FOR
MAINTENANCE OF GREASE TRAPS

PERFORMANCE WORK STATEMENT
FOR
MAINTENANCE OF GREASE TRAPS
1. DESCRIPTION OF SERVICES. The contractor shall provide all management, tools, supplies, equipment, and labor necessary to pump and clean grease traps located at Robins Air Force Base. The grease trap waste shall be disposed of in a manner that will comply with the current Federal Environmental Protection Agency (EPA) and the State of Georgia’s Environmental Protection Division (EPD) laws and regulations. Task orders will be issued which will state a period of performance and specifically which locations are covered under that particular task order.
The Appendix A attached to this PWS describes the particular locations on the base that require this service and estimates of anticipated work to be performed. Task orders shall not exceed 12 months in performance. Multiple task orders may be issued per year depending on availability of funds.
1.1. BASIC SERVICES. The contractor shall pump and clean each grease trap quarterly with no more than one discrepancy each cleaning cycle. The first service shall be performed within twenty calendar days after the award of the contract. All grease and solids shall be removed from the inside walls and floor of the traps and the lids, top and bottom, shall be cleaned. A biodegradable detergent will be used to scrub the surface areas. The contractor shall correct any spills, splashes or damages caused by the contractor’s operation. Within 30 days of contract award the grease traps lids shall be thoroughly cleaned and painted on the top and underside with one coat of metal primer and two finish coats of high gloss black enamel. See Appendix A for grease trap sizes (capacity in gallons) and locations.
1.1.2 The contractor shall furnish the COR an Annual Service Schedule stating the date that the traps shall be serviced no later than seven days before start of work. (A001).
1.1.3 The contractor shall submit a written description of how the cooking grease is to be recycled and/or disposed of no later than five days after contract award (A002). The contractor shall also notify the COR of any change in recycling/disposal arrangements. The contractor shall provide a copy of all permits relative to the disposal of the grease waste removed from Robins AFB, Ga to the COR. These permits shall include wastewater treatment, solid waste handling and disposal permits.
1.2 EXCEPTION FOR LIQUID WASTE. If the contractor uses equipment that filters the wastewater pumped from the grease trap, the filtered water may be returned to the grease trap. The solid waste may then be disposed of as stated in paragraph 1. The filtration process shall be allowed for equipment that is EPA approved.
1.3 DAMAGE TO EQUIPMENT. The contractor shall be responsible for any repairs that need to be made due to negligence during their cleanings. These repairs shall begin within 4 hours of notification.
1.4 POINT OF CONTACT. The contractor shall appoint a primary and alternate point of contact to act on behalf of the contractor. The contractor shall provide emergency contact information to include phone numbers to the COR to keep on file.
1.5 HOURS OF OPERATION. Work for this contract shall be accomplished between the hours of 7:30 A.M. and 3:30 P.M., local time, Monday through Friday except government holidays or work curtailment days as determined by the base commander and except for emergency service calls.

2. SERVICES SUMMARY.

3. GOVERNMENT PROPERTY AND SERVICES. N/A
4. GENERAL INFORMATION.
4.1. Contractor Safety Program. The contractor shall establish and maintain an acceptable safety program in accordance with their accepted Safety and Health Plan. No more than two Class C mishaps per contract year and Zero Class A or B mishaps will be tolerated. A mishap report shall be submitted within 5 working days of the mishap (A0004). All changes to the plan must also be submitted in writing and approved by the government via the DD 1423 Data Item Number Data Acquisition Document Number DI-ENVR-81375 for Contractor's Standard Operating Procedures (SOP) to receive the Contractor's Safety and Health Plan Update. (A003)
4.2. The contractor must comply with personal protective equipment requirements as outlined in 29 CFR 1910.132 (subpart 1).
4.3 QUALITY ASSURANCE. The government will evaluate the contractor’s performance in accordance with the Quality Assurance Surveillance Plan (QASP).
4.4 SECURITY REQUIREMENTS. The contractor shall obtain personal identification passes for all employees required to enter Robins AFB, Ga, through the Badging Agent.
4.5 ENVIRONMENTAL PROTECTION REQUIREMENTS: The contractor shall be knowledgeable of and comply with all applicable Interstate, Federal, State, and local laws, regulations, and requirements regarding environmental protection. In the event environmental laws/regulations change during the term of this contract, the contractor is required to comply as such laws come into effect. The contractor shall comply with the current versions of the rules of the Georgia Department of Natural Resources Environmental Protection Chapter 391-3-4 Solid Waste Management and Chapter 391-3-6 Water Quality Control. The contractor shall not discharge chemicals or grease in the base sewage treatment plant.
4.6 Environmental Management System (EMS): Any contractor employee working on Robins Air Force Base will require EMS training. The prime contractor is responsible for ensuring that all subcontractors comply with this requirement. Computer-based training is provided by the Base Civil Engineering Group Environmental Management Office.

