication between counterparts at all levels from senior corporate management to working engineers. The agreements shall include the condition that any proprietary information furnished by an associate contractor pursuant to the work under this contract will be protected from unauthorized release or disclosure beyond the scope of the agreements. Further, the agreements shall hold the Government harmless from liability for the unauthorized disclosure by the Contractor of associate contractor proprietary information.

5.2 The Contractor shall freely and directly exchange information on the performance of its efforts. The Government may conduct meetings to facilitate the exchange of information and data between and among associate contractors and other Government personnel. The Contractor shall participate in such meetings. In the event of a disagreement as to what constitutes a permissible exchange of information or data under agreements, the Contracting Officer will have final decision authority.

6.0 ANNUAL COMPUTER BASED TRAINING: The Contractor shall use ADLS to complete annual CBT courses for “Total Force Awareness Training (TFAT)”. These courses include, but are not limited to: “Cyber Awareness Challenge (ZZ133098)”, “Force Protection (ZZ133079)”, and “DoD Combating Trafficking in Persons (CTIP) General Awareness Course”. Full list of required CBT’s will be provided by the CO at start of contract year.

7.0 GOVERNMENT PROVIDED EQUIPMENT: The Government will supply workspace, computers, and a NMCC Notification system tool for the Contractors use. All supplies, parts, tools and other necessary equipment will be provided by the Government. All equipment and unused materials remain the property of the Government. No materials or equipment may be removed from the place of performance by the Contractor. The Contractor shall ensure accurate control and accountability of all Government Furnished Property (GFP) in

Page 9 of 15 24 June 2024 accordance with terms and conditions of the Federal Acquisition Regulation. The Contractor shall provide an equipment and tool inventory.

8.0 OTHER DIRECT COSTS (ODC)

8.1 TRAVEL: Local travel to attend meetings within the local city or base of assignment commuting vicinity shall be considered a cost of doing business and shall not be separately reimbursed.

8.2 MATERIALS: The Contractor shall purchase IT assets and facilities material supplies required for the performance of this contract (including but not limited to hardware, furniture, IT pathways, etc). The Contractor shall use Air Force mandated sources, such as GSA Advantage and UNICOR, when product will meet the customer’s requirements. If the Contractor can obtain a better value in terms of price, quality, time of delivery, and maintain all security requirements, the Contractor shall request a waiver from the appropriate mandated source Management Office. IT assets and materials purchased by the Contractor under this contract shall become Contractor Acquired Property (CAP).

8.2.1 The Material Purchase Approval Process:

a) The Contractor shall submit a purchase request with associated cost, to the COR and Contractor Lead, for approval.

b) Upon submission and review of the Purchase request, the COR and Contractor Lead will provide written approval to proceed with the material purchases within 5 business days.

c) All material purchases shall be invoiced to the Material CLIN.

9.0 SECURITY INSTRUCTIONS: A DD-254 will be required for this requirement.

9.1 Physical Security. The Contractor shall safeguard all Government property and controlled forms provided for Contractor use and adhere to the Government property requirements contained in this contract. At the end of each workday, all Government facilities, equipment and materials shall be secured.

9.2 Performance under this PWS shall require US Citizenship and Top Secret/Sensitive Compartmented Information clearance to include Special Intelligence (SI), Talent Keyhole (TK), GAMMA (G), HUMNIT Control System (HCS) and North Atlantic Treaty Organization (NATO).

9.3 Classified Information. For all contract requirements with classified work or access to classified information, the Contractor shall:

9.3.1 Clearance Requirements - DD Form 254. Comply with, coordinate and complete a DD Form 254, Department of Defense Contract Security Classification Specification requirements. Upon execution of award, the CO will sign the DD Form 254 for incorporation into the contract. The customer/requiring activity will provide security classification guidance for contract performance. The Government will oversee handling and storage of

Page 10 of 15 24 June 2024 classified information and provide appropriate storage capability for all classified material.

All classified information shall be returned to the government upon termination of the contract.

