PEFORMANCE WORK STATEMENT

FOR

METC LAUNDRY SERVICES

17 May 21 (Amendment 1.3)

1. DESCRIPTION OF SERVICES / GENERAL INFORMATION. The contractor shall provide the facility, labor, supervision, supplies, equipment, and transportation necessary to provide non-personal full laundry services at the Contractor’s facility as defined in this performance work statement (PWS) in support of the Medical Education and Training Campus (METC), Joint Base San Antonio (JBSA)-Fort Sam Houston, TX.

1.1. DESCRIPTION OF SERVICES. The contractor shall perform laundry services to include the laundering of surgical towels, hand towels, scrub tops, scrub bottoms, lab coats, sheets, pillow cases, blankets, patient gowns and any other incidentals that may need service.

The soiled laundry shall be picked up, washed, cleaned, folded, hanged and returned to the same location the following week.

1.1.1. Pick up and deliver laundry on Tuesday each week between the hours of 8:00am and 11:00am (CDT). One week turn-around in laundry services is required. The pick up/drop off locations are listed below and additional locations may be added as needed during the performance period. Delivery day and time may change according to mission requirements.

1.1.2. Laundry shall be received, processed and returned by the contractor to the Government.

Clean laundry shall be counted/annotated on the ticket at pick-up and delivery. The Government and contractor shall verify the numbers and countersign the delivery ticket to indicate agreement with the numbers of items picked-up and delivered at the time. A copy of each completed laundry delivery ticket shall be furnished to the contractor and one maintained by the Government and will become the official clean delivery ticket.

2. GENERAL INFORMATION.

2.1. CONTRACTOR PERSONNEL. Provide a point of contact that shall be responsible for responding to the government. The name of the alternate shall act for the contractor when the primary is absent shall be designated in writing to the contracting officer no later than the start of the contract.

2.1.1. The point of contact and the alternate shall have full authority to act on behalf of the contractor on all contract matters relating to the daily operation of this contract.

2.1.2. The point of contact and alternate must be able to read, write, speak, and understand English well enough to satisfy all contract performance requirements.

2.1.3. The contract point of contact and alternate shall be available during normal duty hours within a reasonable time to meet on the installation with Government personnel designated by the contracting officer to discuss problem areas and find remedies.

3. STANDARDS OF QUALITY. Periodically, the following guides will be used by the Government to control the quality in a finished product. Failure to meet these standards will result in the product being returned for further cleaning.

3.1. The contractor shall have experience in handling and providing medical type laundry services. The firm must have gained this experience as a result of being regularly engaged in the business of providing laundry services in health care/patient care environments (e.g. inpatient and outpatient medical treatment facilities).

3.1.1. All soil, spots, and stains shall be removed, unless removal will change the color or damage the fabric.

3.1.2. Each item shall be hygienically cleaned, dried and free of lint, scorch marks, or other damage to the fabric.

3.1.3. White fabrics shall be white and free of odors and yellow or gray tints. And, Colors shall be bright.

3.1.4. Items shall be clean, and be free of objectionable odors such as cleaning chemicals, mold, mildew, body bacteria, and other unclean elements.

3.1.5. No trace of wash supplies (e.g. soap, bleach, etc.) shall be left in the fabrics.

3.1.6. Shrinkage shall be no more than what may be termed as “natural” for the fabric in accordance with (IAW) best commercial practices. The contractor shall treat all articles in such a manner as to keep the dimensional changes of the article to a minimum and to avoid damages of any kind to the fabric.

3.1.7. Tumbled work such as linens, towels, and blankets shall be completely dry and soft.

3.1.8. Ironing and folding. Items processed on flatwork ironers (e.g. sheets, pillow cases) shall be machine finished (ironed) so that the surfaces are smooth and without “rough dry” spots, Attachment 1 Performance Work Statement 1.2 Page 3 of 6 wrinkles or “tails”. Flatwork shall be free of creases when received by the customer, as applicable.

3.1.9. Pressing. Presswork shall be accomplished so that items meet best commercial standards, as applicable.

3.1.10. Finished work. The contractor shall assemble completed work into bundles and wrap the bundles for return to the locations IAW commercial practices (Refer to Section 1.1.1.).

3.1.11. The laundry items must be returned sanitized and in sterile condition.

3.1.12. Soiled and cleaned laundry shall be separated for transportation if in the same vehicle.

3.1.13. All property, to include monies, that is found in the laundry shall be returned to the Government immediately.

4. UNSERVICEABLE ARTICLES. All Government owned items identified as unserviceable and/or non-repairable while in the possession of the contractor shall be returned in a separately marked bundle identified as “Unserviceable” after the items have been laundered.