4.7 FOD PREVENTION (FOREIGN OBJECT DAMAGE) The contractor shall take all actions necessary to control and eliminate foreign object damage (FOD) on the airfield. As required, the contractors shall immediately pick-up and properly dispose of FOD. (AFI 21-101)
4.8 HOUSEKEEPING - Contractors shall maintain cleanliness of their designated job sites To ensure loose debris and other potential FOD, hazards are not allowed to migrate outside their immediate work area. General control procedures shall include maintaining regular cleanup intervals and accountability for equipment and material.
4.9 CONTRACTOR VEHICLES— All contractor vehicles and equipment that operate in the flight line and industrial area shall he kept clean at all times to minimize any opportunity for loose debris left in these areas. Special attention must be given to secure material transported in open-bed vehicles and on equipment to prevent debris from falling out during transport. General control procedures shall include placing loose items in containers and removing trash and debris prior to entering these areas. All vehicle/equipment operators transiting through a designated Flight Line FOD Checkpoint are required to perform a thorough tire and vehicle inspection prior to entering these areas. Tire inspections include a full roll-over cheek (roll forward after initial check) to inspect the entire tire circumference for anything embedded in tire treads. Additionally, all vehicles/equipment that depart the paved surfaces inside the flight line/industrial area are required to perform a complete tire inspection when returning to a paved surface. While it may be necessary to depart the paved surface to complete work requirements, this practice should be held to an absolute minimum to minimize degrading these areas and potentially inducing FOD onto the airfield.
5.0 MISSION ESSENTIAL
5.1 Essential Services During Crisis. The Functional Commander/Director has determined, by placing in writing their decision, that this requirement is not Mission Essential (M-E) in accordance with DoDI 1100.22, Policy and Procedures for Determining Workforce Mix and DFARS 237.76, Continuation of Essential Contractor Services.
6.0 GREEN PROCUREMENT PROGRAM (GPP): The contractor shall comply with the Green Procurement Program in accordance with Federal (EO 13423) and DoD and AF (GPP) policy. Green Procurement is the purchase of environmentally preferable products and services.
These products are preferred because they conserve resources, create less pollution, and waste, or eliminate health and safety risks. The Green Procurement Program (GPP) includes these mandatory components:
(1) Recycled content products, also known as Comprehensive Procurement Guideline (CPG) Items http://www.epa.gov/cpg/products.html
(2) Energy Starr and energy-efficient products; energy efficient standby power devices http://www.eere.energy.gov/
(3) Bio-based products http://www.biobased.oce.usda.gov/fb4p/

7.0 Contractor Manpower Reporting Requirements: Per reference SAF/AQ Memo, 13 Nov 12, “The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the USAF via a secure data collection site. The contractor is required to completely fill in all required data fields at http://www.ecmra.mil (select Dept of the Air Force option if you you’re working an AF requirement). Reporting inputs will be for the labor executed during the period of performance for each Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October* of each calendar year. Contractors may direct questions to the CMRA help desk.”
7.1 Reporting Period: Contractors are required to input data by 31 October of each year.
7.2 Uses and Safeguarding of Information: Information from the secure web site is considered to be proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the contractor name and contract number associated with the data.
7.3 User Manuals: Data for Air Force service requirements must be input at the Air Force CMRA link. However, user manuals for government personnel and contractors are available at the CMRA link at http://www.ecmra.mil (select Dept of the Air Force option if you you’re working an AF requirement).
