Performance Work Statement KMRD Janitorial Services
1.0 General Information
1.1 General: This is a non-personal services contract to provide commercial janitorial services to the
Ketchikan-Misty Fjords Ranger District (KMRD). The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn, is responsible to the Government.
1.2 Background: KMRD seeks janitorial services in the following facilities:
KMRD Administrative Building – The building is a two-story 7,200 square foot office building with 4 bathrooms, 2 meeting rooms, and 1 kitchenette breakroom. The building currently hosts about 20 year-round employees, 15 seasonal employees, and 5,000 visitors per year. There is no elevator access to the second floor of the building.
KMRD Bunkhouse – The bunkhouse is a two-story building with 10 double bedrooms, a shared living space, full kitchen, laundry facility, and 2 multi stall toilet and shower rooms on the second floor with a single ADA bathroom on the ground floor. The bunkhouse accommodates up to 20 seasonal and traveling employees per year. There is no elevator access to the second floor of the bunkhouse.
KMRD Warehouse Restrooms – The warehouse is a one-story warehouse facility with 2 individual restrooms. Each restroom consist of a single toilet and sink.
All facilities are located on a single contiguous property.
1.3 Purpose: Provide janitorial services to maintain a clean and attractive workplace that presents a professional appearance, and provide cleaning services between seasonal use of bunkhouse living spaces.
1.4 Description of Services: The Contractor shall provide all personnel, labor, supplies, supervision, management, tools, materials, equipment, facilities, transportation, and other items and non-personal services necessary to provide janitorial services at KMRD in accordance with (IAW) this Performance Work Statement (PWS), except for those items specified as Government Furnished Property. The contractor shall perform to the standards in this contract as well as all federal, state, and local laws and regulations.
1.5 Place of Performance: The work shall be performed in Ketchikan, Alaska at the KMRD Administrative
Building (3031 Tongass Avenue), KMRD Bunkhouse (2957 Tongass Avenue), and KMRD Warehouse Restrooms (3001 Tongass Avenue). All facilities are located on a single contiguous property.
There are no road systems connected to Ketchikan. Ketchikan is accessible by commercial airflight, state operated ferry and commercial barging services.
1.6 Period of Performance (POP): The period of performance shall be for 1 Base Period of 12-months and 4
Option Periods of 12-months each. Below is the estimated POP.

1.7 Contract Type: The Government will award a Firm-Fixed Priced (FFP), Requirements, service contract with up to a 5-year ordering period. Performance shall be made only as authorized by Task Orders issued IAW the Ordering Clause. Subject to any limitations in the Order Limitations Clause or elsewhere in this contract, the Contractor shall furnish to the Government all supplies or services specified in the Schedule and called for by orders issued IAW the Ordering Clause. Note: Task Orders will be issued at the rates specified in the Schedule of Items.
1.8 Government Regular Working Hours: The Government's regular working hours are Monday through Friday from 0800 to 1700, except federal holidays or when the government installation is closed due to local or national emergencies, administrative closings, or similar government directed closings.
1.9 Federal Observed Holidays: When a federal holiday occurs on a Saturday, federal employees are normally granted the previous Friday as the holiday observance. When a federal holiday occurs on a Sunday, federal employees are normally granted the following Monday as the holiday observance. If a holiday falls on a scheduled Contractor workday, the following or proceeding workday will be used to schedule the work to be accomplished. Below is the list of recognized federal holidays:

1.10 Post-Award Conference/Periodic Progress Meetings: The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office IAW Federal Acquisition Regulation (FAR) Subpart 42.5. The CO and/or COR shall meet periodically with the Contractor to review the contractor's performance. At these meetings the CO will apprise the Contractor of how the Government views the contractor's performance and the contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues.
1.11 Quality Control Plan (QCP): The Contractor shall develop and maintain an effective QCP to ensure services are performed IAW this PWS. The Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The Contractor’s QCP is the means by which the Contractor assures that their work complies with the requirements of the contract. The Contractor’s QCP shall be provided to the CO and COR within 10 business days after contract award. After acceptance of the QCP, the Contractor shall receive the CO’s acceptance in writing of any proposed change to the
QCP.
