About this file

This is a Performance Work Statement for sewer lift station pumping services at the Elephant Butte Historic District (EBHD) located at Dam Site Recreation Area in Truth or Consequences, New Mexico. The Bureau of Reclamation requires pumping services for the EBHD lift station to manage wastewater from six houses, a lodge, restaurant, welcome center, 17 rental casitas, and 24 RV sites until a new lift station with functional pumps is installed. The contract period spans from award date through December 31, 2026 (base year), with an option year running January 1, 2027 through December 31, 2027. The approximate weekly volume is 5,000 gallons with a not-to-exceed limit of 425,000 gallons annually. The lift station tank capacity is approximately 21,544 gallons total, though the operational target is to maintain sewage levels below the 6-foot inlet pipe mark (approximately 2,352 gallons) to prevent odor issues in rental units.

The contractor must provide twice-weekly mandatory pumping services during standard business hours (Monday-Friday, 7:00 AM to 4:00 PM), with additional as-needed emergency pumping available outside these hours upon Reclamation Contracting Officer Representative (COR) approval. The contractor is responsible for furnishing all equipment, transportation, labor, permits, PPE, and disposal services in compliance with EPA and OSHA requirements. Pricing shall be submitted as a unit price per 1,000 gallons on an all-inclusive basis, covering mobilization, travel, labor, fuel, equipment, permits, pumping, disposal fees, cleanup, and disinfection. Four contract line items (CLINs) are identified: CLIN 010 for base year regular services, CLIN 020 for base year as-needed services, CLIN 030 for option year regular services, and CLIN 040 for option year as-needed services. The contractor must provide monthly service documentation, monthly summary reports, disposal manifests, tanker truck dump receipts, and maintain service logs for each pumping event.

Performance Work Statement: Sewer Lift Station Pumping Services Project Title: Sewer Lift Station Pumping Location: Dam Site Recreation Area Agency: Bureau of Reclamation Period of Performance: Base Year – Award Date to December 31, 2026, and Option Year 1 – January 1, 2027, to December 31, 2027 Approximate Weekly Volume: 5,000 Tank Size: 8’ X 20’ (below inlet approximately 8’ X 6’) Tank Capacity (below the inlet): 2,352 gallons Not-to-Exceed Volume: 425,000 gallons Per Year

1. Introduction This Performance Work Statement (PWS) outlines the requirements for pumping services at the Elephant Butte Historic District sewer lift station at Dam Site Recreation Area. The purpose of this contract is to ensure reliable wastewater management through scheduled and as-needed pumping services, maintaining system integrity, preventing overflow conditions and reducing odors.

2. Background Congress authorized the construction of Elephant Butte Dam on February 25, 1905, with construction beginning in 1916.

The Elephant Butte Historic District (EBHD) area consists of approximately 130 acres and 65 different structures, 32 of which are recorded on the National Register of Historic Places. Reclamation owns all buildings and assets within the Historic District. Several original structures were built during the construction of the dam between 1911-1916 while others were built by the Civilian Conservation Corps (CCC) in the late 1930s and early 1940s.

The wastewater system connects 6 houses, a lodge, a restaurant (closed for construction), welcome center, 17 rental casitas, and 24 RV sites with sewer connections. The lift station pumps all the sewer into an onsite wastewater treatment plant.

The sewer lift station currently has non-functional pumps, resulting in an inability to move wastewater through the system as designed. To prevent backups, overflows, and potential environmental hazards, pumping services will be required until a new lift station and fully operational pumps are installed. This interim pumping solution is also necessary to ensure the wastewater level remains below the inlet pipe, maintaining a safer and more pleasant environment for nearby areas while complying with regulatory requirements during the replacement process.

3. Location and Hours of Operation

· Location: 55 Dam Site Road, Truth or Consequences, NM 87901

· Hours of Operation:

· Standard pumping services will occur during normal business hours: Monday – Friday, 7:00 AM to 4:00 PM.

· Emergency or as-needed pumping may be required outside these hours, with prior approval from the Reclamation COR.

4. Objective Provide pumping services for the sewer lift station to maintain operational efficiency and prevent overflow or system failure. Services will include mandatory twice weekly pumping and additional pumping on an as-needed basis, up to the not-to-exceed limit during the contract period. The Contractor is to provide services for removal and disposal of sewage and foreign debris found in the lift station that are not classified as sewage, and other incidentals necessary but not mentioned to perform toilet pumping. While the tank is 12’x12’x20’ and holds approximately 21,544 gallons, the sewage inlet pipe is about 6’ above the bottom of the tank (approximately 2,352 gallons). When the sewage inundates the inlet pipe 6’ above the floor of the tank, the casitas start smelling. The objective of this contract is to keep the sewage below the inlet pipe to stop sewage gases from building up in the sewer lines and leaking into the rental casitas.

5. Work Requirements

· Mandatory Weekly Service:

· Pump wastewater twice per week throughout the contract period.

· COR may increase mandatory weekly services depending on sewage levels during the summer recreation season (typically Memorial Day-Labor Day).

· As-Needed Service:

· Perform additional pumping as requested by the Reclamation COR, up to the not-to-exceed limit. Upon award of the contract, the COR shall furnish the Contractor with a list of personnel authorized to place orders for As-needed pumping services. Only those individuals expressly identified on the authorized list shall be permitted to issue such orders; orders initiated by any other personnel shall be deemed unauthorized and shall not be honored.

· Contractor shall:

· Mobilize equipment and personnel to the lift station site.

· Pump and remove wastewater as directed.

· Transport and dispose of wastewater at an approved treatment facility in compliance with all local, state, and federal regulations.

· Provide documentation for each pumping event, including:

· Date and time of service

· Volume pumped

· Disposal location

· Operator signature

6.CONTRACTOR-FURNISHED PROPERTY

The Contractor shall furnish all transportation, pump trucks, hoses, fittings, spill containment materials, disinfectants, water required for pumping operations, PPE, labor, and supervision.

All vehicles shall:

• Display company name and/or logo on at least two sides

• Meet NMDOT roadworthiness standards

• Be operated by properly licensed drivers with appropriate endorsements

All sewage, debris, and waste shall be disposed of only at approved facilities

7. SEWAGE DISPOSAL

All sewage transport and disposal shall be the sole responsibility of the Contractor and shall be performed in compliance with all EPA requirements. Proof of disposal, including tanker truck dump receipts, shall be provided as required in section 12 of PWS.

8. Safety and Compliance

· Follow all applicable OSHA standards and environmental regulations.

· Ensure proper traffic control and site safety during operations.

· Maintain spill prevention and cleanup measures.

9. Deliverables

· Service logs and disposal manifests for each pumping event.

· Monthly summary report of total gallons pumped and disposal compliance.

10. Period of Performance and Schedule

· Base Year – Award Date to December 31, 2026, Option Year 1 – January 1, 2027, to December 31, 2027

· Weekly pumping plus additional as-needed pumping as directed by the Reclamation COR.

11. Price Schedule Line-Item Description

· Pricing shall be submitted as a unit price per 1,000 gallons, all-inclusive, covering, mobilization, travel, labor, fuel, equipment, permits, pumping, disposal fees, cleanup, and disinfection.