These items shall be returned within one week of being identified as unserviceable. If it is determined that these items were caused by the contractor (e.g., laundry machine, wrong wash formulas, excessive drying, etc.), the contractor shall replace the items at no additional charge to the Government. Also, the Government will return all unserviceable and/or non-repairable items identified in a separately marked bundle to the contractor for corrective action or replacement at no additional charge to the Government.

5. PACKAGING AND TRANSPORTING.

5.1. General. Packaging is the means of preparing the finished products for delivery to the facilities. All finished products shall be packaged in such a manner that will prevent contamination or degradation in the cleanliness and quality of the product prior to its use at the buildings.

5.2. Laundered articles shall be (a) sorted by type, size and color, (b) folded and stacked

(c) wrapped and sealed in clear plastic, unless specified otherwise. The Government reserves the right to add, delete, or change the size of the bundles. Wrapping materials shall be clear plastic.

Plastic wrap shall be of sufficient strength to hold articles without bursting or tearing during normal handling.

5.3. Preservation While in Transit. Articles processed in bundles or bags shall be transported in clean carts, when possible. In all instances, the contractor shall transport and handle finished work so as to prevent wrinkling, damage, and contamination.

6. HOLIDAYS OBSERVED. Delivery and pickup of laundry will not be required on the observed holidays.

7. SECURITY REQUIREMENTS. Contractor employees will be required to obtain and display identification badges. Anticipate delays in getting commercial vehicles on base and allow time for commercial vehicles to reach their destination by driving designated routes at posted speed limits throughout the base. Procedures for commercial vehicle access to the base

The contractor shall also obtain personnel and vehicle identification and passes as required for entry to the installation. The Government will provide all forms and procedures to the contractor to obtain personnel identification and vehicle passes as required. It is the contractor’s responsibility to renew passes/badges in a timely manner to ensure no interruption of service. During performance of the contract, the contractor shall be responsible for obtaining required identification for newly assigned personnel and for prompt return of credentials and vehicle passes for any employee who no longer requires access to the work site. Upon completion or termination of the contract or expiration of the identification passes, the contractor shall ensure that all base identification passes issued to contractor employees are returned to the issuing office. If a contractor employee has been terminated, the pass will need to be retrieved and returned to Security Forces (SF) so that employee does not have base access. If the pass is not retrieved, then SF will need to be notified so base access is not allowed. Failure to comply with these requirements may result in withholding of final payment.

7.1. All vehicles utilized for this service shall be properly state-registered and licensed prior to being operated on Government property. The contractor shall ensure that all operators of the contactor owned vehicles possess evidence of insurance and a valid state permit to operate their vehicles.

7.2. Unscheduled gate closures by the SF may occur at any time and personnel entering or leaving the installation may experience delays. Privately-owned vehicles of the contractors' personnel as well as contractor owned vehicles are subject to search while on Federal installations pursuant to current directives. Any violation of installation regulation or of state or federal stature may result in the termination of the privilege to enter one or more military installations.

8. SAFETY REQUIREMENTS. The Contractor shall maintain safety and health standards compliant with requirements of the Occupational Safety and Health Administration (OSHA) and federal, state and local safety laws and regulations.

ESTIMATED WORKLOAD DATA

GENERAL. This chart is the anticipated annual workload based on historical workload data captured during the period 1 September 2016 through 31 December 2020. This projected workload is anticipated to remain at this level of support for the next five years with the exception that workload could fluctuate (plus or minus 5%) due to training program student throughput or force structure changes. However, these figures in no way guarantee that the Contractor will experience the same number of laundry items during any period of this contract.

Any request for equitable adjustment under the plus or minus variation in total quantity must be based on actual quantities exceeded estimated quantities by more than +/- 5 percent; the contractor must have suffered an increase in cost required to perform which was caused by the variation in excess of +/- 5%; and, the amount requested must be based on actuals and must be determined fair and reasonable by the Contracting Officer IAW FAR 31.201-3. The items listed in workload data will be included in the yearly laundry service. These figures are based on estimation and may vary either higher or lower.

IDENTIFICATION, STANDARD PACKAGING AND METHOD OF FINISH. The following are the routine requirements for packaging of laundry and method of finish for this contract (quantities, packaging and finishes are at local discretion). Any other special packaging requirements or methods of finish will be specified in writing at the time that service is requested.