1.12 Contractor Key Personnel: The following contractor personnel are considered key personnel by the
Government: Contract Manager and Quality Control Representative.
1.12.1 Contract Manager: The Contractor shall provide a Contract Manager and designated alternate, as applicable, who has full authority to act for the Contractor on all contract matters relating to this contract.
The Contract Manager or alternate shall be available during the Government's regular working hours.
1.12.2 Quality Control Representative: The Contractor shall provide a Quality Control Representative who shall be responsible for the Contractor’s QCP to ensure services are performed IAW the PWS. The Quality Control Representative shall implement and maintain full compliance of the QCP throughout the contract period.
1.13 Government Key Personnel: The following government personnel are considered key personnel:
Contracting Officer and Contracting Officer’s Representative.
1.13.1 Contracting Officer (CO): The CO is the only person with the authority to: enter into, administer, and or terminate contracts; make related determinations and findings on behalf of the government; and legally bind the government. The CO shall ensure that the contractor receives impartial, fair, and equitable treatment under this contract. The CO shall determine and document the final assessment of the contractor's performance in the government’s past performance tracking system.
1.13.2 Contracting Officer’s Representative (COR): A COR may be assigned to this contract to monitor all technical aspects and assist in contract administration. The COR may be authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract; perform inspections necessary in connection with contract performance; maintain written and oral communication with the Contractor concerning technical aspects of the contract; issue written interpretations of technical requirements (without increasing or decreasing contract scope), including Government drawings designs, and specifications; monitor Contractor's performance and notify both the CO and Contractor of deficiencies;
and provide site entry of Contractor personnel. The COR is not authorized to change any of the terms and conditions of the contract or any resulting task order.
1.14 Inspection and Acceptance: Inspection and acceptance will be at the location specified in each task order.
The designated Contracting Officer’s Representative (COR) will act as the representative of the Contracting Officer for purposes of inspection and acceptance of services to ensure compliance with the terms, conditions, and specifications of the subject contract. The COR has no authority to make any changes to the terms and conditions of the contract.
1.15 Changes: The government reserves the right to add, delete, or change the items to be serviced under this contract, as required. Price adjustments for these changes shall be based on the rates specified in the Schedule of Items/Price Schedule for identical or similar items. Changes will only be authorized by a Contracting Officer.
1.16 Invoicing: All contractor invoices shall be submitted via the Invoice Processing Platform (IPP) using contract line-item numbers (CLINs). The contractor shall be required to establish account(s), access method(s), log-in(s), and necessary training in order to submit invoices through IPP. Invoices not submitted via IPP shall not be accepted or paid.
1.17 Special Qualifications: The Contractor shall ensure bio-hazard cleaning and disposal of bio-hazard materials be performed by qualified and certified personnel, as per OSHA Code of Federal Regulations, 29 CFR 1910.1030 (a thru i and Appendix A).
1.18 Biobased Materials: Contractor shall utilize products made from bio-based materials (e.g., bio-based cleaners, degreasers, and toilet bowl cleaners) to the maximum extent practical without jeopardizing the intended use or detracting from the overall quality delivered to the end user or potential harm to surfaces.

The Contractor shall submit a list indicating the name of the manufacturer, brand name, intended use of each of the products and the Safety Data Sheets (SDS) used in the performance of requirements of the PWS, IAW 29 CFR 1910.1200. SDS shall be provided within 10 days from the date of award for approval by the Contracting Officer (CO) or the Contracting Officer Representative (COR).
1.19 Conservation of Utilities: The contractor shall instruct employees in utility conservation practices. The contractor shall be responsible for operating under conditions that preclude the waste of utilities, which include but are not limited to the following: lights shall be used only in areas where and at a time when work is actually being performed; heating, ventilation, and air conditioning (HVAC) controls shall not be adjusted by Contractor employees; and water faucets and valves shall be turned off after each use.