9.3.2 The Contractor shall request security clearances (submit clearance paperwork to the Defense Security Service) for personnel requiring access to classified information within 15 days after contract award. Due to costs involved with security investigations, requests for Contractor security clearances shall be kept to an absolute minimum necessary to perform contract requirements. Contractor personnel shall have appropriate clearances prior to performance. The Contractor shall also complete visit requests for each individual that will be performing work on a contract in the Defense Security Service (DSS) Joint Personnel Adjudication System (JPAS) prior to performance start unless otherwise approved in writing by the CO.

9.3.2.1 The Contractor shall notify the servicing Information Protection Office of contract award within 30 days after basic contract award. The notification shall include:

• Name, address, and telephone number of company representatives

• The contract number and contracting agency

• The highest level of classified information to which Contractor employees require access

9.3.3 Additional Security Guidance. Additional security guidance can be found on the DD Form 254, Contract Security Classification Specification the associated attachments to the DD Form 254 as well as the Visitor Group Security Agreement (VGSA).

9.3.4 Security Training. Provide employees with training required by DoDM 5200.01, Information Security Program Regulation and AFI 16-1404, Information Security Program Management. The Contractor shall also provide initial and follow-on training to their Contractor personnel who work in Air Force controlled/restricted areas IAW AFI 31-101, Air Force Installation Security Program. This training shall be provided by an appointed security manager for the on-base Visitor Group. The security manager may be a full time or an additional duty position.

9.3.5 Pass and Identification Items. Ensure the pass and identification items required for contract performance are obtained for employees.

9.3.6 Retrieving Identification Media. Retrieve all identification media, including vehicle passes, when the contract expires or from employees who depart for any reason before the contract expires, e.g., terminated for cause, retirement, etc.

9.3.7 Traffic Laws. Ensure all Contractor employees comply with base traffic regulations.

9.3.8 Weapons, Firearms and Ammunition. Not possess weapons, firearms, or ammunition, on themselves or within their Contractor-owned vehicle or privately-owned vehicle while on any installation or any office/working location covered under this contract.

9.3.9 Reporting Requirements. Report to an appropriate authority (i.e., CO, PM, COR, NMCC Branch Chief, 844 CG Security) any information or circumstances which they are aware of that may pose a threat to the security of DoD personnel, Contractor personnel, resources and

Page 11 of 15 24 June 2024 classified or unclassified defense information. Contractor employees shall be briefed by their immediate supervisor upon initial on-base assignment.

9.3.10 Controlled/Restricted Areas. Implement local procedures for entry to Air Force and Joint Staff controlled or restricted areas where Contractor personnel shall work. The Government will complete an AF Form 2586, Unescorted Entry Authorization Certificate, completed and signed by the sponsoring agency’s Security Manager, before a Restricted Area Badge will be issued. Contractor employees shall have a favorably completed National Agency Check plus written Inquiries investigation before receiving a Restricted Area Badge. Interim access may be granted IAW AFI 31-501, Personnel Security Program Management. Contractor personnel must have appropriate clearances prior to commencing work on any contract unless otherwise approved in writing by the CO.

9.3.11 Key Control. Establish and implement procedures to ensure all keys issued to the Contractor by the Government are not lost or misplaced and are not used by unauthorized persons. The Contractor shall not duplicate any keys issued by the Government.

9.3.11.1 The Contractor shall report in writing to the COR or PM any occurrences of lost or duplicated keys within four hours of occurrence.

9.3.11.2 In the event keys are lost or duplicated, the Contractor may be required, upon written direction of the CO, to re-key or replace the affected lock or locks with no additional cost to the Government. The Government may replace the affected lock or locks or perform re-keying and deduct the cost of such from the monthly payment due the Contractor.

9.3.11.3 The Contractor shall not loan issued keys to any other persons nor allow access by use of issued keys to other persons not associated with performance of work at the contract work site.

9.3.12 Lock Combinations. Control access to all Government-provided lock combinations to prevent unauthorized entry. The Contractor is not authorized to record lock combinations without written approval by the COR. Records with written combinations to authorized secure storage containers, secure storage rooms, or certified vaults, shall be marked and safeguarded at the highest classification level as the classified material maintained inside the approved containers.