2.0 Contractor Requirements
2.1 General Facility Information:
2.1.1 KMRD Administrative Building: The administrative building is a 2-story building with approximately 7,200 square feet (3,600 square feet per floor) of office space and related areas including 2 conference rooms, 2 stairwells, kitchenette breakroom, hallways, mail room, front and rear entrances, front and rear porches and outside staircases. There is approximately 6,300 square feet of carpeted area within the office space.
There is no elevator access to the second floor of the building.
The building has a kitchenette breakroom with 2 coffee pots, 1 microwave, 1 refrigerator/freezer and table and chairs. There are 4 separate restrooms within the building: 2 restrooms with 1 sink, 1 urinal, and 1 toilet each; 1 restroom with 1 sink and 1 toilet; and 1 restroom with 1 sink and 2 toilets.
2.1.2 KMRD Warehouse: The warehouse covers 2 separate restrooms with 1 sink and 1 toilet each. The warehouse is located on the same property.
2.1.3 KMRD Bunkhouse: The bunkhouse is a 2-story building with approximately 4,986 square feet (2,493 square feet per floor) and is located on the same property. There is no elevator access to the second floor of the bunkhouse.
The bunkhouse has a laundry room with 2 washers, 2 dryers, and 1 utility sink; a full kitchen with 4 refrigerators/freezers, 1 range, 1 microwave, and 1 dishwasher; a dining area with table and chairs; a living area with table and sofa; and 10 double bedrooms that accommodate up to 20 seasonal and traveling employees per year.
There are 3 separate restrooms within the bunkhouse: 1 handicap restroom with one 1 toilet, 1 sink, and 1 shower stall; 1 restroom with 2 toilets, 2 sinks, and 3 shower stalls; and 1 restroom with 2 toilets, 2 sinks, and 2 shower stalls.
2.2 Technical Requirements/Tasks: This is a requirements contract. The level of effort required by the
Contractor shall be determined at the task order level. The quantities and frequency for each required task will be specified on the task order.
2.2.1 Task 1 – Weekly Cleaning Services – KMRD Administrative Building and KMRD Warehouse Restrooms:
The services under this task shall be performed as defined by each task order. Services are required 3 times a week (Mondays, Wednesdays, and Fridays), outside of government regular working hours.
Required Services Minimum Acceptable Quality 1 Remove Trash All trash containers shall be emptied, and trash disposed of at the nearest outside trash collection container (dumpster). The Contractor will ensure that no spillage of fluid or trash remain behind. Boxes, cans, and paper placed near trash receptacles and marked “TRASH” shall be removed.
Trash receptacles shall be left clean (free of foreign matter and odor) with appropriately sized liners replaced, and returned to their initial location.
The Contractor shall provide appropriately sized liners for trash receptacles. The Contractor shall replace any obviously soiled or torn liners. The Contractor shall not remove contents of recycling bins or boxes.
2 Clean Non-Carpeted Floor Surfaces
All non-carpeted floor surfaces including stairways, landings, vestibules, lobbies, and all walking surfaces shall be cleaned to ensure they have a uniform, glossy appearance. Movable items shall be tilted or moved to access the floor underneath those items and shall be returned to their original position after cleaning.
3 Vacuum Carpeted Areas
All carpeted areas including area and throw rugs, corners, and edges shall be vacuumed to ensure a clean, uniform surface. All tears, burns, and raveling shall be brought to the attention of the COR as soon as practicable. Movable items shall be tilted or moved to access the floor underneath those items and shall be returned to their original position after cleaning.
4 Vacuum and Clean Floor Mats
Interior and exterior floor mats shall be vacuumed and cleaned. Soil and moisture underneath mats shall be removed, and mats returned to their original location.
5 Clean and Disinfect Kitchenette Breakroom
All kitchen surfaces including sink, faucet, drain, counter, and backwall shall be cleaned and disinfected. The outside of fridge and walls by trash receptacles shall be wiped down. Kitchen appliances exterior surfaces and handles are to be cleaned and disinfected. The Government will be responsible for cleaning inside the fridge, microwave, range, and other kitchen appliances.
6 Clean Glass Partitions
All interior glass partitions and display cases shall be clean. This does not include the inside of the exterior windows.
7 Clean Main Entrance Glass Door
All interior and exterior glass from main entrance glass door shall be clean.
8 Dust Furniture, Surfaces, and Equipment
Furniture and equipment up to 8 feet in height shall be dusted or cleaned to eliminate dust collection. Furniture includes counters, tabletops, filing cabinets, fans, shelving, and light fixtures. Equipment includes fax machines, printers, televisions, ventilation blinds, heat registers, fire extinguisher boxes, and thermostats. Surfaces include window ledges, windowsills, molding, wainscoting, wall hangings, signs, picture frames, benches, information desks, and other items throughout the building.
Cobwebs shall be removed. Contractor shall not remove paperwork from desks or other work areas to dust or clean; if surfaces are not clear then it is not necessary to dust or clean.
9 Spot Clean Spot cleaning shall be performed on a continual basis. Spot cleaning includes removing and cleaning smudges, fingerprints, marks, streaks, spills, etc. from washable surfaces of all walls, partitions, vents, grillwork, doors, door guards, door handles, push-bars, kick-plates, light switches, temperature controls, and fixtures. All carpeted and non-carpeted areas shall be free of spots and stains in accordance with carpet/flooring manufacturers’ approved methods. Spot cleaning constitutes an area of 2 square feet or less per spot.
10 Clean and Disinfect Drinking Fountains
Clean and disinfect all surfaces, including orifices and drains. Drinking fountain should be free of streaks, stains, spots, smudges, scale, and other obvious soil.
11 Sweep and Mop Restroom Floors
Floors shall be swept, scrubbed, and mopped to ensure they have a clean, sanitary, and uniform appearance. Grout on wall and floor tiles shall be clean. Movable items shall be tilted or moved to access the floor underneath those items and shall be returned to their original position after cleaning.
12 Clean and Disinfect Restrooms Surfaces
All surfaces of handrails, counters, sinks, toilets, urinals, lavatories, showers, dispensers, plumbing fixtures, partitions, walls, stall doors, entry doors (including kick plates, handle, ventilation grates, metal guards), and other such surfaces shall be cleaned and disinfected using a germicidal agent. Vents within 8 feet in height shall be cleaned.
13 De-Scale Toilets, Urinals, Sinks, Showers
De-scaling shall be performed as necessary to keep areas free of water spots, scale buildup, soap scum, rust, odor, and any other deposits.
14 Restock Restroom Supplies
Contractor shall restock restroom supplies in dispensers to ensure supplies do not run out before the next scheduled cleaning.
2.2.2 Task 2 – Semi-Annual Cleaning Services – KMRD Administrative Building: The services under this task shall be performed as defined by each task order. Services are required twice a year, outside of government regular working hours. The contractor shall coordinate with the COR 72 hours prior to performing services.
1 Clean Interior Windows
The interior of all windows shall be cleaned. Window frames, casings, sills, and glass shall have a clean, uniform appearance.
2 Clean Exterior Windows
The exterior of all windows shall be cleaned. Window frames, casings, sills, and glass shall have a clean, uniform appearance.
3 Clean Window Blinds and Screens
All window blinds and screens shall be cleaned IAW standard commercial practices. Blinds, screens, and window equipment up to 8 feet in height shall be dusted or cleaned to eliminate dust collection. Blinds and screens shall be cleaned, dusted, wiped, or washed in a manner that removes dirt, dust, smudges, and cobwebs.
2.2.3 Task 3 – Annual Cleaning Services – KMRD Administrative Building: The services under this task shall be performed as defined by each task order. Services are required once a year, outside of government regular working hours. The contractor shall coordinate with the COR 72 hours prior to performing services.
1 Strip, Scrub, Seal, and Wax Floors Floors shall be stripped, scrubbed, sealed, and waxed to maintain a uniform glossy appearance. Contractor shall meet the requirements of commercial practices to include the application of a non-skid commercial wax. A uniform glossy appearance is free of scuff marks, heel marks, wax build-up, air bubbles and other stains and discoloration.