9.3.13 Restricted/Formerly Restricted Data. Obtain a final U.S. Government clearance at the appropriate level before obtaining access to RESTRICTED DATA and FORMERLY

RESTRICTED DATA.

9.4 Communications Security (COMSEC). Contractors may require access to COMSEC information on Air Force installations. The Contractor shall not require a COMSEC account.

Access will be controlled by the sponsoring agency. Access to COMSEC material by personnel is restricted to US citizens holding final US Government clearances. Such information is not releasable to personnel holding only reciprocal clearances.

9.5 The Contractor shall provide a National Agency Check with Inquiries (NACI) for all contractor employees who are to be provided access to Government e-mail/internet, LAN/WAN and other Government information networks.

9.6 Clearance Requirement. If access to classified information is a requirement at the Contractor’s facility, a SF 312 Non-Disclosure Agreement (NDA) initiated by the company’s Facility Security Officer (FSO) is required. The Contractor must possess a facility security clearance (FCL) at the appropriate classification level for the work prior to proposal submission.

9.7 Listing of Employees. The contractor shall maintain a current listing of employees. The list shall include the employee's name, social security number and level of security clearance.

The list shall be validated and signed by the company Facility Security Officer (FSO) and provided to the Contracting Officer, Program Manager, and (SSA). An updated listing shall be provided when an employee's status or information changes within 5 business days.

10.0 TRANSITION PLAN:

10.1 Transition In. The transition-in period shall end no later than 30 days after the contract award date. The incumbent contractor on the pre-existing contract remains responsible for meeting the Government’s requirements during the first 30 days of this contract. Throughout the transition period the Contractor shall gradually assume responsibility for all service areas, full manning, and physical resources required for contract performance. The Contractor shall work closely with the transitioning-out contractor and the COR to ensure uninterrupted contract support.

10.2 Transition Out. The Contractor’s firm may be succeeded by a different firm at the end of this contract’s period of performance. The transition-out period shall begin 30 days before the end of the period of performance. The Contractor shall provide an electronic copy.

The Contractor shall maintain and provide to the Contracting Officer current operating and maintenance manuals, drawings, specifications, procedures, current inventory listings, software, and all other data developed or acquired under this contract or previous contracts for the performance of NMCC Facility services.

The Contractor shall cooperate fully with the Government and the succeeding Contractor to include:

a) Permitting employees to be interviewed for possible employment by a succeeding contractor(s).

b) Releasing any employee who chooses to be employed by a succeeding contractor.

c) Orienting assigned employees of the succeeding contractor during the last 30 days of the period of this contract if so directed by the Contracting Officer. The Contractor shall make available to such employees existing GFE such as desks, chairs, telephones, and other normal office equipment and office supplies during the orientation period.

11.0 ADMINISTRATION CONSIDERATIONS:

11.1 Performance Schedule: The Contractor shall perform this task from the date of contract award with a period of one (1) base year and four (4) one-year option periods.

11.2 Place of Performance: The Contractor shall be located at the Pentagon Campus to perform and accomplish tasks identified in this contract.

11.2.1 Telework: Telework shall be permitted only for administrative work for this contract.

11.3 Coverage: The contractor shall provide onsite services during core duty hours of 0600- 1700, Monday through Friday, except federal holidays or when the Government facilities are closed due to local or national emergencies, administrative closings, or similar Government-directed closings, unless otherwise specified in the task order or approved. Non-normal duty support may also be required based on the mission support needs and will be approved by the COR as required. On call hours will be required IAW paragraph 3.5.

11.4 Base Shutdown/Inclement Weather: The Contractor will follow guidance of the installation containing their place of performance to determine reporting schedules whether due to a base closure or inclement weather. 11.5 Contractor shall attend a kick off meeting specific to the requirement with the COR and the Administrative CO within thirty (30) days of contract award. The Contractor shall provide concurrence with the date, time, and location for the meeting via email notification to the CO at least three (3) business days prior to the scheduled meeting.