2 Shampoo Carpets All carpets shall be cleaned IAW standard commercial practices. A heavy-duty spot remover may be required in heavily soiled areas. Movable items shall be moved to access the floor underneath those items and shall be returned to their original position after cleaning.
3 Clean Wood Surfaces
Wipe down all wood paneled walls and wood panel reception counter with a combined wood preservative/polish/dirt remover as specified by manufacturer for wood surfaces.
4 Damp Clean Specified Surfaces
Damp clean of tops of all doors, partitions, exit signs, window and door frames, and ledges of wood molding and walls.
2.2.4 Task 4 – Annual Cleaning Services – KMRD Bunkhouse: The services under this task shall be performed as defined by each task order. Services are required once a year during government regular working hours. Cleaning is for all common areas and 10 bedrooms. The contractor shall coordinate with the COR 72 hours prior to performing services.

All washers, dryers, and utility sinks shall be wiped down on exterior and surrounding surfaces to be free of streaks, stains, spots, smudges, scale, and obvious soil.
11 De-Scale Toilets, Urinals, Sinks, Showers
De-scaling shall be performed as necessary to keep areas free of water spots, scale buildup, soap scum, rust, odor, and any other deposits.
12 Clean Window Blinds and Screens
All window blinds and screens shall be cleaned IAW standard commercial practices. Blinds, screens, and window equipment up to 8 feet in height shall be dusted or cleaned to eliminate dust collection. Blinds and screens shall be cleaned, dusted, wiped, or washed in a manner that removes dirt, dust, smudges, and cobwebs.
2.2.6 Task 6 – Weekly Cleaning Services – KMRD Bunkhouse: This is an optional task and will only be ordered if funding allows. Services under this task shall be performed as defined by each task order.
Services are required once a week (Wednesdays) during government regular working hours for up to 6 months. Weekly cleaning is for all common areas on both floors and not individual bedrooms.

Interior and exterior floor mats shall be vacuumed and cleaned. Soil and moisture underneath mats shall be removed, and mats returned to their original location.
5 Clean and Disinfect Kitchenette Breakroom
All kitchen surfaces including sink, faucet, drain, counter, and backwall shall be cleaned and disinfected. The outside of fridge and walls by trash receptacles shall be wiped down. Kitchen appliances exterior surfaces and handles are to be cleaned and disinfected. The Government will be responsible for cleaning inside the fridge, microwave, range, and other kitchen appliances.
6 Clean Glass Partitions
All interior glass partitions and display cases shall be clean. This does not include the inside of the exterior windows.
7 Clean Main Entrance Glass Door
All interior and exterior glass from main entrance glass door shall be clean.
8 Dust Furniture, Surfaces, and Equipment
Furniture and equipment up to 8 feet in height shall be dusted or cleaned to eliminate dust collection. Furniture includes counters, tabletops, filing cabinets, fans, shelving, and light fixtures. Equipment includes fax machines, printers, televisions, ventilation blinds, heat registers, fire extinguisher boxes, and thermostats. Surfaces include window ledges, windowsills, molding, wainscoting, wall hangings, signs, picture frames, benches, information desks, and other items throughout the building.
Cobwebs shall be removed. Contractor shall not remove paperwork from desks or other work areas to dust or clean; if surfaces are not clear then it is not necessary to dust or clean.
9 Spot Clean Spot cleaning shall be performed on a continual basis. Spot cleaning includes removing and cleaning smudges, fingerprints, marks, streaks, spills, etc. from washable surfaces of all walls, partitions, vents, grillwork, doors, door guards, door handles, push-bars, kick-plates, light switches, temperature controls, and fixtures. All carpeted and non-carpeted areas shall be free of spots and stains in accordance with carpet/flooring manufacturers’ approved methods. Spot cleaning constitutes an area of 2 square feet or less per spot.
10 Clean Laundry and Utility Sinks
All washers, dryers, and utility sinks shall be wiped down on exterior and surrounding surfaces to be free of streaks, stains, spots, smudges, scale, and obvious soil.
2.2.7 Task 7 – Emergency Cleaning (Service Calls): The contractor shall perform emergency cleaning in any building area or room covered under this contract. The services required under this task include, but are not limited to, the cleanup of vomit or any other body fluids/functions, water damage from leaking pipes, and fire damage.
The COR will initiate the service call and the contractor shall respond within 2 hours of receiving notification that there is a need for emergency cleaning. The contractor shall report to the work location, survey the area, and provide to the COR the estimated time and cost of the emergency cleaning. The contractor shall commence work after receiving approval from the CO. Each emergency cleaning shall be billed as a separate line item with each months invoice if applicable.
3.0 Deliverables Schedule
3.1 The contractor shall submit an electronic copy of all deliverables to the CO and COR in PDF format and phrased in layperson language.

Once products are approved for use, the Contractor shall provide each facility manager a copy of the SDS that will be located where products are stored prior to start of full contract performance.

3 Quality Control Plan (QCP)
Provide a QCP detailing the procedures to be implemented to identify, prevent, and ensure non-recurrence of defective services.

4 Work Schedule Provide to the CO and COR a copy of the work schedule addressing the sequence and timeline to complete all work required in the PWS.

5 List of Contractor Personnel
Provide a list of all contractor personnel, including subcontractors, assigned to this contract and their point of contacts.
Identify all personnel requiring routine physical access to federal controlled facilities.
No later than 10 business days after contract award. An updated copy shall be provided to the CO and COR as changes occur.
6 Invoices Invoices shall be submitted via IPP. No later than 10 business days after work performance. For monthly invoicing, invoices shall be submitted no later than 10 days after the end of the month.
4.0 Travel
4.1 The Contractor shall be responsible for all travel to and from the work site location.
5.0 Security and Safety Requirements
5.1 Security: Contractor personnel or any representative of the contractor entering Government facilities shall abide by all security regulations. At the close of each work period, government facilities, equipment, and materials shall be secured.
5.2 Identification of Contractor Employees: All contract personnel working in situations where their contractor status is not obvious to third parties are required to identify themselves by wearing clearly written and visible nametags at all times, as such to avoid creating an impression in the minds of members of the public that they are Government officials.
5.3 Conduct of Personnel: The Contracting Officer may require the contractor to remove from the job site any employee working under this contract for reasons of misconduct, security, or found to be or suspected to be under the influence of alcohol, drugs, or other incapacitating agent. Contractor employee shall be subject to dismissal from the premises upon determination by the contracting officer that such action is in the best interests of the government. Such removal from the job site or dismissal from the premises shall not relieve the contractor of the requirement to provide sufficient personnel to perform the services as required by this PWS.
5.4 Key Control: If the Contractor is provided with keys or a door access codes to allow access to buildings and rooms requiring cleaning, they shall ensure they are not lost or misplaced and are not used by unauthorized personnel. The Contractor shall not duplicate keys. All keys that are provided to the Contractor will require a logged entry, signed signature, and date. Keys shall be retained in possession of the janitorial staff while performing services and returned to the COR prior to contract end date. All keys lost by Contractor’s personnel shall be reported to the COR immediately and shall be replaced at the Contractor’s expense. In the event that keys, other than master keys, are lost or duplicated, the Contractor shall, upon direction of the CO, re-key or replace the affected lock or locks; however, the Government, at its option, may replace the affected lock or locks or perform re-keying. When the replacement of locks or re-keying is performed by the Government, the total cost of re-keying or replacement of the lock or locks shall be deducted from the monthly payment due to the Contractor. In the event that a master key is lost or duplicated, all locks and keys for that system shall be replaced by the Government and total costs deducted from the monthly payment due to the Contractor.
5.5 Safety: The Contractor shall instruct employees in appropriate measures as specified by the applicable provisions of the Occupational Safety and Health Act, 1970, PL 91-596 (84 Stat 1590). The Contractor’s employees shall not place mops, brooms, machines or other equipment in traffic lanes or other locations in such manner as to create safety hazards.
5.6 Safety Data Sheet (SDS): The Contractor shall provide a copy of the SDS for each of the products used to perform services to the CO and COR 10 days from the date of award, to be approved by the CO. Once products are approved for use, the Contractor shall provide each facility manager a copy of the SDS that will be located where products are stored prior to start of full contract performance.
5.7 Fire Protection and Prevention: All sweeping compounds, dust cloths and mop treating materials, floor oils and floor treatment materials (exclusive of waxes) shall be products, which are free of any spontaneous heating capability. Listings of these products as free of this capability by the Underwriters’ Laboratory Inc.
or other qualified nationally recognized testing organization, shall be considered as meeting these requirements. The Contractor shall not store combustible supplies, including rags, paper, and other like items near possible sources of combustion such as, steam pipes, high wattage lamp bulbs, and other like items. However, dust rags may be stored in airtight metal containers at floor level. Rags, mops, brushes, wax, and other cleaning tools which contain a residue of animal, vegetable or mineral oils which are subject to spontaneous combustion shall be disposed of, processed by daily laundering, or removed off-site.
6.0 Performance Requirement Measures
6.1 The government expects the contractor to work at an acceptable performance level throughout the life of the contract, and the contractor’s performance shall be given significant consideration when evaluating recommendations for future government contracts and/or awards.
6.2 Acceptable Performance: Acceptable performance is achieved if 100% of the requirement is successfully satisfied. The Contractor’s acceptable performance will be rated in COR reports and in the Contractor Performance Assessment Reporting System (CPARS) as Satisfactory, Very Good, or Exceptional.
6.3 Unacceptable Performance: Unacceptable performance is achieved if less than 100% of the requirement is satisfied (e.g., work specified by contract is incomplete or work is not IAW the PWS, task order, and manufacturer’s specifications). If the performance is deemed unacceptable for any objective (required task), the COR will determine the possible cause of this unacceptable performance. Unacceptable performance caused by actions of the Contractor shall be reported to the Contractor’s on-site representative and request its signature on documentation acknowledging notification. Unacceptable performance caused by actions of the Government shall not be held against the Contractor. If the Contractor disputes the results of surveillance, the COR must refer the Contractor to the CO for resolution.
The Contractor’s unacceptable performance will be rated in COR reports and in CPARS as Marginal or Unsatisfactory.

6.5 Customer Complaints: Customer complaints will be substantiated by the COR for validity. Should the COR determine that the complaint is valid, the COR will inform the Contractor orally and in writing and give the
Contractor additional time to correct the defect. Should the Contractor disagree with the complaint after investigation of the site, the Contractor shall notify the COR. The COR will review the matter to re-examine the validity of the complaint. The COR will re-inspect the services for compliance prior to acceptance.
7.0 Government Furnished Property (GFP)
7.1 The Government shall furnish the following items of government property to the Contractor for use in the performance of this contract. All GFP shall be used and maintained by the Contractor during the performance of this contract.

1 Dumpster for Trash Disposal There are 3 dumpsters for the KMRD Administrative Building and KMRD Warehouse, and 1 dumpster for the KMRD Bunkhouse. These dumpsters are shared by all KMRD employees utilizing the facilities and will be available for the contractor to use under this contract.
2 Keys or Door Access Codes to access buildings, Storage Closet, and Dispensers
As needed.
3 Storage/Janitor Closet On-Site There is 1 janitorial closet in the KMRD Administrative Office and 1 in the KMRD Bunkhouse.
4 Water As needed following conservation of utilities practices.
5 Electrical Power As needed following conservation of utilities practices.
8.0 Contractor Furnished Property
8.1 The Contractor shall furnish all supplies (ex. toilet paper, paper towels, trash liners/bags, etc.), tools, materials, and equipment (ex. steam cleaner, vacuum cleaner, cleaning supplies, etc.) necessary to satisfactorily meet or exceed the performance standards of this contract.
9.0 Definitions
9.1 Acceptable Quality Level: The allowable leeway or variance from a standard before the government will reject the specific service. An AQL does not say that the contractor may knowingly offer defective service.
It implies that the government recognizes that defective performance sometimes happens unintentionally.
As long as the percent of defective performance does not exceed the AQL, the service will not be rejected by the government. The contractor, however, must re-perform the defective service when possible.
9.2 Business Day: Refers to any day in which government normal business operations are conducted. For this contract, a business day will be in accordance with PWS Paragraph 1.8, Government Regular Working Hours.
9.3 Clean: This term shall be defined as free of dirt, odors, dust, spots, streaks, stains, smudges, litter, debris, and other residue. Remove any floor maintenance solutions or cleaning product residue that may have splashed or is not an air-dry product. Chairs, trash receptacles, and other moveable items shall be moved to maintain floors underneath these items.
9.4 Contracting Officer (CO): A person with the authority to enter into, administer, and/or terminate contracts and make related determinations and findings. The term includes certain authorized representatives of the Contracting Officer acting within the limits of their authority as delegated by the Contracting Officer.
"Administrative Contracting Officer (ACO)" refers to a Contracting Officer who is administering contracts.
"Termination Contracting Officer (TCO)" refers to a Contracting Officer who is settling terminated contracts.
A single Contracting Officer may be responsible for duties in any or all of these areas.
9.5 Contracting Officer’s Representative (COR): An individual, including a Contracting Officer’s Technical
Representative (COTR), designated and authorized in writing by the Contracting Officer to perform specific technical or administrative functions.
9.6 Contractor: The term Contractor as used herein refers to both the prime Contractor and any sub-contractors. The prime Contractor shall ensure that his/her sub-contractors comply with the provisions of the contract. The term in this contract refers to the prime.
9.7 Defective Service: A service output that does not meet the standard of performance associated with the
Performance Work Statement.
9.8 Deliverable: Anything that can be physically delivered, but may include non-manufactured things such as meeting minutes or reports.
9.9 Disinfect: Cleaning in order to destroy any harmful micro-organisms by application of an approved chemical agent.
9.10 Facility: An establishment, structure, or assembly of equipment designated for a specific function;
something designed, built, installed, etc., to serve a specific function affording a convenience or service.
9.11 Frequency of Service: For the purpose of this contract, the frequency of services shall be defined as stated below:
9.11.1 Annual: Services to be performed once a year during the term of the contract or as specified in each task order.
9.11.2 Semi-Annual: Services to be performed once every 6 months during the term of the contract or as specified in each task order.
9.11.3 Quarterly: Services to be performed once every 3 months during the term of the contract or as specified in each task order.
9.11.4 Monthly: Services to be performed once a month during the term of the contract or as specified in each task order.
9.11.5 Weekly: Services to be performed once a week during the term of the contract or as specified in each task order.
9.11.6 Bi-Weekly: Services to be performed twice a week during the term of the contract or as specified in each task order.
9.11.7 Daily: Services to be performed once a day during the term of the contract or as specified in each task order.
9.12 Government-Furnished Property (GFP): Property in the possession of, or directly acquired by, the
Government and subsequently furnished to the Contractor for performance of a contract.
9.13 Government Property: All property owned or leased by the Government. Government property includes both government-furnished property and contractor-acquired property. Government property includes material, equipment, special tooling, special test equipment, and real property. Government property does not include intellectual property and software.
9.14 Inspection: Examining and testing supplies or services (including, when appropriate, raw materials, components, and intermediates assemblies) to determine whether they conform to contract requirements.
9.15 Movable Item: Any easily movable item of 50 pounds or less (i.e., chairs, trash receptacles, etc.).
9.16 Non-Personal Services Contract: A contract under which the personnel rendering the services are not subject, either by the contract’s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees. Non-personal service contracts are authorized by the Government IAW FAR 37.012, under general contracting authority, and do not require specific statutory authorization.
9.17 Performance Objectives: Describe the work that is to take place.
9.18 Performance Requirements Summary (PRS): Identifies the key performance indicators of the contract that will be evaluated by the Government to ensure the Contractor meets standards.
